National Infrastructure Advisory Council: Strengthening Regional Resilience - Final Report and Recommendations

The National Infrastructure Advisory Council (NIAC) resilience research examined the characteristics of a resilient region, increasing climate risks and infrastructure interdependencies, and how resiliency can be built into critical infrastructure sectors. The study focuses on the resilience of “lifeline sectors” (energy, communications, water, and transportation) within regions that have complex multi-state, multi-jurisdictional, and cross-sector interdependencies - and which would have large national impacts if they were to fail.

Sea Level Rise Vulnerability Study for the City of Los Angeles – Transportation Assets

December 2013

The University of Southern California Sea Grant Program completed a Sea Level Rise Vulnerability Study for the City of Los Angeles that summarizes initial research on the potential impacts of sea-level rise on Los Angeles’s coastal and shoreline assets, including the Port of Los Angeles, the Pacific Coast Highway and other significant coastal roads. The study identifies the Los Angeles (LA) communities and infrastructure most threatened, and offers a suite of adaptation measures including several specific recommendations for safeguarding transportation assets.

Federal Funding Compendium for Urban Heat Adaptation

December 2013

From the Georgetown Climate Center, this compendium collects and analyzes federal programs with potential to pay for state and local government adaptation to urban heat islands.  This report analyzes federal funding programs providing funding for economic development, energy, environmental protection, public health and transportation to determine whether these purposes can be used to implement measures to reduce the the urban heat island effect in cities.  For each program, the report includes information on who can apply for the funds, what activities the funds can be used to fund, amount of money in the program and average size of grant, as well as potential for use in adaptation.

Vermont Culvert Rebuilding after Tropical Storm Irene

December 2013

Vermont experienced significant barriers to using disaster relief funding to install larger culverts after Tropical Storm Irene.   The storm caused massive damage to the state’s transportation infrastructure and warranted a presidential disaster declaration.   In the aftermath of the event, the Vermont Transportation agency (VTrans) and localities followed state regulations that required the installation of larger culverts to address increased stream flow and to allow for fish passage.   Localities, however, were denied reimbursement for these “improvements” by the Federal Emergency Management Agency (FEMA), the agency that administers disaster relief funding for rebuilding local roads and bridges.

Arlington, Virginia Watershed Retrofit Study

December 2013

Completed in December, 2013, Arlington County, VA produced a Watershed Retrofit Study and plans with the purpose of strengthening the resiliency of its stormwater management systems to climate change. Arlington developed a County-wide project inventory by surveying all of the County's watersheds to find space for small stormwater facilities. This study informed the City of Arlington’s Stormwater Master Plan, which was adopted in Sept. 2014.
