The National Policy for the Stewardship of the Ocean, Our Coasts, and the Great Lakes - or the 'National Ocean Policy' - was enacted by President Obama in 2010. The purpose of this Executive Order is "to achieve an America whose stewardship ensures that the ocean, our coasts, and the Great Lakes are healthy and resilient, safe and productive, and understood and treasured so as to promote the well-being, prosperity, and security of present and future generations."

Stemming the Tide: How Local Governments Can Manage Rising Flood Risks

This case study analyzes Virginia local governments' authority to use existing land use powers to adapt to the impacts of sea-level rise and flooding. Specifically, this study looks at local authority to implement policy options identified in Virginia’s Climate Action Plan. State and local government officials in other states may find the study helpful in determining how local government land use powers in their states may be used as part of a climate adaptation plan. .

Virginia's Coastal Zone Management Program
June 2010
The Virginia Coastal Zone Management Program (CZMP) is a network of Virginia state agencies and local governments, established in 1986 through an Executive Order, which administers enforceable laws, regulations and policies that protect Virginia’s coastal resources and foster sustainable development. The Department of Environmental Quality (DEQ) serves as the lead agency for the “networked program,” that manages the state’s coastal resources by administering the laws and regulations that protect wetlands, dunes, subaqueous lands, fisheries, and air and water quality - within the Virginia coastal zone.

City of Philadelphia Cool Roof Law and Building Code
May 2010
In May 2010, Mayor Nutter of Philadelphia, Pennsylvania approved legislation requiring all new construction in the city to use highly reflective roofing materials that meet or exceed Energy Star cool roof standards. The Cool Roof Law is a first step toward Philadelphia's anticipated adoption of green building standards.

Hawaii Act 73: Environmental response, energy and food security tax

Act 73, Session Laws of Hawaii 2010, established the environmental response, energy, and food security tax, otherwise known as the barrel tax, to provide resources for addressing the effects of climate change on the state. The Act increased the per-barrel tax on petroleum products and created a fund for clean energy, agriculture, and adaptation initiatives in Hawaii.

Roadmap for Restoring Ecosystem Resiliency and Sustainability

Created by the Louisiana-Mississippi Gulf Coast Ecosystem Restoration Working Group of the Executive Office of the President, under President Obama, this strategy document, or "roadmap," provides guidance to Working Group members to address policy, process, and legal hurdles to coastal restoration in the region. It outlines specific actions to take place over 18 months in 2010 and part of 2011 for these participating agencies. It also lays the foundation for a long-term vision to be achieved jointly with the states in the region.

Adaptation to Climate Change in Public Lands Management

This issue brief recommends a number of short- and long-term changes in federal land management policy to adapt to climate change. Policy recommendations include the use of vulnerability assessments and strategic planning, development of effective monitoring systems, implementation of adaptive management and ecosystems management, coordinated research programs, and use of public lands planning and management processes to test adaptation strategies and tactics.

"Resolve, To Continue Evaluating Climate Change Adaptation Options for the State" - Maine SP0733, LD 1818

This 2010 resolution extended authorization for the climate-change planning activities of Maine's Department of Environmental Protection’s (DEP) stakeholder group (previously granted authority under "Resolve, To Evaluate Climate Change Adaptation Options for the State": Maine SPO 163). DEP was directed to continue to evaluate adaptation measures available to the people and businesses of Maine. DEP was required to report its progress on developing the state's adaptation plan to the joint standing committee of the Legislature with jurisdiction over natural resources matters by January 2011, with a final plan to the committee and the governor by the following year.
