TreeFlow

TreeFlow is an online resource for tree-ring reconstructions of stream flow and climate. By providing a longer window into the past, tree-ring reconstructions describe the natural variability of climate (precipitation, drought) more completely than gaged records. While projected changes in precipitation may be uncertain in some area, projections for temperature changes due to climate change are highly useful and relevant when added to the range of natural flow variability seen in the reconstructions.

Distributed Hydrology Soil Vegetation Model (DHSVM)

February 2013

DHSVM is a distributed hydrologic model that explicitly represents the effects of topography and vegetation on water fluxes through the landscape. DHSVM has been applied both operationally, for streamflow prediction, and in a research capacity, to examine the effects of forest management on peak streamflow, among other things. The website is maintained to disseminate the open-source model, provide examples of model applications, and enable global use of the model to study the impacts of climate change, land use change, forest management practices, flooding, stream temperature and quality.

Aquarius: A Modeling System for River Basin Water Allocation

Aquarius is a software application developed by the Rocky Mountain Research Station of the U. S Forest Service and Colorado State University. The modeling system depicts the temporal and spatial allocation of water flows among competing traditional and nontraditional water uses in a river basin. The program can be used to determine economically efficient water destination strategies by systematically examining, using a nonlinear optimization technique, the feasibility of reallocating unused or marginally valuable water storage and releases in favor of alternative uses.

Water Supply and Stress Index Model (WaSSI)

2008

WaSSI is a tool that models historical, current, and future watershed stress for a particular zip code by comparing water supply and demand. Planners can select which of two climate models to use (HadCM2SuL - warm & wet; or CGC1 - hot & dry) to assess possible effects on supply and stress created by climate change under these scenarios. WaSSI uses historical USGS or state water bureau data to estimate past demand; future demand and supply scenarios are based on modeled changes in land use, land management, population, and climate change.

New York City Green Infrastructure Grant Program

2016

New York City’s Green Infrastructure Program is a multi-agency effort led by the Department of Environmental Protection (DEP). The NYC DEP offers a green infrastructure grant program for private property owners in combined sewer areas of New York City. The program provides funding for green infrastructure projects that manage the first inch of rainfall, including blue roofs, rain gardens, green roofs, porous pavement and rainwater harvesting. Private property owners in combined sewer areas are eligible for the grants of up to $5 million.

Connecticut Public Act 14-163: An Act Concerning the Responsibilities of the Water Planning Council

July 1, 2014

Connecticut Public Act 14-163 directs the Connecticut Water Planning Council to engage in a three year process for writing a comprehensive statewide water plan for the management of water resources in the state. This plan will identify quantities and qualities of water available, present and projected demands for water resources, appropriate regions in the state for comprehensive water planning, and will establish guidelines and incentives for consumer water conservation, taking into account energy efficiency.

Adapting Water Law to Public Necessity: Reframing Climate Change Adaptation as Emergency Response and Preparedness

The article argues that viewing climate change impacts on water supply as an ongoing emergency could provide a more productive framework for initiating and implementing adaptation strategies. Classifying climate change’s impacts on water supply as a real crisis allows adaptation planning to become a form of emergency preparedness, and could provide needed flexibility both legally and politically. An analysis of property rights barriers in the context of implementing adaptation strategies to help with the water supply crisis is provided.

California Sustainable Groundwater Management Act: SB1168, SB1319 and AB1739

September 16, 2014

Approved by Governor Jerry Brown on September 16, 2014, the California Sustainable Groundwater Management Act implements new groundwater rules for California. Effective as of January 1, 2015, the three-bill package will create local agencies to oversee groundwater extraction, changing the state’s historic practice of allowing landowners to extract any water that lies beneath their land.

A Greater LA: Climate Action Framework - Water

December 2016

The Water section of the "A Greater LA: Climate Action Framework" (Framework) identifies climate change impacts on water resources in the Los Angeles County region, and regional-scale priorities for improving the reliability of the region's water supply under future conditions. The Framework, which also contains sections for four other sectors, was developed by the Los Angeles Regional Collaborative for Climate Action and Sustainability (LARC) to support more coordinated and collaborative regional policies relating to climate change mitigation and adaptation.
