On January 19, 2021, the Oregon Climate Change Adaptation Framework was released by the Department of Land Conservation and Development in collaboration with multiple state agencies to provide an updated guide to ensuring Oregon’s people, ecosystems, and economy are able to adapt to the impacts of a changing climate. The Framework is divided into five sections: Why We Must Adapt; Implementing Comprehensive Climate Change Adaptation; Climate Change Effects and Strategic Responses by Theme; Next Steps; and the Oregon Climate Equity Blueprint.

In 1971, New Jersey implemented the Payment-in-Lieu-of-Taxes (PILOT) Program. Through this program, the state pays municipalities to protect and conserve open, undeveloped lands owned by the state and tax-exempt nonprofit organizations. This program was created to benefit environmental quality, quality of life, and economic health in New Jersey by conserving open space for natural resources and recreational purposes. While this program has been amended throughout its tenure, it is a noteworthy example of a state program that creates incentives for local governments to create open space by mitigating the impacts of lost tax revenue and land maintenance costs. In a managed retreat context, a similar program could be coupled with hazard mitigation buyouts and open space acquisitions to encourage local governments to conserve vulnerable properties impacted by sea-level rise and flooding.

In December 2020, the Maine Climate Council under Governor Janet Mill released Maine Won’t Wait, the four-year climate action plan to reduce greenhouse gas emissions, to build community and environmental resilience, and to spur transformational economic growth and opportunity. The Council agreed upon four climate action plan goals to reflect the diverse challenges posed by climate change: reduce Maine’s greenhouse gas emissions; avoid the impacts and costs of inaction; foster economic opportunity and prosperity; and advance equity through Maine’s Climate Response.

September 2020
In September 2020, the Connecticut legislature passed the Microgrid and Resilience Grant and Loan Pilot Program (Conn. Gen. Stat. § 16-243y). The act expands the Connecticut Department of Energy and Environmental Protection’s authority to fund resilience projects, in addition to microgrids. The act supports the creation of climate change resilience projects in Connecticut.

Maryland Office of Home Energy Programs: Energy Assistance: The Office of Home Energy Programs (OHEP) provides bill assistance to low-income households in the State of Maryland to make energy costs more affordable and ensure the stability of home energy services through several programs. The OHEP houses four grants to contribute energy assistance: the Maryland Energy Assistance Program; the Electrical Universal Service Program; the Utility Service Protection Program; and Weatherization and Energy Efficiency Services.

Several tribal villages in Alaska are facing impending community-wide climate impacts of permafrost degradation, sea level rise, erosion, and flooding — which require immediate adaptation measures, including the potential of managed retreat. However, only one, the Village of Newtok, is in the process of actively relocating to a new site, Mertarvik, which was conveyed to Newtok through a federal land grant. The Newtok team — composed of federal, state, and local tribal representatives — is prioritizing the development of housing, roads, energy, and an evacuation center in the near-term. The project goal is to relocate everyone in Newtok to Mertarvik by 2023. The Newtok relocation has been funded by a patchwork of federal and state agencies for over 20 years. This case study can highlight one approach and ongoing lessons learned for state and local jurisdictions confronting larger-scale questions about managed retreat, and the process of transitioning entire communities to higher ground.

The U. S. Small Business Administration (SBA) was established as an independent agency in 1952 with a mission to help Americans start, build, and grow businesses. SBA offers a range of financing and other assistance in a post-disaster context. The SBA Disaster Loan Program supports businesses, private nonprofit organizations, homeowners, and renters located in declared disaster areas by providing affordable, timely, and accessible low-interest, long-term loans for losses not fully covered by insurance or other means.

Colorado has advanced recovery resources, but the state's risk profile will continue to increase in the coming years. The state did not have a tool to quantify the cost of future risks, until now. The Future Avoided Cost Explorer or "FACE:Hazards" tool includes a suite of resources that will enable local decisionmakers to evaluate the costs of future risks from flooding, drought, and wildfire across seven economic sectors over different climate and population projections between today and 2050.

Duke Energy Progress (DEP) worked with the nonprofit, Renewable Energy Transition Initiative (RETI), to increase access to renewable energy programs for lower-income residents. This program provides an example of how utilities can use equity considerations to inform the deployment of renewable energy programs and resources. RETI works to eliminate high energy costs and make renewable energy solutions more accessible through educational programs, community outreach, research, advocacy, and partnerships. RETI promotes income-based applications and brings awareness to this energy saving program through engaging with communities at local community events and churches. DEP and RETI also launched The Shared Solar program for its residential and non-residential customers to be able to share in the economic benefits from a single solar facility. The cost savings from this community solar program are allocated to low-income customers in the company’s territory.

Quinault Indian Nation (QIN), a federally recognized tribe located in Washington state, is currently implementing a phased relocation plan as part of a managed retreat strategy in response to the impacts of sea-level rise, flooding, and concerns about the increased likelihood of tsunamis and storm surges attributed to climate change. In 2017, QIN adopted the Taholah Village Relocation Master Plan that outlines a vision and development plan for relocating a portion of QIN living in the Lower Village of Taholah to a higher ground location in the Upper Village Relocation Area. The Master Plan contains eleven chapters covering the history and the need to relocate, goals and principles of the plan, and different aspects of the Upper Village blueprint including appropriate community facilities, housing, infrastructure, culture, sustainability, and resilience. It also sets forth implementation steps for the project through phasing, necessary regulatory changes, and funding. QIN developed the Master Plan with significant community input. The community engagement processes and sustainable planning strategies can provide transferable lessons for other state and local jurisdictions considering similar questions of strategic planning for coastal retreat and relocation, even on a smaller scale.
