Delaware Sustainable Communities Planning Grant Program

February 19, 2017

Delaware Department of Natural Resources and Environmental Control (DNREC) Division of Energy and Climate is offering Sustainable Communities Planning Grants for municipalities, county governments and their academic and non-profit partners. These competitive grants support planning and climate vulnerability assessment projects that improve a community’s economy, environment and public health. Grants of up to $80,000 are available to counties or towns with populations of 5,000 residents or more, and grants of up to $40,000 are available to towns with populations of fewer than 5,000 residents.

Delaware Wastewater and Surface Water Matching Planning Grant

February 22, 2016

The Delaware Department of Natural Resources and Environmental Control's Division of Watershed Stewardship and Environmental Finance are now accepting project proposals from state, county and municipal governments and governmental subdivisions for matching grants for wastewater and surface water project planning. Grants are revolving and proposals are due approximately the last week of February, May, August, and November.

Delaware Database for Funding Resilient Communities

The Institute for Public Administration at the University of Delaware, with support from Delaware Coastal Programs, has compiled a web-based database of financial assistance programs that can support Delaware’s local governments with the implementation of climate change adaptation and resilient community development. Financial assistance programs are featured, rather than technical and planning assistance, that support costly adaptation activities such as infrastructure improvements and retrofitting, habitat restoration, and land acquisition.

Delaware Coastal Management Assistance Program

Delaware’s Coastal Management Assistance Program improves local capacity to conserve and manage coastal resources, and supports the integration of coastal management principals through local planning and implementation activities. The program provides special area management planning, assistance to state and local governments for local land use planning, and offers technical assistance to communities.

U.S. DOI Hurricane Sandy Coastal Resiliency Competitive Grant Program

2013

The U.S. Department of the Interior's Hurricane Sandy Coastal Resiliency Competitive Grant Program is supporting projects that reduce communities’ vulnerability to the growing risks from coastal storms, sea level rise, flooding, erosion and associated threats through strengthening natural ecosystems that also benefit fish and wildlife. The program is funded by the 2013 Hurricane Disaster Relief Appropriations Act.

Climate Framework for Delaware

The Climate Framework for Delaware, released by Governor Jack Markell on March 2, 2015, details the state’s plans for reducing carbon pollution and preparing for the future impacts of climate change. Summarizing the recommendations from the three workgroups formed under Delaware Executive Order 41- Mitigation, Adaptation, and Flood Avoidance - the Framework describes the actions that state agencies have already taken to mitigate emissions and adapt to impacts, and outlines recommendations for future actions on both fronts.

DE EO 41: Preparing Delaware for Emerging Climate Impacts and Seizing Economic Opportunities from Reducing Emissions

September 12, 2013

In September 2013, Governor Jack Markell signed Executive Order 41 that created the Cabinet Committee on Climate and Resiliency comprised of leadership from 11 state agencies and departments. The committee oversaw the development of a climate mitigation plan for the state, and developed recommendations for improving Delaware’s preparedness and resilience to climate impacts on public health and safety, public infrastructure and facilities, water resources, natural ecosystems, agriculture, tourism, and more.
