Resilience in Transportation Planning, Engineering, Management, Policy, and Administration (NCHRP Synthesis 527)
2018
This synthesis report, produced through the National Cooperative Highway Research Program, documents resilience efforts within transportation agencies, with a particular focus on how agencies are integrating resilience into their core functions and services - including planning, engineering, construction, maintenance and operations, and administration. The synthesis was informed by a literature review, a survey of transportation agencies, and five detailed case studies developed through agency interviews.

City of Oakland Resolution No. 87397 Declaring a Climate Emergency and Calling for a Just Transition
November 30, 2018
Citing observed and predicted temperature and sea level rises worldwide and the disproportionate effects of climate change borne by frontline communities, the City Council of Oakland, California passed this resolution (No. 87397) in October 2018 declaring that climate change is a global and local emergency. The resolution further calls for city-wide net zero emissions and a “just transition,” defined as a “fair shift to an economy that is ecologically sustainable, just, and equitable for all its members.

Tribal Vulnerability Assessment Resource Toolkit
November 2018
The University of Washington Climate Impacts Group and regional tribal partners developed this suite of resources to support tribes in evaluating their vulnerability to the impacts of climate change. The tools are tailored geographically to each of the 84 tribes in the Pacific Northwest and Great Basin regions of the western U. S. , with the potential to expand to other regions in the country. The new climate resources are available online, and include a climate tool, links to resources and a technical support line for tribal staff and members.

4th National Climate Assessment, Volume II: Impacts, Risks, and Adaptation in the United States
November 23, 2018
On November 23, 2018, the U. S. Global Change Research Program released Volume II of the Fourth National Climate Assessment (NCA4) entitled Impacts, Risks and Adaptation in the United States. NCA4 includes sixteen chapters focusing on national topics and specific sectors, nine chapters focusing on different regions of the country, and two chapters focusing on both mitigation (reducing greenhouse gas emissions) and adaptation responses to climate change. NCA4 concludes that: “ [o]bservations collected around the world provide significant, clear, and compelling evidence that global average temperature is much higher, and is rising more rapidly, than anything modern civilization has experienced, with widespread and growing impacts.

Denver Green Buildings Ordinance
November 2, 2018
The City of Denver, Colorado established a Green Buildings Ordinance in 2018 requiring all new and existing buildings over 25,000 square feet in size to incorporate a “cool roof” along with other green energy measures. The new ordinance strengthens Denver’s 2017 green roof ordinance to go beyond vegetated roof requirements with additional, cost-effective options for reducing greenhouse gas emissions and addressing urban heat island effects across the city.

Missing Pathways to 1.5°C - The Role of the Land Sector in Ambitious Climate Action
October 2018
Prepared by representatives of the Climate Land Ambition and Rights Alliance, Missing Pathways addresses food security, protecting human rights through land rights, and preserving and restoring natural ecosystems from climate change impacts. Carbon sequestration solutions are identified that increase the biodiversity and resilience of terrestrial carbon stocks, by ending deforestation, and enhancing restoration, regeneration and transformative agricultural practices. It prioritizes securing the rights of Indigenous Peoples and frontline communities to land, and empowerment of these communities through resilient food systems, and healthy biodiverse ecosystems solutions.

City of Boston: Climate Resilient Design Standards and Guidelines for Protection of Public Rights-of-way

In 2018, the City of Boston’s Public Works Department issued standards and guidelines for climate-resilient infrastructure to protect public rights-of-way from an expected 40-inch increase in sea level by 2070. In particular, the guidelines are intended to inform height adjustments for structures to account for sea-level rise, and establish a climate-resilient design process for shoreline barriers. City engineers and designers will be able to use these guidelines to inform designs for flood barriers protecting public rights-of-way to ensure they are prepared for the acute and chronic flooding conditions expected in coming years.

Resilient Boston Harbor

The plan to develop a climate resilient Boston Harbor in the City of Boston, Massachusetts offers strategies for Boston's 47-mile shoreline that will increase access and open space along the waterfront while better protecting the city during a major flooding event. The plan focuses on green infrastructure and natural solutions to lowering the severity of sea level rise and flooding from climate change. “Resilient Boston Harbor” invests in Boston's waterfront with a proposed restructuring of Fort Point Channel, and development of coastal protection from East Boston to the Dorchester shoreline.

IPCC Special Report on Global Warming of 1.5°C - Summary for Policymakers

The Paris Agreement adopted by 195 nations at the 21st UN Conference of the Parties (COP21) in 2015 responds to climate change by “holding the increase in the global average temperature to well below 2°C above pre-industrial levels and pursuing efforts to limit the temperature increase to 1. 5°C above pre-industrial levels. ” In turn, the UNFCCC invited the Intergovernmental Panel on Climate Change (IPCC) to provide this Special Report on the impacts of global warming of 1. 5°C above pre-industrial levels.
