Somerset County, Maryland: Rising Sea Level Guidance

Somerset County obtained a grant from the Maryland Department of Natural Resources to assess the County’s vulnerability to sea-level rise and to review and develop workable revisions to County plans, development codes, and regulations to mitigate the identified impacts. The department created this guidance document for the County.

The report presents revisions proposed for the Floodplain Management Ordinance/Building Code, Zoning Ordinance, Subdivision Regulations, Comprehensive Plan, and Hazard Mitigation Plan - to incorporate mitigation and adaption measures for the identified climate impacts. Other recommendations include that the County adopt a floodplain planning zone in its zoning laws that extends beyond those areas designated by FEMA, and to redraw its conservation district so that it extends to areas that will be submerged by 2050. The report also provides existing FEMA flood maps for the area.
