Hawaii HB 444 - An Act Relating to Beach Protection: Transient Accommodations Tax; Special Land and Development Fun; Appropriation”

Hawaii HB 444, passed June 16, 2015, authorizes the use of transient accommodations tax revenues for a beach restoration and conservation special fund. The bill was enacted to effectively develop and implement plans to slow the degradation of Hawaii’s beaches; as well as to restore beaches through the coordination of activities involving the counties and the formation of public-private partnerships. The legislation expands the uses of the beach restoration fund to allow the Department of Land and Natural Resources to include studies about the effect of sea level rise when developing beach conservation plans.

From the Center for Planning for Excellence (CPEX), “The View from the Coast” examines local perspectives and projects from across coastal Louisiana related to nonstructural flood risk reduction. The report discusses federal, state and local level decision making and policy implementation, while documenting community-level risk-reduction perspectives towards nonstructural efforts to build resiliency against coastal impacts such as recurrent flooding, sea level rise and storm surge.

RI H 5478: Creating the Rhode Island House Commission on Economic Risk Due to Flooding and Sea Rise
June 17, 2015
In June 2015, Rhode Island House Resolution 5478 created an 11 member special legislative commission whose purpose was to study and make recommendations concerning the economic risks relating to and resulting from sea rise and flooding in the state. The Commission expired and disbanded on February 6, 2016 after reporting back their findings and recommendations to the House of Representatives.

Recommendations for assessing the effects of the DOI Hurricane Sandy Mitigation and Resilience Program on ecological system and infrastructure resilience in the Northeast coastal region
June 2015
This report presents metrics for assessing the resilience of natural and artificial coastal features most affected by Hurricane Sandy along the Northeast coast - such as beaches, dunes, wetlands, and grey and green infrastructure. The focal coastal ecological and infrastructure assets identified are Department of the Interior (DOI) funded projects as implemented through the Disaster Relief Appropriations Act. The report establishes a set of ecological performance metrics for detecting changes in resilience resulting from the project actions, and provides recommendations for completing an assessment of how DOI projects have affected the resilience of the Northeastern coast.

The game is a model for public engagement and education on coastal adaptation - with information on climate impacts and adaptation options, encouraging discussions on the benefits and tradeoffs of adaptation measures.

North Carolina Sea Level Rise Assessment Report - 2015 Update
March 31, 2015
This report responds to a charge from the North Carolina Coastal Resources Commission (CRC) specifying that sea level rise (SLR) projections be developed for a 30- year timeframe - and to the N. C. General Assembly Session Law 2012-202 (which prevented the CRC from taking any regulatory action before July 1, 2016). Sea level is rising along the entire coast of North Carolina, and the variation in the extent of localized sea level rise and causes of variation are described. The report describes sea level rise dynamics, the use of tide gauges, future projections of SLR in North Carolina, and how to make sense of these predictions - in an approachable fashion.

Tracking Coastal Adaptation is a policy brief from the UCLA Emmett Institute on Climate Change and the Environment regarding A. B. 2516, a 2014 law that requires California to develop a publicly accessible online database of sea-level rise planning actions taken by state agencies and selected other entities. This policy brief provides recommendations to the California Natural Resources Agency (CNRA), Ocean Protection Council (OPC), and California Legislature regarding how to harness A. B. 2516 to enhance coastal climate change preparedness in California.
