Delaware Sustainable Communities Planning Grant Program

Delaware Department of Natural Resources and Environmental Control (DNREC) Division of Energy and Climate is offering Sustainable Communities Planning Grants for municipalities, county governments and their academic and non-profit partners. These competitive grants support planning and climate vulnerability assessment projects that improve a community’s economy, environment and public health. Grants of up to $80,000 are available to counties or towns with populations of 5,000 residents or more, and grants of up to $40,000 are available to towns with populations of fewer than 5,000 residents.

California Transformative Climate Communities Program

February 9, 2017

California Assembly Bill 2722 established the Transformative Climate Communities Program, to be administered by the Strategic Growth Council (SGC). The forthcoming Program will accelerate greenhouse gas reduction and advance local climate action in disadvantaged communities through an integrated, community-based approach. The Program intends to help realize the State’s vision of “Vibrant Communities and Landscapes,” demonstrating how meaningful community engagement coupled with strategic investments in transportation, housing, food, energy, natural resources, and waste can reduce greenhouse gas emissions and other pollution, while also addressing growing equity issues and enhancing economic opportunity and community resilience.

Impact Investing for Coastal Conservation: Bridging the Gap

This paper provides a framework for conservation financing in coastal areas that could leverage private sector interests with conservation needs. A few examples of successfully implemented private investments in conservation initiatives are included. Conservation investing is a subset of impact investing, and is defined as “investments in companies, funds, and organizations with the goal of generating a financial return and beneficial environmental impact. ” The paper describes the opportunities and challenges surrounding using private investment capital for natural and nature-based shoreline management approaches such as habitat restoration, conservation, and coastal resilience strategies.

California Senate Bill 1 (SB-1): Transportation Funding

May 1, 2017

In May 2017 California approved Senate Bill 1 which allocated $52.3 billion for a new Road Maintenance and Rehabilitation Program, up to $20 billion of which was designated to support climate change adaptation planning at a local or regional level. While the law primarily focuses on reducing emissions, it also addresses the need for adaptation by requiring agencies and localities receiving funding to implement adaptive efforts, where cost-effective and feasible.

City of Berkeley, California 2016 Measure T1 - Bonds to Improve Existing City Infrastructure and Facilities

November 8, 2016

On November 8, 2016 Berkeley voters passed Measure T1 with an 86. 5% approval.   This measure authorizes the City to sell $100 million of General Obligation Bonds (GO Bonds) to repair, renovate, replace, or reconstruct the City’s aging infrastructure and facilities, such as sidewalks and streets, senior and recreation centers, and other important City facilities and buildings.  The first round of funding includes the use of green infrastructure for storm drains and parks, and is focused on advancing social equity across projects.

Los Angeles County Safe, Clean Neighborhood Parks and Beaches Measure of 2016

November 8, 2016

The Los Angeles County Safe, Clean Neighborhood Parks and Beaches Measure of 2016 (Measure A) supports the protection, enhancement and maintenance of Los Angeles, California’s neighborhood parks, open space, trails, beaches, natural habitat, rivers, streams, and the urban tree canopy - by implementing an annual parcel tax of 1. 5 cents per square foot of development. Measure A is expected to generate approximately $94 million per year for local parks, beaches, and open space areas, replacing expiring dedicated funding from Propositions A of 1992 and 1996.

The New Hampshire Setting SAIL (Science, Assessment, Implementation, and Legislation) project supports state and local implementation of recommendations from the New Hampshire Coastal Risk and Hazards Commission’s (NHCRHC) report, Preparing New Hampshire for Projected Storm Surge, Sea-level Rise, and Extreme Precipitation, through a grant from the National Oceanic and Atmospheric Administration (NOAA). The New Hampshire Coastal Program (NHCP) leads the project through a public-private partnership with the New Hampshire Coastal Adaptation Workgroup (NHCAW).

FEMA Pre-Disaster Mitigation Program, Grants

March 15, 2016

The Federal Emergency Management Agency (FEMA) offers Pre-Disaster Mitigation (PDM) Assistance grants to assist States, Territories, Federally-recognized tribes, and local communities in implementing a sustained pre-disaster natural hazard mitigation program. Often, local communities will sponsor applications on behalf of homeowners and then submit the applications to their State. PDM grant applicants seeking preparedness money are encouraged to focus on climate change resilience.
