Green Infrastructure to Green Jobs in Savannah, Georgia
2017-2018
Savannah, Georgia’s Office of Sustainability and partners launched a green infrastructure initiative to restore the city’s urban forest, manage coastal stormwater flooding, and renew marginalized or lower-income neighborhoods. This project was funded through the Southeast Sustainable Communities Fund which supports local communities in the southeastern U.S. to advance climate adaptation and social equity in local government policy, plans and programs.

Greauxing Resilience at Home — City of Atlanta, Georgia: Prioritizing Affordable Housing and Nature in the Face of New Growth

Because income in Atlanta has not kept pace with rising costs of living amid a population surge, the city has developed several housing initiatives to increase its affordable housing stock and prevent the displacement of existing residents. In 2019, Atlanta released its One Atlanta Affordable Housing Action Plan (plan), a strategic document that includes quantitative goals and policy and program proposals related to building and preserving affordable housing across the city. In the context of managed retreat, Atlanta’s affordable housing efforts have relevance for policymakers in jurisdictions preparing for population growth due to climate change and other causes. The city is implementing a variety of programs and policies to increase the overall housing stock and increase the affordability of homeownership for current residents. These strategies focus on changes to the land-use and zoning code and various financial assistance programs for homeowners, in addition to securing additional resources for the development of affordable rental homes. The city has also engaged in different planning and zoning initiatives around increasing and maintaining green space and tree canopy in both areas targeted for conservation and new, strategic growth. This case study highlights notable initiatives in Atlanta that policymakers in other growing communities can look to when developing their own affordable housing and anti-displacement programs that are aligned with nature. This case study is one of 24 case studies featured in a report written by the Georgetown Climate Center, Greauxing Resilience at Home: A Collection of Lessons and Case Studies from Louisiana and Beyond.

Greauxing Resilience at Home: A Collection of Lessons and Case Studies from Louisiana and Beyond

This report is composed of 24 individual case studies developed by Georgetown Climate Center to support, Greauxing Resilience at Home: A Regional Vision, a collaborative partnership effort with Capital Region Planning Commission in Louisiana. These case studies describe best and emerging practices, tools, and examples from Louisiana and other U.S. jurisdictions to make progress on the complex and interrelated challenges of housing, flooding, and resilience. These case studies are intended to provide transferable lessons and ideas for regional and local governments addressing housing and mitigating flood risk as integrated parts of comprehensive community resilience strategies. Collectively, these case studies present a suite, although not an exhaustive list of tools and approaches that can be used to facilitate any of these efforts.

Resilient Atlanta - Actions to Build an Equitable Future

The City of Atlanta, Georgia's urban resilience strategy, Resilient Atlanta, offers a set of visions, targets, and actions that address social equity and climate change adaptation. The strategy was developed to support the prevention of, and resilience to, extreme climate events such as major floods or heat waves, and long-term chronic stresses such as income inequality, lack of affordable housing, and the effects of climate change.

City of Tybee Island, Georgia, Sea-Level Rise Adaptation Plan

Tybee Island is a barrier island located 18 miles away from Savannah, Georgia - accessible only by a single causeway. The Tybee Island Sea-Level Rise Adaptation Plan identifies how more frequent coastal flooding and sea-level rise could impact low-lying infrastructure on the island; and provides a synthesis of the public engagement processes, technical research, and sea-level rise adaptation strategies. The City of Tybee Island partnered with Georgia Sea Grant, the University of Georgia, and Stetson University to develop this sea-level rise adaptation plan.

The Georgia Climate Research Roadmap

The Georgia Climate Research Roadmap is an interactive platform built around a list of 40 key research questions for policymakers and practitioners to better address climate change in Georgia. The Roadmap’s 40 questions focus on climate change impacts Georgia for major sectors such as water, ecosystems, agriculture, health, and energy - as well as several questions address issues related to social equity and environmental justice. The roadmap is an initiative of the Georgia Climate Project, a state-wide consortium founded by Emory University, the Georgia Institute of Technology, and the University of Georgia to research climate impacts and solutions in Georgia.

Savannah, Georgia Region's Total Mobility Plan: 2040 Metropolitan Transportation Plan
August 2014
The Coastal Region Metropolitan Planning Organization (CORE MPO) adopted the Total Mobility Plan: 2040 Metropolitan Transportation Plan (“plan”) to help guide officials responsible for planning and preparing Chatham County-Savannah infrastructure for changes the region will see in the upcoming decades, including the impacts of climate change and sea-level rise. Required by federal law to be updated every five years, the plan updates the region’s 2035 Long Range Transportation Plan and puts a greater emphasis on sustainability, complete streets, context-sensitive design and non-motorized transportation options.

Chattanooga-Hamilton County/North Georgia 2040 Regional Transportation Plan
December 2013
The long-range regional transportation plan for the Chattanooga-Hamilton County/North Georgia Transportation Planning Organization (CHCNGA TPO), entitled “2040 Regional Transportation Plan” (2040 RTP), includes a report on Climate Change and Transportation Resiliency for the region. The Plan identifies critical transportation assets in the CHCNGA TPO region, assesses the potential vulnerability and risk for each asset across a range of potential impacts, and outlines planning, design and operations adaptation actions that could be deployed to mitigate potential vulnerabilities.

Gainesville Parks & Recreation Strategic Plan 2018-2022
In the Gainesville, Georgia Parks & Recreation Strategic Plan 2018-2022 (the Plan), the Gainseville Parks and Recreation Agency outlines a five-year strategy to develop and improve its parks, recreation programs, and community facilities to better serve the needs of all of its residents. In creating the Plan, Gainesville consulted national and local parks’ strategic plans, completed surveys, and gathered input from community comments. This outreach significantly informed the Plan’s strategic vision for the future of Gainesville.
