Case Study: City of Portland, Oregon Ecoroof Incentive

In 2008, The City of Portland Oregon adopted an Ecoroof Incentive program to address the city's stormwater management problems and the incentive program was active through 2012. The program provided an incentive for the installation of green roofs and other innovative roofing methods to better manage stormwater runoff. Green roofs have the potential to help mitigate both the urban heat island effect, increase the energy efficiency of buildings, and manage stormwater.

Advancing Community Adaptation - A Framework for Project Prioritization and Decision Making in coastal Louisiana

2018

Louisiana faces severe climate change impacts of sea level rise and extreme weather events, and related flooding, subsidence, and coastal erosion. The Center for Planning Excellence and Dr. Denise Reed collaborated to develop this adaptation framework for coastal Louisiana, with a particular focus on non-structural elements and the communities impacted in the region.  This framework is a tool for a more holistic approach to planning coastal community resilience, and provides near- and long-term strategies for flood risk mitigation and implementing adaptation measures.

Louisiana 2017 Coastal Master Plan

June 2, 2017

In June 2017, the Louisiana State Legislature unanimously approved the state’s 2017 Coastal Master Plan, which updates the state’s 2012 plan.   The Coastal Master Plan provides a 50-year blueprint for directing Louisiana’s investments, regulations, and programs in coastal restoration, resilience, and protection. The plan recommends 124 projects to restore coastal ecosystems, build flood control structures, and enhance land-use policies to reduce flood risks in coastal Louisiana communities and to enhance coastal economies and ecosystems.

Austin, Texas Climate Resilience Action Plan for City Assets and Operations

April 2018

The Climate Resilience Action Plan for Austin, Texas provides an assessment of extreme weather impacts to City-owned assets and operations, and outlines strategies for the City of Austin’s long-range planning in response to current and projected climate change. The plan describes climate adaptation strategies for the City’s Utility Infrastructure (electric, water, wastewater and telecommunications), Transportation Infrastructure, and Community Facilities.

Sabin Center for Climate Change Law Deregulation Tracker

2017

The Columbia Law School Sabin Center for Climate Change Law offers an online “Deregulation Tracker” to monitor efforts undertaken by the Trump administration and Congress to scale back or eliminate federal climate mitigation and adaptation measures. The new tracker is linked to the Center’s Climate Regulation Tracker - a database of regulations and other efforts undertaken by federal agencies to address climate change.

Global and Regional Sea Level Rise Scenarios for the United States

January 2017

This technical report updates scenarios of Global Mean Sea Level (GMSL) rise, and then integrates regional factors with these global scenarios for the entire U.S. coastline. It was produced by the Sea Level Rise and Coastal flood Hazard Scenarios and Tools Interagency Task Force, convened by the U.S. Global Change Research Program (USGCRP) and the National Ocean Council.

California State Water Board - Resolution No. 2017 - Comprehensive Response to Climate Change

March 7, 2017

On March 7, 2017, California's State Water Resources Control Board adopted a resolution to integrate climate change comprehensively into its programs and decisionmaking, including drinking water regulation, water quality initiatives, and financial assistance. The resolution creates new requirements for divisions within the State Water Board that will help the agency achieve goals relating to adaptation, ecosystem resilience, water use and efficiency, and reducing greenhouse gas emissions.

Pittsburgh, Pennsylvania Resilience Strategy

March 2017

The City of Pittsburgh, Pennsylvania released its Resilience Strategy in March 2017 to provide a holistic strategy for helping the city to manage challenges from a changing environment, globalization, and urbanization. The Strategy sets goals, objectives, and action organized around a “P4” community-centered framework addressing resilience in terms of People, Place, Planet, and Performance.  The Strategy is intended to be a blueprint to help the city prepare for resilience challenges by helping the city improve coordination among government and non-governmental organizations, improve budgeting and capital coordination citywide, ensure the institutionalization of resilience practices, and increase resident engagement and empowerment. Development of this plan was supported by the Rockefeller Foundation’s 100 Resilient Cities initiative.

A Guide to Climate-Smart Meadow Restoration in the Sierra Nevada and Southern Cascades

May 2019

This handbook was designed to support climate-smart meadow restoration projects in the mountain meadows of northern California. The report offers guidance on incorporating climate change impacts into a meadow vulnerability assessment, and adaptive measures into restoration planning and design. The report describes how to conduct a vulnerability assessment, and how to apply Point Blue’s climate-smart restoration principles to address those vulnerabilities with adaptation measures. The guide describes desired meadow restoration outcomes, climate projections for the Sierra Nevada region, and includes a summary of a climate vulnerability assessment for four riparian meadow restoration projects in the northern Sierra and southern Cascades.
