Delaware Database for Funding Resilient Communities

May 26, 2016

The Institute for Public Administration at the University of Delaware, with support from Delaware Coastal Programs, has compiled a web-based database of financial assistance programs that can support Delaware’s local governments with the implementation of climate change adaptation and resilient community development. Financial assistance programs are featured, rather than technical and planning assistance, that support costly adaptation activities such as infrastructure improvements and retrofitting, habitat restoration, and land acquisition.

Supporting Local Climate Change Adaptation: Where we are and where we need to go

May 31, 2016

Local governments are on the front line of efforts to address climate-related impacts. Recognizing this, there is a growing movement to develop and deliver tools, resources, and services to support local communities’ climate adaptation initiatives. Gleason Beach, California (Highway 1) Road Realignment Project

The California Department of Transportation (Caltrans) is proposing to realign a section of Highway 1 near Gleason Beach in Sonoma County to provide long-term protection from coastal bluff erosion threatening the highway and surrounding area. The highway provides the only access between Bodega Bay and Jenner communities and is the sole vehicular route north to south for coastal Sonoma County. Multiple efforts since the late 1990s have sought to stabilize the roadway in place via various measures to shore up the bluff, but these protective measures cannot offer a reliable long-term solution.

In its analysis, CBO estimates annual federal spending for relief and recovery as a percentage of expected hurricane damage. It identifies three different strategies to help reduce the burden on federal aid: limiting greenhouse gas emissions, shifting more costs to state and local governments and private entities, and investing in structural changes to reduce vulnerability to hurricanes.
