Anticipated Vulnerabilities: Displacement and Migration in the Age of Climate Change

When Hurricane Maria ravaged Puerto Rico in September of 2017, thousands of its inhabitants were forced to flee their homes - many of whom ended up in in the City of Holyoke, Massachusetts. Between 2017 and 2018, over 5,400 people moved from Puerto Rico to Holyoke. In the years that followed, the city and partners at Hunter College and the University of Connecticut surveyed these families, intending to learn what aspects worked in response to their displacement and resettlement. Officials also hoped to assess how other cities could duplicate the incorporation of Puerto Rican climate migrants into Holyoke as more frequent climate events displace additional communities in the coming years.

Sacramento, California Leak Free Program

January 2016

The City of Sacramento Department of Utilities Leak Free program pays for leak repair in the homes of low-income Sacramento residents. Recipients of the service must be homeowners and must live in areas designated by the State of California as being a “Disadvantaged Community” (DAC). The characteristics of a DAC include poverty, high unemployment, air and water pollution, and the presence of hazardous wastes as well as high incidence of asthma and heart disease. Through this program, residents who may not have access to affordable plumbing can sign up for one house visit from a contracted plumber.

Dudley Street Neighborhood Initiative, Boston, Massachusetts

The Dudley Street Neighborhood Initiative (DSNI) in the Dudley Triangle neighborhood of Boston, Massachusetts is one of the first examples of a city-land trust partnership designed to address a range of community challenges including housing affordability, and racial and economic inequality. In the 1980s, DSNI created the community land trust, Dudley Neighbors, Inc. (DNI) to combat blight in the Dudley Triangle neighborhood, which as a result of disinvestment had numerous vacant properties and became a frequent site for dumping and arson. The goal of the land trust was to facilitate redevelopment of the neighborhood without displacing existing residents and to empower community control over future development. DNI acquired 60 acres of land and currently stewards 225 units of affordable housing, an urban farm, a greenhouse, a charter school, parks, and a town common.  The DSNI is also notable because of the unique partnership with the City of Boston. The City granted the land trust eminent domain authority to condemn lands in the Dudley Triangle neighborhood and provided the land trust significant financial resources to support the development of affordable housing and other community projects in the neighborhood. DSNI’s work has helped to enhance the resilience of the community by preventing displacement in the face of rapid gentrification in the city, enhancing food security for residents, creating and stewarding green space that help to reduce urban heat islands, and by increasing social cohesion in the neighborhood through community activities and a community-led governing Board. DSNI shows how innovative public-partnerships between land trusts and cities can be fostered to address climate resilience and other community stressors, such as the lack of affordable housing, blight, and disinvestment.

New York State (NYSERDA) Clean Energy Workforce Development Program

New York State’s Energy Research and Development Authority (NYSERDA) developed the Clean Energy Workforce Development Program, committing more than $100 million through 2025 to converting the State’s workforce to a cleaner, more resilient future. Working with partners across the State - including small businesses, local governments, frontline community leaders, and more - NYSERDA is focusing on funding five programs in the clean energy sector, including: (1) training in energy efficiency and clean technology; (2) on the job/site training; (3) providing internships to young adults; (4) offering training on building operations and maintenance; and (5) funding contractors that provide clean energy training.

Solar Works DC

May 18, 2017

In 2017, the District of Columbia’s Departments of Energy & Environment (DOEE) and Employment Services (DOES) partnered with GRID Alternatives Mid-Atlantic to start Solar Works DC, to implement a low-income solar installation program with a job training component. The purpose of the Program is to focus on training disadvantaged members of the D. C. community in solar installation, and provide low-income families with solar energy systems. Over a three-year period, more than 200 individuals have been trained in solar-related related industries.

Washington DC Green Zone Environmental Program

January 2016

The Green Zone Environmental Program (GZEP) is a program run by the District of Columbia’s Department of Energy and Environment that provides young adults aged 14 to 24 with summer careers in clean energy. Every year, over 300 youth and young adults throughout the District -- with a focus on recruitment from vulnerable, under-represented communities -- enroll in a six-week training and educational Program. The DOEE and GZEP partner with local businesses to expose participants of the Program to both classroom and hands-on training in the areas of stormwater management, solar energy installments, green infrastructure construction, landscaping, and more.

11th Street Bridge Equitable Development Plan, Washington D.C.

2015

The 11th Street Bridge Equitable Development Plan was developed in 2015 to address community development concerns around ongoing construction of the 11th Street Bridge Park, the city’s first elevated public park connecting Capitol Hill/Navy Yard in Northwest D.C. and the historic Anacostia/Fairlawn neighborhoods in Southeast D.C. – a project that has spurred concerns about investment-induced displacement and preserving the surrounding community’s environmental, economic, and cultural assets. The Equitable Development Plan proposes a cross-section of strategies to combat systemic inequities and displacement, including in housing, workforce development, small business development, and arts/culture. The plan, conducted in parallel with other local initiatives like the Douglass Community Land Trust, could help members of the community retain control of development and mitigate gentrification pressures, providing lessons across the city even as property owners and developers consider installing resilience upgrades and other investments to local housing stock.

Prince George's County, Maryland - Clean Water Partnership Youth Engagement Program

January 2014

The Clean Water Partnership (CWP) was established in 2014 between Prince George’s County, Maryland, and a private company, Corvias, to retrofit 2,000 acres to facilitate better, more resilient stormwater management. A significant component of the CWP - which has been extended 30 more years and to 4,000 more acres - is educating the community on resilient infrastructure and environmental literacy. Much of this engagement and education centers around the youth of Prince George’s County. Several programs, including the Junior Achievement Finance Park and End Time Harvest Ministries, have established training, internship, and educational programs for students throughout the school district.

Chicago, Illinois Green Collar Jobs Initiative

The Chicago Green Collar Jobs Initiative is a program that assists those seeking jobs in the Chicago metropolitan area ("Chicagoland"), with an emphasis on resilient and equitable employment. The Initiative is part of the Chicago Job Council's broader mission to create stable employment for frontline communities. Since its founding in 2002, the Initiative has focused their efforts on Chicagoland workers who have historically been left out of the labor market, and on educating disadvantaged job seekers.

Clean Energy Works Portland, Oregon

June 1, 2009

The City of Portland, Oregon Bureau of Planning and Sustainability pilot program - Clean Energy Works Portland - provides solar panel installation and energy efficiency upgrades to members of the Portland community. Clean Energy Works Portland’s primary focus is on employing workers coming from frontline populations, including people of color and women. This focus is enforced through a legally binding “Community Workforce Agreement” (CWA), requiring that of the hours worked in completion of the Program, at least 30% must have been completed by individuals that have historically been disadvantaged or underrepresented in the workforce, which includes people of color, women, and low-income individuals.
