This report looks at the reasons for the gap between needed and available funding after disasters - and provides guidance on an adaptive approach to post-disaster financing.  This report is primarily intended for those stakeholders who participate directly in decision-making processes surrounding post-disaster financing, and financiers as well as other practitioners who are looking to creatively support resiliency initiatives.

District of Columbia's RiverSmart Program

2006

Washington D. C. ’s Department of Energy and Environment (DOEE) administers a variety of "RiverSmart" programs to fund projects that reduce stormwater runoff and water pollution. The programs provide financial incentives, in the form of grants and rebates, to fund green infrastructure projects that reduce and treat stormwater runoff from impervious surfaces. Although the RiverSmart program was developed to help the District address water pollution from stormwater runoff, it also supports climate resilience by diverting rainwater from the city’s stormwater system to manage increasingly heavy rainfall events.

BIA Tribal Climate Resilience Program

2014

The Department of the Interior’s (DOI) Bureau of Indian Affairs (BIA) launched the Tribal Climate Resilience Program in 2014 to help tribes prepare for climate change. Direct funding from the now BIA's Branch of Tribal Climate Resilience (TCR) supports federally-recognized Tribes and Alaska Native villages in climate resilience planning through competitive awards for climate training, adaptation planning, vulnerability assessments, supplemental monitoring, capacity building, and ocean and coastal management planning.
