Potential Increases in Hurricane Damage in the United States: Implications for the Federal Budget

June 2016

As requested by the Ranking Member of the Senate Committee on the Budget, this report analyzes the relationship between climate change and increased hurricane damage. In its analysis, CBO estimates annual federal spending for relief and recovery as a percentage of expected hurricane damage. It identifies three different strategies to help reduce the burden on federal aid: limiting greenhouse gas emissions, shifting more costs to state and local governments and private entities, and investing in structural changes to reduce vulnerability to hurricanes.

Elevated Floating Bridge on Washington State Route 520

Spring 2016

The Washington State Department of Transportation (WSDOT) is reconstructing the Evergreen Point floating bridge, which runs over Lake Washington along State Route 520 (SR 520) near Seattle, to better accommodate varying winds and storms. The new design will be elevated, which will better protect drivers and the road from waves and storms, and the pontoons that allow the bridge to float will be designed to withstand higher winds. In its climate impacts vulnerability assessment, WSDOT has recognized that high winds could increase as a result of climate change and more extreme weather events.

Lessons from the Storm: Climate Displacement Three Years After Hurricane Sandy

This report by the Center for American Progress assesses the recovery of New York’s and New Jersey’s middle- and low-income communities three years after Hurricane Sandy. The report analyzes the challenges encountered by state and city leaders to help reduce displacement of people in the days and years following the storm, as well as innovative policies that emerged to prevent future extreme weather and climate displacement. The Center also highlights the important role that community groups play as citizen first responders, liaisons to government officials, and in long-term housing and recovery efforts.

Connecticut Executive Order No. 50 - State Agencies Fostering Resilience Council

October 26,2015

Connecticut Executive Order 50, signed by Governor Dannel P. Malloy on October 26, 2015, establishes a permanent working group called the State Agency Fostering Resilience Council (SAFR Council), committed to strengthening the state’s resiliency to extreme weather events including hurricanes, flooding, extreme heat, and slow onset events such as sea-level rise. The SAFR Council is to be comprised of 12 members, appointed by the Governor, including agency heads and experts.

NPS Gulf Islands National Seashore - Fort Pickens Ferry System

September 2015

In order to maintain cost-effective, sustainable visitor access to the Gulf Islands National Seashore (GUIS), the National Park Service (NPS) has proposed the development of passenger ferry service from Pensacola, Florida, to Fort Pickens. Santa Rosa Island, the site of Fort Pickens and part of GUIS, is susceptible to coastal storms and erosion. The Fort Pickens Road within GUIS is frequently damaged by storms, including hurricanes in 2004 and 2005. The transportation system in the Fort Pickens area is particularly vulnerable to disruptions caused by these impacts.

North Carolina Highway 12 Storm Recovery

The North Carolina Department of Transportation (NCDOT) is implementing several different solutions to address frequent overwashes, erosion, and more severe damage to North Carolina Highway 12 (NC 12) following Hurricanes Irene and Sandy. These measures, intended to improve the future resilience of the highway, include bridge construction and temporary beach nourishment.

When You Can’t Go Home - the Gulf Coast 10 Years After Katrina

August 18, 2015

This issue brief by the Center for American Progress discusses how climate change and extreme weather events are contributing to an increase in the displacement of Americans from their homes and communities. The article reviews the impacts of Hurricane Katrina in 2005 including the effects of displacement of 1. 5 million people in the region; and describes the thousands more people that have been displaced by other extreme weather disasters. The analysis recommends several steps that policymakers can take to find and assist climate-displaced people, highlighting the compounded impacts on vulnerable populations.

SAFR Connecticut Connections: Building-up a resilient development and transportation network to support vulnerable communities

May 1, 2015

The State Agencies For Resilience (SAFR) Connecticut Connections report is a proposal for the National Disaster Resilience Competition (NDRC) implemented by the U. S. Department of Housing and Urban Development (HUD). The NDRC is making nearly $1 billion in funds available to communities impacted by natural disasters from 2011-2013.  HUD preselected the State of Connecticut as an eligible applicant for this grant. Within the State of Connecticut, Fairfield and New Haven counties were determined by HUD to be the most impacted and distressed areas.
