Restructuring Federal Climate Research to Meet the Challenges of Climate Change

2009

The Committee on Strategic Advice on the U. S. Climate Change Science Program and National Research Council published this book acknowledging that policy decisions are already being made to limit or adapt to climate change and its impacts, but recognizing there is a need for greater integration between science and decision making.   This book proposes six priorities for restructuring the United States Climate Change Research Program to develop a more robust knowledge base and support informed responses.

New York State Climate Leadership and Community Protection Act (SB S6599)

July 18, 2019

Passed in July of 2019, New York State’s Climate Leadership and Community Protection Act (CLCPA) (Senate Bill S6599) commits the state of New York to integrated climate adaptation planning and climate justice. In addition to aggressive climate mitigation goals - including zero GHG emissions by 2050 and 100% renewable electricity usage by 2040 - the Act aims to address adaptation and resilience across state programming, land use planning, and local government support.

Resilient Infrastructure for New York State

December 19, 2019

This report from Rebuild By Design describes a proposal to create a Resilient Infrastructure Fund to support green and grey infrastructure projects that reduce flooding, coupled with a buy-out program, to improve the physical, social, and ecological resilience of New York State. It proposes a transparent, inclusive, and equitable approach to finance climate adaptation planning and implementation throughout the state. Though designed for New York, the recommendations are applicable to and can serve as a model for other states.

Impacts of Global Warming on North Carolina's Coastal Economy

June 21, 2007

A scientific study was undertaken by researchers at four North Carolina universities to consider three aspects of the state's coastal economy and their vulnerability to a changing climate including: the impacts of sea-level rise on the coastal real estate market, the impacts of sea-level rise on coastal recreation and tourism, and the impacts of stronger tropical storms and hurricanes on business activity. The study used a range of moderate  assumptions, not best- or worst-case scenarios. This brief summary brochure is designed to present the main findings of the study for the benefit of the public and policy makers.

Built to Last: Challenges and Opportunities for Climate-Smart Infrastructure in California

November 2017

This white paper from the Union of Concerned Scientists (USC) presents key principles, barriers, and high-level recommendations for achieving climate-smart infrastructure in California. The focus is on state-level actions that can accelerate broad-scale implementation of replacing or retrofitting existing public infrastructure with resilient infrastructure built to face climate impacts. Agency staff and policymakers can use the information and policy recommendations to inform equitable and climate-smart considerations throughout the infrastructure life cycle.
