European Road Authorities’ Climate Risk Assessment Tools: RIMAROCC and ROADAPT Projects

May 2015

European nations have collaborated on two research projects since 2009 to develop a detailed climate change risk assessment methodology and tools for adapting transportation systems and infrastructure. The first project, entitled “RIMAROCC” (Risk Management for Roads in a Changing Climate), produced a risk assessment framework to support decision-making regarding roads in light of climate change impacts. The more recent “ROADAPT” (Roads for Today, Adapted for Tomorrow) project developed guidelines and tools to be used with the RIMAROCC risk assessment framework, to better inform detailed vulnerability and socioeconomic impact assessments, and selection of adaptation strategies.

Adapting to Climate Change in Coastal Parks: Estimating the Exposure of Park Assets to 1 meter of Sea-Level Rise - Transportation Assets

May 2015

The National Park Service (NPS) produced this report assessing assets in coastal parks that may be threatened by a future one-meter rise in sea level. Over 10,000 assets were evaluated, including roads and trails, and 39 percent of assets (or $40 billion worth) in 40 coastal parks were designated as “high exposure. ” The report was intended to provide an overview of NPS' exposure to sea-level rise, but was not designed to inform decision-making about specific assets at the park-level. The analysis provides a methodology for assessing exposure of systems at a national or regional scale.

International Climate Change Adaptation Framework for Road Infrastructure

2015

The International Climate Change Adaptation Framework for Road infrastructure (Framework) was developed by the World Road Association to help the road authorities in member countries develop consistent approaches for assessing climate change effects on road networks and identify appropriate measures to reduce climate risks to transportation infrastructure.   The Framework guides authorities through a series of steps to help them assess the risks to transportation infrastructure, prioritize assets for adaptive response, develop strategies to respond to climate risks, and integrate assessment findings into transportation decisionmaking processes.

Massachusetts Port Authority Resiliency Program and Floodproofing Design Guide

April 2015

In 2014, the Massachusetts Port Authority (“Massport”) began the Massport Resiliency Program to protect Massport transportation facilities from flooding hazards caused by extreme storms and rising sea levels as a result of climate change. The program seeks to better prepare for the impacts of climate change by incorporating resilience principles into Massport’s business strategy and operations. As a part of this program, Massport created a Floodproofing Design Guide (“Guide”) that will help make the built environment resilient to sea-level rise and major flood events.

Community Based Public-Private Partnerships (CBP3s) and Alternative Market-Based Tools for Integrated Green Stormwater Infrastructure

April, 2015

This report, developed by the United States Environmental Protection Agency (EPA), presents a guide for successfully implementing a Community-Based Public Private Partnership (CBP3) model for addressing stormwater pollution in communities in the Chesapeake Bay watershed.  CBP3s are partnerships between a government and a private entity designed to leverage additional capacity and financing for delivery of infrastructure projects, while also increasing stakeholder engagement in project delivery.

Port Authority of New York and New Jersey (PANYNJ) Engineering Department Manual - Climate Resilience Design Guidelines

The Engineering Department of the Port Authority of New York and New Jersey (PANYNJ) produced the Climate Resilience Design Guidelines (guidelines) to ensure that new agency infrastructure and buildings are designed to account for projected changes in temperature, precipitation, and sea level.  PANYNJ project architects and engineers are to use the guidelines to assess the vulnerability of projects to future impacts and to address those impacts when designing port authority infrastructure and buildings.

Capitol Corridor (CA) Sea-Level Rise Vulnerability Assessment and 2014 Vision Plan Update

November 19, 2014

The Capitol Corridor Joint Powers Authority (CCJPA) conducted a sea-level rise vulnerability assessment for the corridor’s rail assets and is incorporating those findings into the agency’s Vision Plan, identifying sea-level rise as a critical issue in long-term planning and investments. The Capitol Corridor, which is managed but not owned by the CCJPA, serves as the primary public transportation connection between the Sacramento metropolitan area and the San Francisco Bay Area. Large stretches of the corridor run along waterfronts and through marshlands and other areas that will be increasingly vulnerable to inundation and flooding during storm events as sea levels rise.

Climate Resilience Evaluation and Awareness Tool (CREAT) Projected Scenarios

This website describes the scenarios used for the U. S. Environmental Protection Agency’s (EPA’s) Climate Resilience Evaluation and Awareness Tool (CREAT), a tool to help water and wastewater utilities prepare for climate change. The tool includes a map that shows projected climate change across the U. S. The map is separated into grids (roughly 32 x 32 miles). Each grid displays projections for annual total precipitation, annual average temperature, and precipitation intensity for the 100-year storm.
