Recommendations for assessing the effects of the DOI Hurricane Sandy Mitigation and Resilience Program on ecological system and infrastructure resilience in the Northeast coastal region

June 2015

This report presents metrics for assessing the resilience of natural and artificial coastal features most affected by Hurricane Sandy along the Northeast coast - such as beaches, dunes, wetlands, and grey and green infrastructure. The focal coastal ecological and infrastructure assets identified are Department of the Interior (DOI) funded projects as implemented through the Disaster Relief Appropriations Act. The report establishes a set of ecological performance metrics for detecting changes in resilience resulting from the project actions, and provides recommendations for completing an assessment of how DOI projects have affected the resilience of the Northeastern coast.

What Cities Should Do: A Guide to Resilient Power Planning is a series of guidelines and best practices for cities and towns preparing for widespread power outages from severe weather events. According to the authors, cities should have resilient power plans for critical public and private facilities in order to protect their most vulnerable citizens - but few cities have focused on risks and mitigation strategies associated with extended grid power outages for critical assets. This paper calls for a systematic approach to protect critical facilities with resilient power solutions, including solar photovoltaic (PV) and energy storage, combined heat-and-power (CHP), and fuel cells systems.

Before the (Next) Storm: The Disaster Planning for Historic Properties Initiative

February 4, 2015

The Pennsylvania State Historic Preservation office was awarded $1. 5 million by the National Park Service following Hurricane Sandy, the bulk of which will be used to undertake disaster planning initiatives. The goals of the initiative are to identify the counties with the most vulnerable historic properties, develop strategies to protect those historical properties from future disasters, and then integrate those strategies into the selected counties’ Federal Emergency Management Agency (FEMA) Hazard Mitigation Plans.

This US Army Corps of Engineers report describes different coastal resilience measures that can be implemented to reduce risks from flooding and erosion.  It is designed to help policymakers use natural and nature-based features (NNBF) to enhance coastal resilience while minimizing impacts to the coastal environment. The report fills knowledge gaps about how NNBF can be used to reduce flooding and erosion risk and provides relevant information and studies to inform implementation of NNBF projects.

‘The Atlas of Mortality and Economic Losses from Weather, Climate and Water Extremes 1970-2012’ describes the distribution and impacts of weather, climate, and water-related disasters and highlights measures to increase resilience. The report considers the importance of historical, geo-referenced information about deaths and damages to estimate risks before the next disaster occurs. This information is intended to support practical decisions on reducing potential impacts by, for example, improved early warning systems, retrofitting critical infrastructure, or enforcing new building codes.

Rebuild by Design: New Meadowlands -- Transportation Elements

June 2014

The New Meadowlands project was proposed as part of the post-Sandy Rebuild by Design competition and involves the integration of flood protection structures with transportation assets.   The proposal includes two components: (1) “Meadowpark,”a series of green berms integrated with a large natural reserve of tidal wetlands and freshwater basins designed to provide flood protection; and (2) the “Meadowband,” a berm covered by a street designed to integrate a Bus Rapid Transit line and provide multi-modal transportation options to the region.

Rebuild by Design: Hoboken -- Transportation Elements

June 2014

The Hoboken Rebuild by Design project proposal uses a combination of urban water management strategies to protect Hoboken, New Jersey, including the region’s transportation hubs, from flash floods and storm surge. Hoboken is a low-elevation, high-density urban environment on the west bank of the Hudson River that was severely flooded in 2012 when Hurricane Sandy hit the eastern coast of the U. S. The project uses a combination of flood defenses, green infrastructure (such as green roofs, constructed wetlands, rain gardens), and stormwater pumps to increase the city’s resilience to flooding.

“Reimagining New York for a New Reality” Transportation Investments

January 7, 2014

In January 2014 during the State of the State address, New York’s Governor Cuomo announced a plan to invest $17 billion to rebuild New York’s infrastructure, including transportation systems, more resiliently in light of increasingly frequent extreme weather events. The comprehensive rebuilding program includes major reconstruction of the transit system, renovations to many old bridges, a new extensive weather detection system, and creation of a fuel reserve and backup power for gas stations along critical routes.

Plumb Beach Renourishment Project and Protection of Belt Parkway, Brooklyn, New York

2013

The Plumb Beach Renourishment Project involved the placement of sand on the beach to protect the Belt Parkway in Brooklyn, NY. The project, which is managed by the U. S. Army Corps of Engineers (Corps), is ongoing and is being implemented in two phases. In Phase I, the Corps nourished the beach with dredged sand and installed several geotube groins (sand bags) to prevent short-term erosion of the newly-deposited sand. Phase I was completed days before hurricane Sandy devastated the Northeast region.
