Managing Risks to Conservation Investments Through Climate Adaptation

The Wildlife Conservation Society partnered with the Climate Resilience Fund to offer this guidance for investors funding conservation projects - such as private foundations, public agencies and local governments - on how to consider climate change risks inherent in their investments. Climate change is causing dramatic and unpredictable effects on ecosystems and natural resources - creating uncertainties for conservation funding decision making and the future outcome of investments. This guidance for conservation investors supports intentionality in anticipating and assessing climate change risks, which in turn safeguards these investments to advance conservation goals.

Sustainable DC 2.0

The District of Columbia (Washington, D. C. ) released its Sustainable DC 2. 0 plan on April 23, 2019, updating its 2013 plan. The 2. 0 plan reports on the District's progress in meeting its sustainability goals: reporting that 27% of the 2013 plan’s actions have been completed and 71% are in progress. New sustainability actions are presented under 13 focal topics including: Governance, Equity, Built Environment, Climate, Economy, Education, Energy, Food, Health, Nature, Transportation, Waste, and Water.

Prince George's County, Maryland Environmental Justice Commission
April 2019
In 2018, the Maryland General Assembly enacted the Maryland House Bill 183 (HB183) establishing the Environmental Justice Commission to address the environmental and public health concerns in Prince George's County. HB 183 lists the composition of the Commission, outlines the missions and duties of the Commission, mandates a findings and recommendations report along with a plan of action within two years and a month. Enacting the commission to facilitate environmental justice in Prince George's County can help improve inequities of low-income and minority residents in the area impacted by climate change. After the Commission had submitted the first final report in February 2019, the General Assembly further acknowledged the Commission’s work and passed HB 1362 in April 2019 to extend the termination date of the Commission to June 30th, 2020. The final report was submitted on January 10th, 2020.

BIA Tribal Resilience Program

The Department of the Interior’s (DOI) Bureau of Indian Affairs (BIA) launched the Tribal Climate Resilience Partnership and Technical Assistance Program in 2014 to help tribes prepare for climate change.Direct funding supports federally-recognized Tribes and Alaska Native communities in climate resilience planning through competitive awards for climate training, adaptation planning, vulnerability assessments, supplemental monitoring, capacity building, and ocean and coastal management planning.

The Value of Resilience for Distributed Energy Resources: An Overview of Current Analytical Practices

This analysis from the National Association of Regulatory Utility Commissioners (NARUC) evaluates existing practices of calculating the value of resilience in Distributed Energy Resources (DERs) installed within an energy distribution system. The report examines how the value of resilience was calculated and was applied in both regulatory decision-making and non-regulatory cost-benefit analyses, and provides state regulators with guidance for taking resilience into account when evaluating investments in DERs in the face of high-impact, low-probability extreme weather events.

Regional Collaboratives for Climate Change - A State of the Art

Developed by the Institute for Sustainable Communities (ISC) in 2019, this report summarizes the findings of a survey of 15 Regional Climate Collaboratives (RCCs) that are supporting climate change action at the regional scale in the United States. RCCs are networks that coordinate adaptation (and sometimes mitigation) work across jurisdictional boundaries in municipal regions of the U. S. and often include local and state government representatives as well as nonprofit, academic, and private partners.

Building Resilience to Coastal Hazards and Climate Change in Hawaii

From May 2016 until April 2019, the Hawaii Department of Land and Natural Resources and the Office of Planning partnered with the University of Hawaii Sea Grant College Program to create three tools that support adaptation at the local level: an interactive data map—the Hawaii Sea-Level Rise Viewer, and two guidance documents—Integrating Coastal Hazards and Sea-Level Rise Resilience in Community Planning and Guidance for Disaster Recovery Preparedness in Hawaii. Much of Hawaii’s population and development exist on low-lying coastal plains that are vulnerable to erosion, flooding, and inundation. Building on the state’s 2017 Hawaii Sea Level Rise Vulnerability and Adaptation Report, the complementary tools are aimed at helping communities better prepare for future sea-level rise and other climate change impacts.

New Mexico SB 489 - Energy Transition Act

New Mexico’s 2019 Senate Bill 489 enacts the Energy Transition Act, establishing ambitious statewide renewable energy standards and a pathway the state will use to transition its economy towards one powered by clean energy. The bill includes tens of millions of dollars of economic and workforce support for communities affected by the transition away from coal. By incorporating equity considerations into its framework, this bill not only ensures greater renewable energy production, but also eases the burden of energy transition on frontline and disadvantaged communities.
