This progress report was developed by the Rhode Island Climate Change Commission. The Commission serves to review and advance legislative recommendations, coordinate and foster climate adaptation planning and programs across Rhode Island, facilitate the “mainstreaming” of climate change and adaptation policies in existing state and local law and policy, and increase the capacity of decision-makers and citizens to prepare for and proactively adapt to the consequences of climate change.

Adaptive Response Framework for Drinking Water and Wastewater Utilities

The U.S. Environmental Protection Agency (EPA) Climate Ready Water Utilities Adaptive Response Framework provides guidelines for local water agencies to implement adaptive and mitigating actions to build climate readiness and increased resilience to climate change. The Framework promotes adaptive management, in which agencies can actively respond to the changes and uncertainties of climate data and climate science.

Atlantic City - Compressed Natural Gas Jitney Buses Used for Evacuations During Hurricane Sandy

Atlantic City, New Jersey used minibuses known as “jitneys” that were powered by compressed natural gas in their emergency planning efforts for Hurricane Sandy. Because the vehicles run on an alternative fuel, they were able to continue operating when gasoline was in short supply during and after the hurricane.

Prince George’s County, Maryland Complete Streets Initiative
November 2012
In 2012, the Prince George’s County Council in Maryland passed a Complete Streets Ordinance that requires officials to incorporate measures to manage runoff and increase access for all roadway users (bicyclists, pedestrians, etc. ) on public and some private roadways. The ordinance directs county officials to incorporate environmental site design into road, trail, sidewalk, and transit construction projects to ensure that stormwater runoff is well-managed and that roads are accessible to everyone.

USDOT Surface Transportation Block Grant Program
The U. S. Department of Transportation’s Surface Transportation Block Grant Program (STBG) is the most flexible of all Federal-aid highway programs, allowing wide discretion for recipients to use funds as needed to meet state and local transportation priorities. This includes any activities relating to construction of highways or other eligible facilities (including acquisition of right-of-way) as consistent with state and metropolitan long-range transportation plans. Activities and projects designed to improve climate resilience of transportation facilities, infrastructure, and systems, as well as related planning and vulnerability assessment activities, are eligible uses for STBG funding.

Bureau of Reclamation - Colorado River Basin Water Supply and Demand Study

The U. S. Bureau of Reclamation's Colorado River Basin Water Supply and Demand Study (2010 - 2012) was focused on defining current and future imbalances between water supply and demand in the Colorado River Basin and surrounding areas, with plans to develop and analyze adaptation and mitigation strategies in an effort to resolve these imbalances. The Study recognizes that climate change and future climate variability will introduce uncertainty into water supply analysis. Its researchers developed their scenarios to account for this uncertainty.
