City and County of Honolulu, Hawaii Multi-Hazard Pre-Disaster Mitigation Plan
2019
In 2019, the City and County of Honolulu on the Hawaiian island of Oahu adopted an updated Multi-Hazard Pre-Disaster Mitigation Plan approved by the Federal Emergency Management Agency (FEMA). The dual purposes of the plan are to protect people and structures from damage, and to minimize the city and county’s disaster response and recovery costs. The plan, prepared by the Department of Emergency Management, addresses the relationship among various types of hazards, evaluates the effects of climate change, and prioritizes mitigation policies, actions, and projects.

Preserving Our Place — A Community Field Guide to Engagement, Resilience, and Resettlement: Community Regeneration in the Face of Environmental and Developmental Pressures
2019
In 2019, the Isle de Jean Charles Biloxi-Chitimacha-Choctaw Tribe (IDJC) collaborated with the National Academy of Sciences (NAS) to release a field guide, Preserving Our Place — A Community Field Guide to Engagement, Resilience, and Resettlement: Community Regeneration in the Face of Environmental and Developmental Pressures. IDJC is in the process of relocating from the Louisiana coast to a new community further inland due to significant land loss and flooding impacts. The field guide was developed to serve dual purposes: first, to document the community engagement process that IDJC has developed throughout its resettlement planning process; and second, to provide procedural guidance and lessons learned for communities that are also contemplating large-scale relocation. The field guide can be used by other tribal or frontline coastal communities that are considering potential larger-scale managed retreat or relocation strategies to adapt to climate change impacts like sea-level rise and other stressors and pressures, like environmental justice and encroaching development.

New York State Climate Leadership and Community Protection Act (SB S6599)
July 18, 2019
Passed in July of 2019, New York State’s Climate Leadership and Community Protection Act (CLCPA) (Senate Bill S6599) commits the state of New York to integrated climate adaptation planning and climate justice. In addition to aggressive climate mitigation goals - including zero GHG emissions by 2050 and 100% renewable electricity usage by 2040 - the Act aims to address adaptation and resilience across state programming, land use planning, and local government support.

August 2019
To operationalize California’s statewide vision of honoring social equity in the climate adaptation planning and decision-making processes, the Greenlining Institute published Making Equity Real in Climate Adaptation and Community Resilience Policies and Programs: A Guidebook. The guidebook provides detailed step-by-step guidelines for policymakers to ensure social equity is embraced and implemented throughout the adaptation processes, from goal setting, to policy implementation, to outcome evaluation.

Wildfire Smoke: A Guide for Public Health Officials

This guide provides recommendations on preparing for wildfire smoke season and reducing smoke exposure for the public and at-risk groups or vulnerable populations. The information provided as well as the associated factsheets on wildfire smoke protection can be useful for other health and air quality professionals as well as the general public.

New Hampshire Senate Bill (S.B.) 285: Establishing a Coastal Resilience and Economic Development Program
August 3, 2019
On August 3, 2019, the State of New Hampshire passed Senate Bill (S. B. ) 285 to establish a coastal resilience and economic development program and provide local governments with innovative new tools to address climate emergencies due to sea-level rise, storm surge, and flooding. One notable provision of the bill allows municipalities to either alter their existing boundaries or create a new municipality by combining existing ones (Section 2, codified in New Hampshire Revised Statutes § 31:9-d).

PG&E Better Together Resilient Communities Grant Program
March 1, 2018
The Pacific Gas and Electric Company (PG&E) Better Together Resilient Communities grant program funds initiatives to help California communities better prepare for, withstand, and recover from extreme weather events and other risks related to climate change. PG&E is investing $2 million over five years in shareholder-funded grants. In 2018, PG&E focused on projects to help communities prepare for increased frequency and severity of extreme heat events, and the 2019 Resilient Communities grant program focused on wildfire risk.

Karuk Tribe Climate Adaptation Plan
August 16, 2019
Karuk have lived in the Klamath-Siskiyou Mountains in the mid-Klamath River region of northern California beyond documented history, and now face severe climate change impacts to their territory and way of life. The Karuk Climate Adaptation Plan details climate impacts and adaptation strategies for the Karuk tribe and culture, local species and habitats, human health, critical infrastructure, tribal programs, tribal sovereignty and management authority. The climate adaptations evaluated have combined western science and Karuk traditional knowledge, and are recommended based on 22 focal species cultural indicators “for human responsibilities and necessary human actions” across seven habitat management zones.

Scorched: Extreme Heat and Real Estate

Extreme heat is an increasingly severe climate change impact across the United States - to the environment and natural resources, public health, infrastructure and ultimately, the economy. Scorched provides an overview of extreme heat’s implications on the built environment and current and future real estate markets. Heat mitigation and adaptation strategies are discussed related to building design, building materials, green infrastructure and public space design. Case studies highlight the how the real estate sector is leading in implementing ‘heat-resilient’ building designs and land uses.

American Association for the Advancement of Science (AAAS) “How We Respond” Project
September 2019
The American Association for the Advancement of Science (AAAS) launched the “How We Respond” Project in order to showcase examples of how communities across the country are using science to effectively respond to climate change. The project includes a report and accompanying multimedia community profiles aimed at demonstrating a variety of approaches and solutions that other communities can model as they seek local solutions to climate change. Case study topics include building regional climate alliances in California and New Jersey, to relocating buildings to escape shoreline erosion in Alaska, to restoring wetlands for flood protection in Iowa and Massachusetts and more.
