Caltrans Grant Application Guide: California SB 1 - Adaptation Planning grants

January 5, 2018

California Senate Bill 1, the Road Repair and Accountability Act of 2017, was signed into law on April 28, 2017, to invest $54  billion over the next 10 years to repair roads, freeways and bridges in communities across California.  The new SB 1 planning grant funds include $20 million over three years for Adaptation Planning Grants to local and regional agencies for climate change adaptation planning. $7 million dollars are available for the FY 2017-18 grant cycle.

EPA Water Finance Clearinghouse

EPA’s Water Infrastructure and Resiliency Finance Center developed this Water Finance Clearinghouse which is designed to support communities in financing sustainable drinking water, wastewater, and stormwater infrastructure solutions. This online portal includes two searchable databases: one of available funding sources from for water infrastructure, and the second offers resources related to financing mechanisms for community-level water infrastructure.   Many funding programs listed address water supply resilience, sustainability and climate change adaptation measures.

Agricultural Climate Resiliency and Efficiencies (ACRE) Program for Massachusetts

March 2018

The Agricultural Climate Resiliency & Efficiencies (ACRE) was created as part of the implementation of Governor Baker’s Executive Order 569, which focuses reducing carbon emissions and building a more climate resilient Massachusetts. The program advances that goal - as well as more specific goals identified in the Massachusetts Local Action Food Plan - by providing grants to producers to implement practices that improve their farms’ resiliency. $500,000 in grants have gone to 16 Massachusetts farms to install practices that help mitigate and adapt to climate impacts.

Funding Navigation for California Communities

Funding Navigation for California Communities is an online portal for funding opportunities directed at local governments of California. Grants and other funding resources are categorized under seven project types, and those addressing climate adaptation and resiliency are primarily found under the categories of Drinking Water, Parks, Stormwater, and Wastewater Management. Funding opportunities are profiled for adaptation projects related to water desalination, drought preparedness, restoration of natural floodplains and wetlands, urban and community forestry, green infrastructure, rainwater and stormwater capture and reuse, and adapting water infrastructure systems to climate change, among others.

Greening the Gateway Cities Program

2018

The Massachusetts Greening the Gateway Cities Program (GGCP) aims to increase tree canopy cover in the state’s Gateway Cities, which are urban centers facing economic and social challenges due to recent losses in industry and manufacturing power. The program is currently operating in 18 residential areas with the goal of covering 5% of each area in new tree canopy cover. This initiative aims to reduce heat stress as well as energy use and cost for Massachusetts residents.

New York State Climate Smart Communities Grant Program

2018

The New York State Climate Smart Communities Grant Program, administered by the New York Department of Environmental Conservation, was established in 2016 and provides a matching grant to towns, villages, counties, and boroughs of New York City to implement projects related to climate change adaptation or mitigation or, more specifically, to work towards Climate Smart Communities Certification by undertaking eligible planning actions. Although all municipalities in the state are eligible to apply for these grants, Climate Smart Communities receive extra points in the application process (dependent on their certification level) in order to financially incentivize participation in the program.

Moody's Environmental Risks: Evaluating the Impact of Climate Change on U.S. State and Local Issuers

November 28, 2017

This report from Moody's Investor Services discusses potential credit rating impacts from the exposure and vulnerability of U. S. state and local governments to economic losses from climate change. The report notes that without adaptation, state and local governments will face increasing risks risks from severe heat, changing precipitation patterns, and rising sea levels - and that these risks will become more severe over time. The economic impacts of climate change will include property damage, lowered productivity, health impacts, and increasing energy use.

Finance Guide for Resilient by Design Bay Area Challenge Design Teams

This guide was designed to assist design teams that are part of the Resilient by Design Bay Area Challenge.  Resilient by Design is a collaborative design challenge for the San Francisco Bay area of California, to develop 10 innovative community-based solutions that will strengthen the region’s resilience to sea level rise, severe storms, flooding and earthquakes.  The report describes strategic funding and financing options for developing hazard-ready infrastructure in California, and can be useful for decision makers and designers outside of the Bay area challenge.

The U. S. Environmental Protection Agency (EPA) Environmental Justice Collaborative Problem-Solving Cooperative Agreement Program provides funding to support community-based organizations to develop and implement solutions that address environmental and/or public health issues for underserved communities. Cooperative agreements will be awarded to collaborative projects that partner with local stakeholder groups such as local businesses and industry, local government, medical providers, and academia.

Resilient Communities Program (NFWF)

February 13, 2017

Wells Fargo and the National Fish and Wildlife Foundation (NFWF) launched the Resilient Communities Program in 2017 to help communities plan for and implement resiliency projects, support green infrastructure, and invest in natural ecosystems. Grants will be offered once a year to support priority projects in states and communities associated with Wells Fargo operations. This four-year initiative is supported through a $10 million contribution from Wells Fargo meant to leverage other private and public funds with an expected total investment of more than $20 million.
