City of Chula Vista, California Water Stewardship Plan

November 2016

Chula Vista’s Water Stewardship Plan recommends strategies for sustaining the city's water supply, through water efficiency, recycling and diversification methods such as green infrastructure - while facing a growing population and increasing impacts of drought and climate change. Chula Vista is preparing for water scarcity as an extension of existing sustainability and climate adaptation efforts, recognizing the interdependence between climate change, energy, and water management.  The plan assesses current water use in Chula Vista and the city’s previous water stewardship policies and initiatives.

California Drought Contingency Plan

January 15, 2016

The 2016 California Drought Contingency Plan (DCP), released by the Department of Water Resources, outlines potential Central Valley Project (CVP) and State Water Project (SWP) contractors water operations for February through November 2016. The DCP is a planning and implementation document that identifies strategies and actions state agencies should take to prepare for and respond to future droughts or other water shortage events. This state report demonstrates that conservation and preparedness will be essential to future water management in California.

EPA 2016 Workplan: National Water Program Response to Climate Change

April 2016

The U. S. Environmental Protection Agency (EPA) National Water Program Workplan describes the actions that the National Water Program was planning to take in 2016 to implement the National Water Program 2012 Strategy: Response to Climate Change.  The 2012 Strategy describes long-term goals for the EPA’s management of sustainable water resources under the impacts of climate change. The EPA states that the Workplan is intended to be a roadmap to guide program planning and inform decision-makers during the Agency’s planning and budgeting process.

Climate Ready Water Utilities Adaptation Strategies Guide for Water Utilities

February 2015

EPA prepared this Guide as part of its Climate Ready Water Utilities Initiative. The Guide presents the projected climate change impacts and adaptation options for drinking water, wastewater, and stormwater utility, for nine regions across the U.S. Detailed examples of adaptation strategies are provided, including those from utilities which have successfully implemented adaptation strategies.

Colorado Water Plan

2015

The Colorado Water Plan is an adaptive water management framework for the state created by the Colorado Water Conservation Board (CWCB), in collaboration with Colorado’s nine Basin Roundtables.  Colorado is facing increased demand and stress on its water supply - as its population is projected to double by 2050, while climate impacts such as higher temperatures, wide precipitation variability, and earlier and faster spring runoff are occurring across the state. The Colorado Water Plan aims to establish a path toward sustainable water security for the state while balancing the needs of communities and cities, the economy, agriculture, the recreation industry, and the environment.

Climate Change Handbook for Regional Water Planning

November 2011

Developed cooperatively by the California Department of Water Resources (DWR), the U. S. Environmental Protection Agency, Resources Legacy Fund, and the U. S. Army Corps of Engineers, this handbook provides a framework for integrating the impacts of climate change into water resources management. Key decisions, resources, tools, and planning options are presented to guide resource managers and planners as they develop means of adapting their programs to a changing climate. The handbook uses CA DWR's Integrated Regional Water Management (IRWM) planning framework as a model into which analysis of climate change impacts and planning for adaptation and mitigation can be integrated at a regional scale.

Chester, Pennsylvania Green Stormwater Infrastructure Plan and Community-Based Public-Private Partnership

June 2017

The City of Chester, Pennsylvania introduced the Chester City Green Stormwater Infrastructure Plan in 2017 as a means of addressing consistent stormwater pollution and overflow into the Delaware River, Chester Creek, and Ridley Creek watersheds. Chester’s combined sewer overflow (CSO) system often is overwhelmed during high rain and runoff events, which leads to increased flooding and water pollution and degradation of the river basin. The plan details Chester’s specific infrastructure needs, as well as the environmental and social benefits of green stormwater infrastructure (GSI). It also analyzes common GSI techniques including rain gardens, green roofs, stormwater planters, and porous pavements, and includes their typical cost. The plan then lists 20 potential sites within the City for GSI projects, guidance for first steps, suggestions for effective community engagement, and potential sources of both public and private funding. To fund the GSI projects, the City formed a community-based public-private partnership (CBP3), which is a different approach to financing stormwater management that expands on the traditional public-private partnership model by incorporating considerations of a community’s economic development needs. Coupled with its focus on green infrastructure as a primary means of stormwater management, this structure promotes not only improvements in water quality but in the community’s overall quality of life. The plan will also address equity through hiring local contractors for the infrastructure projects, training local workers to maintain projects, and creating new maintenance jobs for community members.

Rio Grande Water Fund - Comprehensive Plan for Wildfire and Water Source Protection, New Mexico

July 2014

The Rio Grande Water Fund and The Nature Conservancy developed this Comprehensive Plan to guide forest restoration projects, and outline a funding plan to ensure New Mexico’s water security through the restoration of forested watersheds connected to the Rio Grande. The plan sets the priorities for allocating funding to areas with important water sources and high wildfire risk. With reduced snowpack and hotter summer temperatures contributing to greater risk of severe wildfire, this plan represents an adaptation strategy to both moderate wildfire risk and to protect water quality and supply for New Mexico.

Implications of Climate Change for Urban Water Utilities

December 2007

This paper explains in high-level terms climate change processes and effects to urban water utilities, and considers the issues involved in developing suitable water sector responses. Two adaptation strategies to reduce or avoid impacts of climate change are discussed -  vulnerability analysis and integrated response planning. Mitigation strategies that utilities could adopt to reduce their operation's contribution to greenhouse gas emissions are mentioned. .
