Iowa City Climate Action and Adaptation Plan

September 18, 2018

Iowa City’s Climate Action Plan identifies strategies for city-wide greenhouse gas reductions, and climate change adaptation. The plan summarizes what Iowa City government has done in recent years to build climate resilience and to convert to renewable energy, and outlines 35 actions to be taken by the community and City to achieve the goal of reducing GHG emissions by 80% by 2050. The report provides general information about past and projected climate change effects on the region, and presents strategies to adapt to these impacts while incorporating social equity.

FHWA Resilience Pilots

FHWA supported the work of state Departments of Transportation (DOTs) and Metropolitan Planning Organizations (MPOs) to develop and pilot approaches for assessing the vulnerability of transportation systems to climate change and develop strategies for building resilience in the transportation sector. Nineteen pilot projects were selected and the pilot jurisdictions worked with FHWA's Climate Change and Extreme Weather Vulnerability Assessment Framework. This FHWA website includes the individual pilot studies for the pilot projects funded in 2013-2015 and webinars of the pilot teams discussing their work and their findings.

Climate Change, Resilience and Fairness - How Nonstructural Adaptation Can Protect and Empower Socially Vulnerable Communities on the Gulf Coast

April 2016

Utilizing case studies from extreme flooding events, this paper synthesizes lessons learned, hazard mitigation strategies, and best practices in adaptation. The focus is on nonstructural adaptation strategies such as disaster planning and mitigation, and property buyouts. The best practices for implementing nonstructural adaptation strategies are also discussed with respect to impacts on, and solutions for, vulnerable communities.  The paper is grounded in three case studies of flooding events that each caused widespread damage, occurred across a range of demographic and socio-economic conditions, and involved both structural and nonstructural post-disaster adaptation strategies.

Climate in the Heartland: Historical Data and Future Projections for the Heartland Regional Network

September 2015

Climate in the Heartland describes projected climate change impacts for five municipalities: Iowa City, Iowa; Columbia, Missouri; Lincoln, Nebraska; Lawrence, Kansas; and Oklahoma City, Oklahoma. The analysis finds that annual temperatures are projected to increase substantially for each municipality. The average temperature in coming decades will be higher than extremes that have recently occurred on average only once per decade. Additionally, frosts are projected to start later and end earlier for all five municipalities.

Iowa Wildlife Action Plan - Securing a Future for Fish and Wildlife: A Conservation Legacy for Iowans

2015

First approved in 2006, the Iowa Wildlife Action Plan is a 25-year strategy for conservation of all wildlife in Iowa. The 2015 Update provides a comprehensive review and revision to the plan that incorporates the threat of climate change to wildlife and habitat. Appendix 21 is a summary of a climate change vulnerability assessment for Iowa wildlife, that predicted climate vulnerability for over 300 species in the state.

Storm Lake, Iowa Green Infrastructure Plan for Water

April 2015

In 2014, the City of Storm Lake, Iowa was chosen for a pilot project by the Iowa Economic Development Authority to develop a plan for city-wide green infrastructure technology for improved urban water management - including storm, sanitary, and potable water solutions. This Plan is meant to serve as a case study and guidance document for green infrastructure planning in other communities. The Plan demonstrates a process that can be replicated and scaled to any size city.

Heat in the Heartland: Climate Change and Economic Risk in the U.S.

January 23, 2015

From the Risky Business Project, “Heat in the Heartland” details how extreme heat from unmitigated climate change could transform the Midwest's communities and economy. This assessment defines the range of potential economic consequences on agriculture and businesses, as well as discusses the related impacts on labor productivity, livestock, energy use, public health, crime, fresh water supply and tourism. The report concludes that the most severe risks can still be avoided through early investments in resilience and immediate action to mitigate global warming.

Midwest Climate Hub

2014

The USDA Regional Climate Hubs offer climate adaptation tools, strategies management options, and technical support to farmers, ranchers and forest land owners. The Hubs direct land managers to USDA agencies that can provide program support to enable them to implement climate-informed management practices. The Midwest Climate Hub works with the states of Michigan, Ohio, Indiana, Wisconsin, Illinois, Iowa, Missouri, and Minnesota.

Linn County, Iowa Comprehensive Plan - A Smarter Course: Building on the Past and Embracing the Future of Rural Linn County

July 19, 2013

The 2013 Linn County Comprehensive Plan, effective July 19, 2013, broadens the scope of previous comprehensive plans beyond land use planning to include a broad range of goals such as economic development, sustainability, hazard planning, and renewable energy. While climate adaptation is only briefly mentioned, the plan does describe the expected risk from climate change to the county (including increased floods, heat waves, and other severe weather events).   Additionally, the plan encourages the use of green infrastructure to achieve sustainability and hazard mitigation goals.
