Changing Shorelines: Adaptation Planning for Maine’s Coastal State Parks

Maine’s Department of Agriculture, Conservation and Forestry (DACF) collaborated with the Bureau of Parks and Lands, Maine Geological Survey, and Maine Natural Areas Program to conduct climate change vulnerability assessments for select coastal parks and historic sites on Maine’s shoreline.  Climate adaptation strategies and guidance were developed to help to protect these areas, and are presented in this report along with the assessment findings.  The study sites are considered to have significant natural and historical resources and to be at risk to climate impacts such as more frequent storms, storm surges, flooding, erosion, and sea level rise.

Rhode Island: STORMTOOLS for mapping coastal flooding

2016

STORMTOOLS is a set of comprehensive mapping tools providing a series of maps and data sets that depict the sea level rise and storm surge in Rhode Island. The site now features a set of data layers for municipalities. STORMTOOLS is intended as a way to make the data outputs of a complex set of modeling processes freely available, and is designed to help homeowners and municipalities in Rhode Island better understand their risks from coastal storms and flooding, and to plan for sea level rise.

Recommendation of Sea Level Rise Planning Scenarios for Delaware: Technical Report

2017

The Delaware Department of Natural Resources and Environmental Control (DNREC) first developed Recommended Sea Level Rise Scenarios for Delaware in 2009.  In 2016-2017, a new Delaware Sea Level Rise Technical Committee was convened to update the scenarios based on the latest scientific research and modeling. Led by Delaware Geological Survey and DNREC Delaware Coastal Programs, the Committee and these sea-level rise (SLR) planning scenarios respond to 2013 Executive Order 41 - which requires Delaware state agencies to factor SLR into capital improvement projects and land use decisions, and for DNREC to periodically update SLR scenarios with the best scientific data available.

The Our Coast, Our Future (OCOF) project provides online maps and tools of local sea level rise and storm vulnerability within the San Francisco Bay Area, California. OCOF has modelled coastal impacts such as water levels, wave heights, flooding, and erosion; and mapping infrastructure and ecosystem vulnerabilities at scales relevant to planning and management.

New Hampshire Setting SAIL (Science, Assessment, Implementation, and Legislation) Project

The New Hampshire Setting SAIL (Science, Assessment, Implementation, and Legislation) project supports state and local implementation of recommendations from the New Hampshire Coastal Risk and Hazards Commission’s (NHCRHC) report, Preparing New Hampshire for Projected Storm Surge, Sea-level Rise, and Extreme Precipitation, through a grant from the National Oceanic and Atmospheric Administration (NOAA). The New Hampshire Coastal Program (NHCP) leads the project through a public-private partnership with the New Hampshire Coastal Adaptation Workgroup (NHCAW).

Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Pilot Project Phase 2 Report: Recommendations, Accomplishments and Lessons Learned

The Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Planning Pilot Project was a two-year project to develop an adaptive planning strategy for sea level rise and recurrent flooding - through the collaboration of academic, military, government, and community partners. The Pilot sought to develop resilience and preparedness measures at the regional level with emphasis on impacts to national security and the economy, and to create a framework or template for intergovernmental strategic planning that could be used outside the region.

National Park Service Coastal Adaptation Strategies Handbook

The National Park Service (NPS) has developed the Coastal Adaptation Strategies Handbook to support coastal area park responses to the climate change effects associated with coastal storms and sea level rise. This handbook reviews climate change impacts on coastal parks; identifies useful resources and adaptation strategies; provides examples of approaches to address coastal vulnerabilities from NPS as an agency and for individual parks, and offers policy and decision-making guidelines. The report provides guidance for NPS managers, partners, and other practitioners in selecting and implementing climate change adaptation strategies in estuarine and coastal areas, including the Great Lakes.

City of Coral Gables: Legal Considerations Surrounding Adaptation to the Threat of Sea Level Rise

This comprehensive report discusses the policy options available to the City of Coral Gables, Florida, as it prepares for sea level rise and other effects of climate change. It also explores potential legal issues likely to arise as climate change adaptation measures are implemented. It explores these challenges in light of Coral Gables’s (and all of South Florida’s) unique vulnerability to climate change, as a result of its low elevation above current sea level and its porous limestone base, which makes protecting areas of South Florida like Coral Gables with sea walls, dikes, or canals impractical.

City of Tybee Island, Georgia, Sea-Level Rise Adaptation Plan

April 17, 2016

Tybee Island is a barrier island located 18 miles away from Savannah, Georgia - accessible only by a single causeway. The Tybee Island Sea-Level Rise Adaptation Plan identifies how more frequent coastal flooding and sea-level rise could impact low-lying infrastructure on the island; and provides a synthesis of the public engagement processes, technical research, and sea-level rise adaptation strategies.  The City of Tybee Island partnered with Georgia Sea Grant, the University of Georgia, and Stetson University to develop this sea-level rise adaptation plan.

A Sense of Place at Risk - Perspectives of residents of coastal Louisiana on nonstructural risk reduction strategies

April 14, 2016

Supported by Oxfam America, this study documented the views of residents from three vulnerable Louisiana coastal parishes - Terrebonne, Lafourche, and Plaquemines.   These parishes face extreme coastal land loss from flooding and sea level rise, and other critical climate and social impacts. The study focuses on nonstructural coastal flooding mitigation measures, such as restoring coastal marshlands. A series of interviews were conducted to investigate how residents understand and respond to the challenges of sea level rise and climate change.
