The Digital Coast is a collaborative effort of organizations committed to providing data and information, tools, and training resources to help address timely coastal issues - including land use, coastal conservation, hazards, marine spatial planning, and climate change. NOAA's Coastal Services Center is maintaining the Digital Coast website which provides access to all the resources being developed and contributed by academic institutions, public and private sector entities.  This curated collection of coastal and ocean data and tools are directed at decision makers, practitioners, and technicians.

The City of Lewes, Delaware Hazard Mitigation and Climate Adaptation Action Plan

June 2011

The City of Lewes, Delaware, in conjunction with Delaware Sea Grant and ICLEI ‐ Local Governments for Sustainability, initiated the pilot project 'Mitigation and Adaptation to Natural Hazards and Climate Change - Planning and Building Resilient Coastal Communities' (Hazard Mitigation and Climate Adaptation Pilot Project). The overall goal of the project was to further the City’s hazard mitigation work by incorporating climate change and adaptive responses. The project team developed this action plan that aims to improve community sustainability and resilience.

The City of Lewes, Delaware Hazard Mitigation and Climate Adaptation Action Plan - Transportation Components

June 2011

In 2011, the City of Lewes, Delaware undertook a pilot project to develop a unified Hazard Mitigation and Climate Adaptation Action Plan, which considers the City’s vulnerability to climate change, particularly sea-level rise, and includes an evaluation of the vulnerability of roads and critical evacuation routes.

Sea-Level Rise: A Transportation Vulnerability Assessment of the Wilmington, Delaware Region

July 2011

This assessment was prepared by the staff of the Wilmington Area Planning Council (WILMAPCO), the Metropolitan Planning Organization for New Castle County, Delaware and Cecil County, Maryland, to identify the vulnerabilities of the area’s transportation infrastructure to climate change. The body of the report is broken into five chapters:  background, methodology, regional impacts, cluster (neighborhood level) profiles, and policy recommendations.

Delaware Sea Level Rise Initiative

September 2011

The Delaware Coastal Programs Section of the Delaware Department of Natural Resources and Environmental Control (DNREC) is leading a multi-year Sea Level Rise Initiative to help assess, prepare for and minimize the potential impacts of sea level rise. The Sea Level Rise Initiative Project Compendium was released in September 2011, which provides an inventory of all of Delaware Coastal Programs' projects related to sea level rise. It is intended to help increase collaboration between agencies, reduce redundancy and overlap in projects relating to sea level rise and to relay information about new data, information and tools.

Application of the Climate Change Adaptation Tool for Transportation to the Mid-Atlantic Region

December 2011

Using the Mid-Atlantic region as a case study, a University of Delaware team tested the real-world applicability of the Climate Change Adaptation Tool for Transportation (CCATT), a Microsoft Excel-based tool to help transportation agencies and MPOs assess climate impacts and evaluate adaptation options for transportation projects. The team applied the methodology behind the tool to evaluate the impacts of temperature, sea-level rise, and precipitation to the transportation infrastructure in New Castle County, DE, the focus area of the Wilmington Area Planning Council (WILMAPCO).

Protecting the Public Interest through the National Coastal Zone Management Program: How Coastal States and Territories Use No-Build Areas along Ocean and Great Lake Shorefronts

May 2012

This report provides an overview of policy options for limiting new construction in vulnerable coastal areas, and a summary of existing laws and regulations in states with federally approved coastal management programs (CMPs). To better understand and communicate how state CMPs manage ocean and Great Lake shorefront development, NOAA’s Office of Ocean and Coastal Resource Management (OCRM) (now a part of the Office for Coastal Management) conducted this study to look specifically at where states are employing shorefront strategies to protect the public interest and natural resources.

Preparing for Tomorrow’s High Tide: Sea Level Rise Vulnerability Assessment for the State of Delaware – Transportation Infrastructure

July 2012

This Sea Level Rise Vulnerability Assessment describes and quantifies impacts of sea-level rise (SLR) on 79 resources in Delaware, including transportation resources. The Assessment discusses projections of SLR for Delaware, defines the method used to determine potential vulnerability to SLR, and provides analysis of each resource category. Among these resources, the Assessment addresses Delaware’s transportation infrastructure, including railroad lines, roads and bridges, and the Port of Wilmington.
