Massachusetts H 4835 - An Act Promoting Climate Change Adaptation, Environmental and Natural Resource Protection and Investment in Recreational Assets and Opportunity

Massachusetts Governor Baker has authorized over $2. 4 billion in capital allocations for investments in adaptation to climate change, protecting environmental resources and green space across the state. H 4835 enables critical financing for the state and local level environmental and community resilience. The legislation expands and codifies commitments of Executive Order 569 to ensure climate change adaptation and resiliency continue to be prioritized, state agency climate change vulnerability assessments are ongoing, and the State Integrated Hazard Mitigation Plan and Climate Adaptation Plan are continuously updated and implemented.

California's Fourth Climate Change Assessment

California’s statewide assessment of climate change impacts utilizes updated climate science to investigate vulnerability at the local scale and inform adaptation and resilience planning. The fourth climate change assessment includes 44 technical reports on projected impacts to specific sectors and potential responses, 30 summary reports, 9 regional reports, and 3 statewide topical reports on oceans and coasts, tribal and indigenous communities, and environmental justice impacts of climate change.

Twin Cities, Minnesota Metropolitan Council Climate Vulnerability Assessment Tool

The Twin Cities Metropolitan Council Climate Vulnerability Assessment (CVA) tool can assist the Metropolitan Council and community planning efforts in preparing for and adapting to climate change in the Twin Cities, Minnesota region. The assessment focuses primarily on the impacts of extreme heat and flooding events. The CVA and tools include the assessment report, data sets, interactive mapping tools, and story maps. The Metropolitan Council is the regional planning organization for the seven-county Twin Cities, Minnesota region - and the CVA supports the Council in maintaining infrastructure and prioritizing future climate adaptive improvements.

San Diego County, California Emergency Operations Plan: Annex Q Evacuation

The San Diego County Emergency Operations Plan is accompanied by an appendix, Annex Q which focuses on evacuation specifically by providing general evacuation routes and road capacities, county-wide shelter capacities, resources available locally, and through mutual aid and access considerations for people with disabilities. Annex Q outlines strategies, procedures, recommendations and organizational structures that can be used to implement a coordinated evacuation effort in the San Diego County Operational Area. Annex Q also contains estimates on the number of residents within communities in the county who may require evacuation assistance, sheltering, transportation and help with pet evacuation.

Governance for a Changing Climate: Adapting Boston's Built Environment for Increased flooding

The Sustainable Solutions Lab at the University of Massachusetts Boston examines the impacts of flooding from sea level rise and increased precipitation on the City of Boston’s built environment in this report. Along with discussing the governance challenges as related to to these climate change impacts, the report offers policy recommendations and governance strategies to improve resilience to increased flooding. The report is built upon the Climate Ready Boston (CRB) project, and offers recommendations on the implementation of its initiatives as well as policy reform to further flooding adaptation.

Managing Drought in a Changing Climate: Four Essential Reforms

This Public Policy Institute of California report examines climate change impacts on water resources in California, and the state’s capacity for adaptation to water scarcity and drought. California’s 2012–2016 drought - which was the hottest in the state’s recorded history and one of the driest - is used to assess water management and responses from that time in four sectors: cities and suburbs, irrigated agriculture, rural communities, and freshwater ecosystems. Policy and management reforms are recommended for drought planning, water infrastructure and operations, water rights administration, and funding.

CA EO B-54-18: Safeguarding California plants, wildlife and ecosystems from climate change

California Governor Brown’s Executive Order (EO) directs the state Department of Food and Agriculture and Department of Fish and Wildlife to work together to protect ecosystems, plants and wildlife while restoring and building climate resilience in habitats across the state. The order also supports the state's new California Biodiversity Initiative, an action plan to protecting the state's ecosystems and diversity of wildlife and plants. The Executive Order and Initiative will improve understanding of the state’s biological diversity, and identify and implement strategies to protect the state’s biodiversity from climate change.

Milwaukee, Wisconsin Framework for Green Infrastructure Plan, Ordinance
September 12, 2018
The City of Milwaukee, Wisconsin has approved the Framework for a Green Infrastructure Plan with goals of supporting climate change adaptation and resilience. According to the Framework and Ordinance which updates Milwaukee's stormwater management regulations, large developments will be required to capture the first 1/2 inch of rainfall using green infrastructure. The plan also increases funding for green infrastructure projects in Milwaukee’s streets, schoolyards, and parking lots. The City expects to publish the final Green Infrastructure Plan based on this Framework by February 2019.
