New Jersey TransitGrid – Microgrid Project to Help Power NJ Transit

The New Jersey Governor’s Office of Recovery and Rebuilding, New Jersey Transit (NJ Transit), and the U. S. Department of Energy (DOE) partnered to lead the design of NJ TransitGrid, an advanced electrical microgrid for the NJ Transit system in order to make the state’s transit infrastructure more resilient in the face of future extreme weather events and other disasters. NJ TransitGrid, which is being implemented also in partnership with the Federal Transit Administration (FTA), will incorporate a natural gas-fired electric power generating plant as well as renewable energy and distributed generation.

New York Rising Community Reconstruction Program

The New York Rising Community Reconstruction Program has been established to provide additional rebuilding and revitalization assistance to communities severely damaged by Hurricanes Sandy and Irene and Tropical Storm Lee. To facilitate community resilience and redevelopment planning, the State has allocated $25 million for planning in the most affected areas. Those successfully completing a recovery plan will be eligible to receive funds to support the implementation of projects and activities identified in the plans.

NYC MTA Storm Surge Protection via Catastrophe Bond Market (New York City Metropolitan Transportation Authority)

July 31, 2013

After Hurricane Sandy, the Metropolitan Transportation Authority (MTA) sold a catastrophe bond in July 2013 to raise funds to manage flood risk to the system and offset any costs of future storm damage if the city is hit by another hurricane in the next three years. Sandy caused an estimated $4 to $5 billion in damages to MTA assets; as a result, insurance prices for MTA doubled. To finance protections from future storm surges, MTA issued $200 million in shares of catastrophe bonds to supplement traditional insurance, costing MTA $46 million a year.

This report compiles feedback from the Sandy Regional Assembly, a network of community, environmental, justice, labor and civic groups from New York assessing Mayor Michael Bloomberg’s Special Initiative for Rebuilding and Resiliency (SIRR) Plan. Their analysis asks if the plan met community-defined priorities and recommendations compiled earlier in 2013.

New York City Build it Back Program

June 2013

The Build It Back Program assists homeowners, landlords, and tenants affected by Hurricane Sandy in 2012 within all five boroughs of New York City, New York by rebuilding homes damaged or destroyed by the hurricane.  The City’s goal is to invest and create resilient neighborhoods through sustainable design, such as requiring new homes to be elevated above projected sea-level rise and flood heights. Registration for the program was announced on June 3, 2013, and as of the closing date for registration (October 31, 2013), the program received applications for more than 20,000 single‐family buildings; of which approximately 16,000 applicants completed the initial eligibility review.

Fuel NY Initiative

June 1, 2013

In 2013, New York passed a law and launched the Fuel NY Initiative, to increase the number of gas stations along critical routes that will be able to operate during power outages caused by extreme weather events or other disasters. In conjunction with this law, Governor Cuomo announced the Fuel NY Initiative, which provides funding to help gas stations meet the new backup power requirements. The law and Initiative were developed in response to Hurricane Sandy, which illustrated the many challenges caused when most gas stations lost power as a result of the storm and were not able to operate fuel pumps to dispense fuel needed for emergency response and recovery efforts.

Cape Cod Parking Lot Removal and Relocation

Several Cape Cod towns and the Cape Cod Commission have taken specific measures to adapt beach parking lots to the impacts of climate change, including extreme storms and sea-level rise that are causing increased beach erosion.    These coastal communities are rethinking “quick fix” repairs to vulnerable parking infrastructure and are instead implementing a variety of soft and hard measures as more permanent solutions to long-term climate change impacts.   Many of the town activities were captured in the adaptation blog “Great American Adaptation Road Trip” by Allie Goldstein and Kirsten Howard, graduates of the University of Michigan’s School of Natural Resources and Environment.

Understanding the Adaptation Provisions of the Sandy Disaster Relief Appropriations Act

May 24, 2013

Disaster relief funding presents an opportunity for state and local governments to rebuild in a manner that anticipates and responds to future changes in the climate. In most cases, programs funded through disaster relief appropriations, such as the Sandy Relief Act, provide administering agencies with enough authority to prepare for climate changes during the rebuilding process.

International Bridge, Tunnel, and Turnpike Association Forum on Super Storm Sandy: Adaptation and Resilience

January 2013

The International Bridge, Tunnel, and Turnpike Association (IBTTA) hosted a workshop in the aftermath of Hurricane Sandy where agency officials shared strategies for operations and emergency management during extreme weather events. At the “Forum on Super Storm Sandy: Adaptation and Resilience” (Forum), agency officials who had been on the front lines of the response and recovery effort discussed lessons-learned with one another and with Florida state officials. The Forum was designed to engage transportation and tolling officials in “building adaptive solutions to climate change.

Rebuild By Design Competition after Hurricane Sandy

2013

In a one-time competition, the U. S. Department of Housing and Urban Development (HUD) encouraged Sandy-affected communities to rebuild with climate change in mind through the Rebuild by Design competition.  Rebuild by Design was a unique design competition that was initiated in 2013 by the Hurricane Sandy Rebuilding Task Force and HUD.  Through the competition, architectural and design professionals were asked to develop innovative design solutions for resilient rebuilding in the aftermath of Hurricane Sandy Ten interdisciplinary design teams (planning, design, engineering, etc.
