Developed by the Center for American Progress, Resilient Midwestern Cities Improving Equity in a Changing Climate provides users with guidance on how to concurrently address climate change and equity issues by implementing climate change resiliency measures in low-income areas. The report showcases existing initiatives employed in 5 Midwestern cities, and draws out recommendations for further action. This report is primarily geared towards decision makers of Midwestern cities, but the lessons learned and recommendations apply to a much wider audience.

From the Urban Sustainability Directors Network (USDN), this guide is aimed at local government and outlines a framework for designing and implementing a community-driven, equitable climate preparedness planning process. Community-driven planning empowers those experiencing the greatest climate risks to co-define the solutions. Rather than treating equity as a component of climate preparedness planning, this guide suggests that equity should be at the center of any adaptation approach. It outlines why traditional planning falls short of supporting equity, describes why climate change vulnerability is not evenly spread, and identifies how typical adaptation strategies can be reframed to focus on equity. Throughout the document, examples from cities are presented to showcase real-world applications.

Adaptokc, the first sustainability plan for Oklahoma City, Oklahoma, was adopted by the city’s Planning Commission and City Council in summer 2020. Adaptokc aims to strengthen Oklahoma City communities in the face of economic, social, and environmental challenges -- including climate change. The plan is divided up into four main sections: energy productivity, natural and built environment, air quality, and waste reduction. Among the initiatives proposed in the plan are increased energy efficiency and renewable energy use, mitigation of heat through development requirements, reduced transportation emissions, reduced waste generation, and strengthening of infrastructure against extreme weather.

Launched in 2010, the Great Lakes Restoration Initiative (GLRI) is the result of multi-sector, community-based collaboration among federal agencies to protect and restore the Great Lakes system. Members of the GLRI Task Force include the Council on Environmental Quality, the Department of Agriculture, the Department of Commerce, the Department of Defense, the Department of Homeland Security, the Department of the Interior, and the Department of State, among others.

The 2015 plan for New York City, One New York: The Plan for a Strong and Just City (OneNYC) was originally released in 2007, and again in 2011 under the name "PlaNYC. " As in past iterations of this report, OneNYC addresses New York City’s economic growth, sustainability, and resiliency - but also seeks to address issues of equity, and provides a strategic plan for collectively achieving this goal. OneNYC lays out strategies for dealing with income inequality along with plans for managing climate change impacts, while establishing the platform for another century of economic growth and vitality.

This report was published by the Transportation Research Board (TRB) of the National Academies in order to provide guidance to federal, state and local transportation decision makers - with the intention of building the capacity to create adaptation strategies. In August 2020, the Montana Climate Solutions Council released the state’s first adaptation plan as one part of Montana's overall climate change strategy, the Montana Climate Solutions Plan (“Plan”). Montana has been affected by climate change-related flooding events, drought, and wildfires. The state developed this climate strategy to mitigate and adapt to those effects in response to Executive Order 8-2019. The larger Plan also addresses reducing greenhouse gas emissions, advancing the research necessary to meet the state's climate goals, and meeting the economic and occupational needs of workers in industries transitioning away from the use of fossil fuels.

November 23, 2018
On November 23, 2018, the U. S. Global Change Research Program released Volume II of the Fourth National Climate Assessment (NCA4) entitled Impacts, Risks and Adaptation in the United States. NCA4 includes sixteen chapters focusing on national topics and specific sectors, nine chapters focusing on different regions of the country, and two chapters focusing on both mitigation (reducing greenhouse gas emissions) and adaptation responses to climate change. NCA4 concludes that: “ [o]bservations collected around the world provide significant, clear, and compelling evidence that global average temperature is much higher, and is rising more rapidly, than anything modern civilization has experienced, with widespread and growing impacts.

From the Texas General Land Office (GLO), the Coastal Resiliency Master Plan was developed to guide future management of the state’s coastline in support of sustaining resilient local communities and coastal ecosystems. Climate impacts and coastal hazards including coastal erosion, sea level rise, coastal storm surge, habitat loss and degradation, and water quality decline are becoming more severe in Texas - and the GLO established a series of Resiliency Strategies as presented in the plan to address these hazards in a system-wide approach.

Climate Ready Boston is an initiative to enhance near- and long-term climate change preparedness and resiliency in Boston, Massachusetts. The comprehensive 400-page final report from the initiative uses updated climate projections to predict how climate change will impact Boston, and details the findings on vulnerable populations, buildings, infrastructure, the shoreline, and the economy. The report also provides an extensive analysis of climate resilience initiatives and a roadmap for strategic implementation.
