Philadelphia, Pennsylvania Tiered Assistance Program

2017

The City of Philadelphia created the Tiered Assistance Program (TAP) in 2017 in order to address water affordability for low income communities. In Philadelphia, water affordability is an issue that affects a large number of families - between April 2012 and January 2018, 40% of households either had unpaid bills or some other sort of water debt. To address this issue, the Philadelphia Water Department implemented TAP, a program that allows customers to pay water bills at a percent of their income - this payment is capped at 3%. Through this program’s fixed rates, Philadelphians who are struggling to pay their water bill can budget more accurately and access more affordable water, which is predicted to result in increased payment rates and reduced water debts.

Community-driven Water Solutions in California's Central Valley - Community Water Center

Formed in 2006, the Community Water Center (CWC) is a grassroots organization in California’s Central Valley that works to combat water insecurity in frontline communities through community organizing, policy advocacy and public education to influence water governance and decision making. Many residents of the Central Valley are from low income, predominantly Latinx communities that deal with water scarcity, groundwater contamination, or a lack of proper infrastructure. CWC provides technical and legal assistance for frontline communities, training residents as clean water advocates and helping to secure funding for sustainable drinking water projects.

Seattle Public Utilities - Utility Discount Program

2020

In recent years, Seattle Public Utilities (SPU), which is the city’s water utility and provides drinking water and wastewater treatment, has strongly emphasized community engagement and equity issues through the creation of a variety of organizations and programs. One organization, Connect Capital, which is comprised of SPU staff and members of a community foundation and a community organization, advises SPU on how to ensure that the benefits of future  investments are equitable and address climate threats to those at risk of displacement. One result of Connect Capital’s encouragement is SPU’s investment in infrastructure in frontline communities, such as the South Park Neighborhood. Another equitable initiative under SPU is the Utility Discount Program, under which seniors, persons with disabilities, and low-income customers receive a reduction in their water and electricity bills. Households with incomes at or below 70% of state median income pay only 50% of their SPU bill. Further still, SPU’s Environmental Justice and Service Equity Division aims to promote inclusive community engagement and collaboration.

Community Based Public-Private Partnerships (CBP3s) and Alternative Market-Based Tools for Integrated Green Stormwater Infrastructure

April, 2015

This report, developed by the United States Environmental Protection Agency (EPA), presents a guide for successfully implementing a Community-Based Public Private Partnership (CBP3) model for addressing stormwater pollution in communities in the Chesapeake Bay watershed.  CBP3s are partnerships between a government and a private entity designed to leverage additional capacity and financing for delivery of infrastructure projects, while also increasing stakeholder engagement in project delivery.

Letter Report Assessing the USGS National Water Quality Assessment Program's Science Framework

2010

The U. S. Geological Survey requested that the National Research Council review and provide guidance on the direction and priorities of the National Water Quality Assessment (NAWQA) Program. The Council put together a committee to provide an assessment of the NAWQA Program's Science Framework in terms of whether it sets forth adequately the priorities for the future which will be addressed in the third cycle of the program. The report recommends that activities in this cycle be organized around two drivers of stressed water supplies and related ecosystems: change in land use, and climate variability and change.

New York City Green Infrastructure Demonstration Projects

2014

New York City’s Green Infrastructure Program utilizes an adaptive management approach based on pilot project monitoring results and information collected and assessed from green infrastructure demonstration projects. Neighborhood Demonstration Areas were established in New York City pursuant to a March 2012 Modified Consent Order with the New York State Department of Environmental Conservation. This Order formalized the City’s inclusion of green infrastructure as an important component of its plan to reduce combined sewer overflows (CSOs) into local waterways, and improve the ecological health and quality of New York City harbor water.

Adaptations to Sustain High-Quality Freshwater Supplies in Response to Climate Change

June 2010

This issue brief recommends a number of actions to help create a policy environment that encourages adaptive responses in times of hydrological uncertainty.   Policy recommendations include, for example, increasing redundancy among natural and built freshwater systems to provide higher levels of functional resiliency; linking regional and national levels of data collection and modeling of hurricanes, floods, and droughts to improve long-term forecasts and proactive, adaptive responses; and additional coordination of federal and state agencies to enhance adaptive responses through long-term strategic planning of shared solutions to water scarcity.

Water SMART (Sustain and Manage America's Resources for Tomorrow) Program

February 2010

The U. S. Bureau of Reclamation WaterSMART (Sustain and Manage America's Resources for Tomorrow) program is working to achieve a sustainable water strategy to meet the Nation's water needs.  WaterSMART allows all bureaus of the Department to work with States, Tribes, local governments, and non-governmental organizations to pursue a sustainable water supply for the Nation by establishing a framework to provide federal leadership and assistance on the efficient use of water, integrating water and energy policies to support the sustainable use of all natural resources, and coordinating the water conservation activities of the various Interior offices.

The Water Equity Clearinghouse is an online database of organizations working at the intersection of water and equity, and presents emergent practices in equitable water management.  The clearinghouse highlights the work of utilities, community-based organizations, government agencies, philanthropic organizations, researchers, and others.  Climate mitigation and adaptation is one of the “Issues Addressed” filters that returns a number of organizations involved in climate change planning and resiliency around water resources.

From the American Water Resources Association (AWRA), this report presents a collection of case studies on adaptive flood and drought management. The case studies selected exemplify creative management of multiple water resource goals, and the agencies responsible “have acted in a proactive manner to address the enormous societal problems droughts or floods inflict in their jurisdictions. ”  While drawn from the past, these case studies are useful today as they uniquely demonstrate collaborative solutions across multiple agencies and public policy objectives.
