PG&E Better Together Resilient Communities Grant Program

The Pacific Gas and Electric Company (PG&E) Better Together Resilient Communities grant program funds initiatives to help California communities better prepare for, withstand, and recover from extreme weather events and other risks related to climate change. PG&E is investing $2 million over five years in shareholder-funded grants. In 2018, PG&E focused on projects to help communities prepare for increased frequency and severity of extreme heat events, and the 2019 Resilient Communities grant program focused on wildfire risk.

The Urban Sustainability Directors Network (USDN) Innovation Fund is a financial-investment resource governed by USDN members to promote collaboration among cities to develop, test, and spread high-impact solutions for advancing urban sustainability. FEMA Building Resilient Infrastructure and Communities (BRIC) Grant Program

The Federal Emergency Management Agency's (FEMA) Building Resilient Infrastructure and Communities (BRIC) grant program is designed to support state, territorial, and local governments and federally recognized tribes in their efforts to undertake hazard mitigation projects to reduce risks stemming from natural hazards and disasters. BRIC funding is available on an annual basis in states that have received a presidential disaster declaration in the past seven years from the date when FEMA issues a Notice of Funding Opportunity. The purpose of the BRIC grant program is to provide a consistent, sustainable source of federal pre-disaster funding to shift the focus away from post-disaster recovery spending by building community resilience before future hazards and disasters occur. The BRIC program replaced FEMA’s Pre-Disaster Mitigation grant program that served a similar purpose, but was administered differently and was not prescribed by Congress to be available on an annual basis.
FEMA announced a new round of funding for the 2021 Fiscal Year totaling $1.6 billion. The application period for new funding opens on September 30, 2021 and closes on January 28, 2022 at 3:00 P.M. ET. Of note, eligible state and local grantees should check with their State Hazard Mitigation Offices or departments to inquire whether there are additional requirements or earlier deadlines for project proposals or applications set by their own states that may differ from the federal deadlines.
This round of funding aligns with the environmental justice mandates of federal Executive Order 14008 by incorporating metrics that prioritize assistance in disadvantaged communities. Economically disadvantaged rural areas are eligible for a higher federal cost share on projects (90 percent federal, instead of 25 percent), and projects can earn extra consideration for providing community-wide benefits to disadvantaged communities.

Massachusetts’ Municipal Vulnerability Preparedness grant program (MVP) provides support for cities and towns across the state to begin the process of planning and implementing climate change resiliency projects. The state awards communities with funding to complete vulnerability assessments and develop resiliency plans.

DC Water Environmental Impact Bond

DC Water and Sewer Authority (DC Water), the water utility in Washington, D. C. , has announced the nation’s first Environmental Impact Bond (EIB), an innovative bond to fund the construction of green infrastructure to manage stormwater runoff and improve the District’s water quality. NOAA Habitat Conservation Project Grants
Habitat conservation project grants and cooperative agreements are awarded for habitat conservation activities including coastal and marine habitat restoration and protection. Massachusetts Coastal Community Resilience Grant Program
The Massachusetts Office of Coastal Zone Management (CZM) Coastal Community Resilience Grants Program provides municipalities with financial and technical resources to advance innovative local efforts to plan for and adapt to coastal climate impacts, including sea level rise, storm surge and flooding. In 2018, more than $3. 2 million in funding was awarded to Braintree, Chatham, Chelsea and Everett, Dennis, Duxbury Beach Reservation, Inc. , Gloucester, Hull, Ipswich, Kingston, Marion, Mattapoisett, Nantucket, Provincetown, Salem, Wareham and Winthrop.

Wildlife Conservation Society Climate Adaptation Fund
2017
The Wildlife Conservation Society (WCS) Climate Adaptation Fund supports one to two-year projects that implement science-driven, on-the-ground actions that assist wildlife and ecosystems to adapt to climate change at a landscape scale. The mission of the Fund is to "increase the pace and scale of climate adaptation for wildlife and ecosystems and the people that value and depend on them. " WCS provides a total of $2. 5 million in grant awards between $50,000 and $250,000 to conservation non-profit organizations each year.

NOAA Regional Coastal Resilience Grants

As of March 2016, NOAA’s National Ocean Service is providing up to $9 million in competitive grant awards through the Regional Coastal Resilience Grants program. These grants are being used to fund projects that are helping coastal communities prepare for and recover from extreme weather events, climate hazards, and changing ocean conditions. Awards were made for project proposals that advance resilience strategies, often through land and ocean use planning, disaster preparedness projects, environmental restoration, hazard mitigation planning, or other regional, state, or community planning efforts.
