Preparing for the Next Storm: How a Grant Will Help Detroit Fight Blight and Floods

The City of Detroit, Michigan government received an $8. 9 million grant in 2015 from the US Department of Housing & Urban Development’s (HUD) Community Development Block Grant (CDBG) Sanction Fund. Detroit plans to use the grant to demolish blighted homes and use vacant lots to reduce flooding through stormwater control, which could become more common with climate change. This grant is particularly significant, because it is the first time Detroit was eligible to receive additional federal funding due to its history of mismanaging federal funds.

Assessing the Impacts of Climate Change on the Built Environment under NEPA and State EIA Laws: A Survey of Current Practices and Recommendations for Model Protocols

The Sabin Center for Climate Change Law has developed a set of model protocols for assessing the impacts of climate change on the built environment under the National Environmental Policy Act (NEPA) and similar state and local laws, including those for environmental impact assessments (EIAs). This paper summarizes the legal and empirical research used for the development of these protocols.

California Coastal Commission: 2015 Sea Level Rise Policy Guidance

The California Coastal Commission Adopted Sea Level Rise Policy Guidance was released in 2015, and amended with a Science Update in 2018. The Guidance document offers an overview of the best available science on sea level rise for California, coastal adaptation strategies, and recommended methodology for addressing sea level rise in Coastal Commission planning and regulatory actions.

Model Protocols for Assessing the Impacts of Climate Change on the Built Environment under NEPA and State EIA Laws

The Sabin Center for Climate Change Law at Columbia Law School published these model protocols for government agencies assessing climate change impacts to determine categorical exclusions (CEs), and while preparing environmental assessments (EAs) and environmental impact statements (EISs). The protocols recommend a precautionary approach to assessing and disclosing impacts and suggest evaluating and disclosing climate change impacts when conducting environmental reviews, using multiple projection scenarios when assessing potential impacts of climate change, having appropriate scope and depth of analysis for the magnitude of risk of a project, and assessing climate impacts in the contexts of a future baseline, the purpose and need of a project, and the potential vulnerability of a project to climate change impacts.

When You Can’t Go Home - the Gulf Coast 10 Years After Katrina

This issue brief by the Center for American Progress discusses how climate change and extreme weather events are contributing to an increase in the displacement of Americans from their homes and communities. The article reviews the impacts of Hurricane Katrina in 2005 including the effects of displacement of 1. 5 million people in the region; and describes the thousands more people that have been displaced by other extreme weather disasters. The analysis recommends several steps that policymakers can take to find and assist climate-displaced people, highlighting the compounded impacts on vulnerable populations.

The structured process considers the potential effects of climate change on forest ecosystems and outlines conservation actions that can help prepare for changing conditions. The interactive and self-guided Workbook is compatible for a wide range of geographic locations, scales, forest types, management goals, and ownership types; it can be used by forest and natural resource managers as well as any landowner with knowledge about local ecosystems.

Lessons on Climate Change and Poverty From the California Drought

This report describes how climate-related extreme weather events exacerbate existing socioeconomic inequalities. In this case, the report highlights the disproportionate challenges experienced by frontline communities during the California drought that began in 2012, which includes communities of color and low-income people living in tribal, rural, and farming communities. The report discusses the following topics: the causes and severity of California’s drought; the drought’s impacts on the national food system; demographics, water rights, and drought impacts in agricultural communities; and policy recommendations.

Boston Climate Preparedness Planning Initiative

The Boston Climate Preparedness Planning Initiative is a joint project of the City of Boston, the Boston Redevelopment Authority and the Boston Green Ribbon Commission. Mayor Martin J. Walsh announced on August 20, 2015 that the City of Boston has received $350,000 in funding from the Commonwealth of Massachusetts to support the Initiative. The grant is a part of the state's Office of Coastal Zone Management's Coastal Community Resilience Grant Program.
