The Kresge Foundation Climate Resilient and Equitable Water Systems (CREWS) Initiative
2017
Climate Resilient and Equitable Water Systems (CREWS) consists of 24 nonprofits - Kresge Foundation grantees - who are building solutions for low-income communities in U. S. cities to adapt to climate enhanced storm and flood impacts. CREWS programs are transforming urban stormwater and wastewater systems with climate resilient integrated water-management practices and socially equitable solutions. CREWS is an initiative of the Kresge Foundation’s Environment Program, focused on climate resilience through adaptation, mitigation, and social justice.

Social Equity and Climate Change is a “discussion paper about community resilience” from the Washington State Chapter of the American Planning Association (APA). This Brief describes social equity issues specifically related to the impacts of climate change, and includes a broader examination of issues of social equity in planning and public policy at the community level. The paper consists of “Strategies to Promote Social Equity in Adapting to Climate Change Effects” which focus on five issues of particular importance for vulnerable populations: Learn about communities and find a reading list that will help you think through resilient affordable housing strategies.

Seattle Extreme Heat Scenario-Based Pilot-Project in Frontline Communities - Racial Equity Mini Evaluation

The Seattle, Washington Extreme Heat Scenario-Based Pilot-Project was commissioned by the City of Seattle Office of Sustainability and Environment, funded in part by the Urban Sustainability Directors Network, and conducted by Equity Matters. It was commissioned as a pilot program to understand how municipal agencies, including Public Health - Seattle and King County, and the Puget Sound Clean Air Agency, can better support low-income communities and communities of color during extreme heat events.

Oregon Climate and Health Social Vulnerability Assessment

The Oregon Climate and Health Program developed this social vulnerability assessment to inform climate resilience and adaptation planning in Oregon. It focuses specifically on social vulnerability as a way to integrate the concepts of social determinants and environmental justice into long-term planning. This first edition is a set of maps focused on social vulnerability indicators, and is limited to measures of population sensitivity.

Community-Driven Climate Resilience Planning: A Framework (2015)

The Community-Driven Climate Resilience Planning framework was developed to help community-based organizations define and build climate resilience, while meaningfully engaging vulnerable and impacted communities. The framework advocates advancing democratic practices at the local and regional levels, describes the principles and practices defining this emergent field, and offers resources for community-based institutions implementing community-driven planning processes. A new version of this resource has been published.

The Promising Practices report was developed by the National Environmental Policy Act (NEPA) Committee and the Federal Interagency Working Group on Environmental Justice as a compilation of best practices that federal agencies can consider for conducting environmental justice analyses for NEPA reviews. These promising practices offer a variety of methodological approaches that may be suitable across various NEPA activities. The report provides recommendations, but is not formal agency guidance, and does not establish new requirements for NEPA analysis.

Neighborhoods First Engagement Model

This training tool, while not focused on climate change adaptation specifically, offers useful insights into community engagement at the neighborhood level. It describes what is called the “Neighborhoods First Engagement Model” (NFEM), a resident-led method of creating positive community change. This model encourages widespread participation in advocating for a better quality of life in all neighborhoods and improving communications among neighborhood groups, community development organizations, city officials, institutions and businesses.

When You Can’t Go Home - the Gulf Coast 10 Years After Katrina

This issue brief by the Center for American Progress discusses how climate change and extreme weather events are contributing to an increase in the displacement of Americans from their homes and communities. The article reviews the impacts of Hurricane Katrina in 2005 including the effects of displacement of 1. 5 million people in the region; and describes the thousands more people that have been displaced by other extreme weather disasters. The analysis recommends several steps that policymakers can take to find and assist climate-displaced people, highlighting the compounded impacts on vulnerable populations.

Resilience for Free: How Solar+Storage Could Protect Multifamily Affordable Housing from Power Outages at Little or No Net Cost

This report from the Clean Energy Group uses project data for buildings in New York, Chicago, and Washington, D. C. , to examine the financial case for installing solar photovoltaics (PV) and battery storage systems (“solar+storage”) to support multifamily affordable housing. With the right market structures and incentives, solar+storage systems can provide an economic return, on par with energy efficiency or stand-alone solar. They can also help make affordable housing energy resilient by guaranteeing power for common area lighting, water, and communications.
