A Guide to Community-Centered Engagement in the District of Columbia

October 2018

The Guide to Community-Centered Engagement was developed by the Georgetown Climate Center (GCC) in partnership with the District of Columbia's Department of Energy and Environment (DOEE). The guide synthesizes lessons from a year-long engagement process that GCC helped to lead in partnership with DOEE. GCC convened an Equity Advisory Group (EAG) of community leaders and residents in far Northeast neighborhoods of DC's Ward 7 to inform the implementation of the Clean Energy DC and Climate Ready DC plans.

DC Public Service Commission MEDSIS Initiative, Customer Impact Working Group

2018

The District of Columbia Public Service Commission’s (DCPSC) establishment of the Customer Impact Working Group within the Modernizing the Energy Delivery System for Increased Sustainability (MEDSIS) initiative is a replicable example of how utility commissions are working to invite equitable input in grid modernization efforts. DCPSC initiated the MEDSIS initiative as a means of making the energy delivery system more sustainable, reliable, efficient, cost effective, and interactive for District customers. DCPSC approved the establishment of six working groups to elicit input from a diverse range of stakeholders in order to address key issues related to modernizing the District’s energy delivery system. The Customer Impact Working Group is examining how grid modernization efforts may impact various customers, including exploring questions of customer equity, data protection and privacy, consumer protection, and low- and limited-income customer inclusion. This Working Group will produce recommendations aimed at ensuring that all customers benefit from grid modernization efforts.

11th Street Bridge Equitable Development Plan, Washington D.C.

2015

The 11th Street Bridge Equitable Development Plan was developed in 2015 to address community development concerns around ongoing construction of the 11th Street Bridge Park, the city’s first elevated public park connecting Capitol Hill/Navy Yard in Northwest D.C. and the historic Anacostia/Fairlawn neighborhoods in Southeast D.C. – a project that has spurred concerns about investment-induced displacement and preserving the surrounding community’s environmental, economic, and cultural assets. The Equitable Development Plan proposes a cross-section of strategies to combat systemic inequities and displacement, including in housing, workforce development, small business development, and arts/culture. The plan, conducted in parallel with other local initiatives like the Douglass Community Land Trust, could help members of the community retain control of development and mitigate gentrification pressures, providing lessons across the city even as property owners and developers consider installing resilience upgrades and other investments to local housing stock.

Sustainable DC Plan (Washington D.C.)

January 2013

The Sustainable DC Plan, also 'Sustainability DC', is the District’s first sustainability plan, and has the goal of making the District the healthiest, greenest, most livable city in the nation over the next 20 years. In January 2013, Mayor Gray signed the Sustainable DC Act into law, which is designed to help promote energy efficiency and renewable energy, including clean energy financing and supporting renewable energy incentive programs. The legislation will also address water pollution in rivers, protect children from toxic exposure, and aid in energy assistance for low-income and elderly residents, among other initiatives.

Army Corps North Atlantic Coast Comprehensive Study – Main Report

January 2015

This US Army Corps of Engineers (Corps) study, released in January 2015, assesses flood risk from coastal storms for the North Atlantic coast from Virginia to Maine – the states and communities affected by Hurricane Sandy – and recommends strategies for reducing those flood risks. The study was designed to help Sandy-affected states and communities better understand how flood risks will change as a result of climate change and sea-level rise.   It captures the latest scientific information on sea-level rise, and provides state, local, and tribal governments with tools to help them prepare for changing flood risks and apply the lessons learned from the study.

Washington D.C. DDOT Green Infrastructure Standards

May 1, 2014

In 2014, the District of Columbia Department of Transportation (DDOT) released design requirement standards for Green Infrastructure (GI) design, construction and maintenance in the public right-of-way. The intent is to provide stormwater retention to meet the regulatory requirements, along with the infrastructure requirements within the public right-of-way. The standards were developed for Low Impact Development techniques including bio-retention, permeable pavement, and street tree space design.

Encroaching Tides: How Sea Level Rise and Tidal Flooding Threaten U.S. East and Gulf Coast Communities over the Next 30 Years

October 2014

This report from the Union of Concerned Scientists describes the threat of tidal flooding in the East Coast and Gulf regions and offers steps that communities can take to adapt. The report makes the case that tidal flooding, currently just considered a nuisance, could become a daily or weekly occurrence, redefining how and where people along the coast “live, work, play, and move through their daily lives. " Data was collected in 52 locations to provide projections for sea level rise and tidal flooding in the region until 2045.

Washington D.C. Smart Roof - Roof Asset and Energy Management Program

Through the Smart Roof Program, the Washington D.C. Department of General Services (DGS) is successfully integrating roof asset and energy management projects to reduce its energy use by 20 percent across its entire municipal portfolio. The strategic approach to portfolio-based roof management is being applied across 435 buildings including schools, police stations, fire stations, parks and recreation centers, and office buildings that make up 321 acres of roof area in D.C.

Washington D.C. Green Roof Program

2007

In 2003, the Chesapeake Bay Foundation initiated a green roof demonstration project funded under the terms of a consent decree negotiated by the D. C. Water and Sewer Authority. The money was used to issue grants for the installation of eight different pilot green roofs that would reduce the cost of each green roof cost to the building owner by up to 20 percent. The pilot roofs served as models that building owners could use for future green roof projects, by providing data on costs, construction methods, performance, and maintenance needs.

Delivering Urban Resilience: Costs and benefits of city-wide adoption of smart surfaces

2018

This report quantifies the benefits and costs of smart surface technologies and finds that the risks from extreme heat and weather can be offset by these technologies. It draws on  Washington D. C. , Philadelphia, and El Paso as case studies and considers five smart surface technologies: cool roofs, green roofs, solar PV, reflective pavements, and urban trees. The authors find that adopting these technologies can generate millions (or even billions) of dollars in net financial benefits at the city level and can generate half a trillion dollars in net financial benefits nationwide.
