Gulf of Mexico Alliance - Governors’ Action Plan III For Healthy and Resilient Coasts (2016-2021)

The Governors’ Action Plan III for Healthy and Resilient Coasts is the third report in a series of action plans from the Gulf of Mexico Alliance that addresses issues common to all Gulf States. This report is a five-year plan for six regional priorities including Coastal Resilience, Data and Monitoring, Education and Engagement, Habitat Resources, Water Resources, and Wildlife and Fisheries. The Gulf of Mexico Alliance is a cooperative partnership of the five U. S. Gulf States (Alabama, Florida, Louisiana, Mississippi, Texas), federal agencies, academic organizations, businesses, and other non-governmental organizations.

New Hampshire SB 374: Requiring the Department of Environmental Services to update coastal flooding trends

May 20, 2016

New Hampshire Senate Bill 374, effective July 19, 2016, requires the New Hampshire Department of Environmental Service (DES) to convene a multi-agency group to update and summarize coastal flooding trends every five years, based on sea-level rise, extreme precipitation and storm surge projections.

Rhode Island Special House Commission to Study Economic Risk Due to Flooding and Sea Level Rise - Final Report

May 12, 2016

In June 2015, the Rhode Island resolution H-5478 created an 11 member special legislative study Commission whose purpose was to study and make recommendations concerning the economic risks relating to, and resulting from, sea rise and flooding in Rhode Island, and who would report back to the General Assembly by January of 2016.

Eastern Shore of Virginia Hazard Mitigation Plan

2016

This Hazard Mitigation Plan profiles the counties and towns of the Eastern Shore of Virginia, including current and projected localized natural hazards and adaptation strategies for managing these impacts. The vulnerability of Virginia’s Eastern Shore to sea level rise, recurrent flooding and storm surge is discussed in detail throughout the report, along with information specific to each town as it is impacted by sea level rise.

Virginia Shoreline Resiliency Fund

April 20, 2016

In 2016, the Commonwealth of Virginia established the Virginia Shoreline Resiliency Fund (Virginia Code § 10. 1-603. 25), a revolving loan fund for local governments to "help residents and businesses that are subject to recurrent flooding as confirmed by a locality-certified floodplain manager. " The fund is administered by the Virginia Department of Emergency Management. This Fund was amended and supplanted in 2020 by a broader version of the law, the Virginia Community Flood Preparedness Fund.

City of Tybee Island, Georgia, Sea-Level Rise Adaptation Plan

April 17, 2016

Tybee Island is a barrier island located 18 miles away from Savannah, Georgia - accessible only by a single causeway. The Tybee Island Sea-Level Rise Adaptation Plan identifies how more frequent coastal flooding and sea-level rise could impact low-lying infrastructure on the island; and provides a synthesis of the public engagement processes, technical research, and sea-level rise adaptation strategies.  The City of Tybee Island partnered with Georgia Sea Grant, the University of Georgia, and Stetson University to develop this sea-level rise adaptation plan.

A Sense of Place at Risk - Perspectives of residents of coastal Louisiana on nonstructural risk reduction strategies

April 14, 2016

Supported by Oxfam America, this study documented the views of residents from three vulnerable Louisiana coastal parishes - Terrebonne, Lafourche, and Plaquemines.   These parishes face extreme coastal land loss from flooding and sea level rise, and other critical climate and social impacts. The study focuses on nonstructural coastal flooding mitigation measures, such as restoring coastal marshlands. A series of interviews were conducted to investigate how residents understand and respond to the challenges of sea level rise and climate change.

San Francisco Sea Level Rise Action Plan

March 2016

Led by San Francisco Planning and San Francisco Public Works, the Sea Level Rise Action Plan describes the objectives for future sea level rise and coastal flooding planning and mitigation in the City and County of San Francisco, California. The plan summarizes current climate science, relevant policies and regulations, and vulnerability and risk assessments conducted to date; provides a roadmap with both short-term and long-term sea level rise adaptation actions; and establishes a framework for further assessment, adaptation planning, and implementation.

NOAA Regional Coastal Resilience Grants

March 2016

As of March 2016, NOAA’s National Ocean Service is providing up to $9 million in competitive grant awards through the Regional Coastal Resilience Grants program. These grants are being used to fund projects that are helping coastal communities prepare for and recover from extreme weather events, climate hazards, and changing ocean conditions. Awards were made for project proposals that advance resilience strategies, often through land and ocean use planning, disaster preparedness projects, environmental restoration, hazard mitigation planning, or other regional, state, or community planning efforts.

C40 Good Practice Guide: Climate Change Adaptation in Delta Cities

March 1, 2016

C40 Cities Climate Leadership Group has developed a series of eleven Good Practice Guides for reducing greenhouse gas emissions and climate vulnerabilities. Climate Change Adaptation in Delta Cities provides a review of successful approaches drawn from the experiences of cities engaged in C40’s Connecting Delta Cities Network, which are relevant for coastal river delta cities around the world.   The good practices shared in the report range from strategies to complete case studies from cities such as Jakarta, Copenhagen, London and New York.
