Great Lakes Restoration Initiative Action Plan

In February 2009, President Obama proposed $475 million for a Great Lakes Restoration Initiative. This Action Plan describes how the Initiative was to be executed from 2010 through 2014, building on the Great Lakes Regional Collaboration Strategy (GLRC Strategy), which provided the framework for the Action Plan.

President's State, Local and Tribal Leaders Task Force on Climate Preparedness and Resilience: Recommendations to the President

November 17, 2014

As part of his Climate Action Plan, in November 2013, President Obama issued Executive Order 13653 - 'Preparing the United States for the Impacts of Climate Change,' creating The State, Local, and Tribal Leaders Task Force on Climate Preparedness and Resilience. The Task Force was directed to advise the Administration on how the Federal Government can respond to the needs of communities nationwide in achieving climate change resilience. The Task Force members, which include governors, mayors, county officials, and Tribal leaders from across the country, met throughout the year and used their first-hand experiences in building climate preparedness and resilience in their communities to inform their recommendations to the Administration. In November 2014, the Task Force presented their recommendations to the President.

Great Lakes Restoration Initiative

Launched in 2010, the Great Lakes Restoration Initiative (GLRI) is the result of multi-sector, community-based collaboration among federal agencies to protect and restore the Great Lakes system. Members of the GLRI Task Force include the Council on Environmental Quality, the Department of Agriculture, the Department of Commerce, the Department of Defense, the Department of Homeland Security, the Department of the Interior, and the Department of State, among others.

Resilience AmeriCorps

July 2015

Resilience AmeriCorps recruits and trains AmeriCorps VISTA (Volunteers In Service To America) members to serve low-income communities across the country by developing plans and implementing projects that increase resilience-building capacity. The initiative was originally announced in 2015 in response to recommendations from President Obama’s State, Local, and Tribal Leaders Task Force on Climate Preparedness and Resilience. Current Resilience AmeriCorps projects are addressing a wide range of resilience needs, including climate change, extreme weather, financial instability, and food insecurity through long-term planning, risk communication, community loan programs, and urban food production.

Final Recommendations of the Interagency Ocean Policy Task Force

July 19, 2010

This report is the final set of recommendations from the Interagency Ocean Policy Task Force. The Task Force, a group of 24 senior federal officials led by the Council on Environmental Quality was tasked by President Obama in June 2009 with developing recommendations to enhance the nation's ability to maintain healthy, resilient, and sustainable ocean, coastal, and Great Lake resources for the benefit of present and future generations. One of the National Priority Objectives identified as a premise to the recommendations is to strengthen resiliency of coastal communities and marine and Great Lakes environments, and their abilities to adapt to climate change impacts and ocean acidification. These recommendations include a national stewardship policy, a governance structure to provide sustained and coordinated attention to these resources, an implementation strategy that prioritizes nine categories for action, and a framework for effective coastal and marine spatial planning on a comprehensive, ecosystem-wide level.

Incorporating Natural Infrastructure and Ecosystem Services in Federal Decision-Making (Memorandum for Executive Departments and Agencies)

October 7, 2015

President Obama released new policy guidance directing Federal agencies to begin incorporating ecosystem services in Federal planning and decision-making. The memorandum directs agencies to develop and institutionalize policies that promote consideration of ecosystem services, where appropriate and practicable, in planning, investment, and regulatory contexts. It also establishes a process for the Federal government to develop a more detailed guidance on integrating ecosystem-service assessments into relevant programs and projects to help maintain ecosystem and community resilience, sustainable use of natural resources, and the recreational value of the Nation’s unique landscapes.

The Obama Administration released a progress report detailing the federal agency initiatives that are being implemented in response to recommendations from the State, Local, and Tribal Leaders Task Force on Climate Preparedness and Resilience. The report describes more than one hundred completed and ongoing initiatives that federal agencies have taken to support efforts, at all levels of government, to prepare for changing climate conditions.

Presidential Executive Order 13690 - Establishing a Federal Flood Risk Management Standard and a Process for Further Soliciting and Considering Stakeholder Input

January 30, 2015

President Obama's Executive Order 13690 directs federal agencies to adopt new flood risk reduction standards for the siting, design, and construction of federally funded projects. The new rules will ensure that flooding from climate change will be taken into account in the development of federal projects and are expected to save taxpayers money in the long run by reducing federal disaster assistance spending following extreme weather events.
