Patterns and Projections of High Tide Flooding Along the U.S. Coastline Using a Common Impact Threshold

The National Oceanic and Atmospheric Administration (NOAA) analyzes "high tide flooding" (also known as "nuisance flooding") in this report, and finds that it is becoming more commonplace due to sea level rise. High tide flooding impacts roads, beaches, parks, and private property, and is generally more disruptive than damaging. However, there are places such as Norfolk, Virginia; San Diego, California; and the U. S Marshall islands where it is currently a serious problem. Even more, with continued sea level rise, flooding is likely to increase.

Recognizing the leading role that states are playing in addressing climate change, this report from the Institute for Agriculture & Trade Policy catalogues policies related to the need for agricultural adaptation in the 18 states states with climate adaptation plans (or specific agricultural policy papers). These states include: Alaska, California, Colorado, Connecticut, Delaware, Maine, Maryland, Massachusetts, Minnesota, New Hampshire, New York, North Carolina, Oregon, Pennsylvania, Utah, Vermont, Washington, and Wisconsin.

Delaware Sustainable Communities Planning Grant Program
February 19, 2017
Delaware Department of Natural Resources and Environmental Control (DNREC) Division of Energy and Climate is offering Sustainable Communities Planning Grants for municipalities, county governments and their academic and non-profit partners. These competitive grants support planning and climate vulnerability assessment projects that improve a community’s economy, environment and public health. Grants of up to $80,000 are available to counties or towns with populations of 5,000 residents or more, and grants of up to $40,000 are available to towns with populations of fewer than 5,000 residents.

Recommendation of Sea Level Rise Planning Scenarios for Delaware: Technical Report
2017
The Delaware Department of Natural Resources and Environmental Control (DNREC) first developed Recommended Sea Level Rise Scenarios for Delaware in 2009. In 2016-2017, a new Delaware Sea Level Rise Technical Committee was convened to update the scenarios based on the latest scientific research and modeling. Led by Delaware Geological Survey and DNREC Delaware Coastal Programs, the Committee and these sea-level rise (SLR) planning scenarios respond to 2013 Executive Order 41 - which requires Delaware state agencies to factor SLR into capital improvement projects and land use decisions, and for DNREC to periodically update SLR scenarios with the best scientific data available.

Delaware Wastewater and Surface Water Matching Planning Grant

The Delaware Department of Natural Resources and Environmental Control's Division of Watershed Stewardship and Environmental Finance are now accepting project proposals from state, county and municipal governments and governmental subdivisions for matching grants for wastewater and surface water project planning. Grants are revolving and proposals are due approximately the last week of February, May, August, and November.

Delaware’s Climate Action Plan

In November 2021, Delaware released its statewide Climate Action Plan. Delaware has been affected by climate change in the form of increased temperatures, change in precipitation patterns, extreme weather, flooding, and sea-level rise. Delaware created the plan to strategically address future climate change impacts in the state. The plan was prepared by the Delaware Department of Natural Resources and Environmental Control.

Delaware Climate Mitigation and Adaptation Planning

The Climate Mitigation and Adaptation Planning (CMAP) report for Delaware was prepared by the state’s Department of Natural Resources and Environmental Control as part of a pilot project to address the risk climate change poses to public use and critical function facilities. Three pilot facilities were assessed for both their ability to maintain operations during climate change fueled weather events and at higher temperatures - including the Delaware State Parks Indian River Life Saving Station, a Delaware Department of Transportation (DelDOT) building, and a state police facility.

Delaware Climate-Ready Workforce Pilot Project

As part of Delaware’s Climate-Ready Workforce Pilot Project, this report recommends strategies to address climate-related risks to indoor and outdoor workers who are exposed to extreme temperatures, storms, flooding, as well as indirect impacts related to air quality, vector-borne disease, and water-related illness. Written in response to the Climate Framework for Delaware, the report addresses concerns about climate-related threats to workers across state agencies, and offers recommendations related to policy development and implementation.
