NOAA's Coastal Services Center is maintaining the Digital Coast website which provides access to all the resources being developed and contributed by academic institutions, public and private sector entities.  This curated collection of coastal and ocean data and tools are directed at decision makers, practitioners, and technicians.

Preparing for the Changing Climate: A Northeast-Focused Needs Assessment

June 2011

This report is the first region-wide overview of how communities in the Northeast are preparing for climate change, and what resources and assistance they need to succeed. The intent of the report is to provide a snapshot of the barriers and resource gaps that need to be addressed in order for local, regional, and state governments to effectively plan for and implement climate preparedness strategies.

Vulnerability Assessment for the Saco Bay, Maine Communities of Biddeford, Saco, Old Orchard Beach, and Scarborough – Vulnerable Transportation Infrastructure

April 13, 2011

This vulnerability assessment was conducted by the Saco Bay Sea Level Adaptation Working Group (SLAWG), and assessed the vulnerability of Saco Bay communities to sea-level rise (SLR), flooding and erosion. The assessment looked at vulnerabilities for the towns of Saco, Scarborough, Old Orchard Beach, and Biddeford. This Saco Bay region contains the largest contiguous stretch of beaches and coastal wetlands in the state and has experienced some of the state’s most severe erosion problems. Although the focus on the study was on the vulnerability of the communities as a whole, part of the assessment identified roads in the region that will be vulnerable to inundation under different SLR scenarios.

Sea Level Rise and Potential Impacts by the Year 2100: A Vulnerability Assessment for Saco Bay Communities of Biddeford, Saco, Old Orchard Beach and Scarborough - Maine

December 31, 2010

Saco Bay is home to Maine’s longest stretch of contiguous sandy beaches, its largest expanse of coastal wetlands, and includes the coastal communities of Scarborough, Old Orchard Beach, Saco, and Biddeford. From the Saco Bay Sea Level Adaptation Working Group (SLAWG), this report provides the results and analysis of projected sea level rise inundation scenarios and land and real estate economic impacts for the Bay. This project was developed with the assistance of the Maine Department of Conservation, Maine Geological Survey (MGS) and the Southern Maine Regional Planning Commission.

Maine's Climate Future: An Initial Assessment

April 2009

In late 2007, then Governor Baldacci asked the University of Maine and its Climate Change Institute to lead a preliminary analysis of the effects of climate change in Maine during the 21st century. This report from the analysis considers past climate change, recent evidence of accelerated rates of change, and the implications of continued climate change in Maine as a result of greenhouse gas emissions and their associated pollutants. The assessment highlights some of the critical climate impacts on various ecosystems and economic sectors in Maine, with the intention to help frame the policy and management discussions on adaptation that are needed, while emphasizing new opportunities that exist for the state.

Confronting Climate Change in the U.S. Northeast: Science, Impacts, and Solutions

July 2007

This report describes the changing climate for the U. S. Northeast region and associated climate change impacts. Both high and low emission scenarios were analyzed to assess the impacts of two very different future climates on the region's coastal areas, marine fisheries, forests, agriculture, winter recreation, and human health sectors. Mitigation and adaptation policy options relevant to Northeast are presented, and the report includes a discussion on how to prioritize adaptation strategies.

National Assessment of Coastal Vulnerability to Sea-Level Rise: Preliminary Results for the Atlantic Coast

1999

One of three national assessments of U. S. coastal regions conducted in the late 1990's, this assessment focused on the Atlantic coastline, while the other two focused on the Gulf Coast and Pacific coastlines. The overall goal of these studies was to identify those portions of the U. S. coastal regions at risk and the nature of that risk (e. g. , inundation, erosion, etc. ). The long-term goal of this study is to predict future coastal changes with a degree of certainty useful for coastal management, following an approach similar to that used to map national seismic and volcanic hazards.

Potential Climate Change Impacts on Marine Resources of the Northeastern United States

2007

This report synthesizes an assessment of potential changes in marine ecosystems off the northeastern United States in response to projected climate and emission scenarios, with a focus on temperature effects on living marine resources. It reviews likely impacts on the northeast continental shelf, and highlights potential effects on the distribution and abundance of the American lobster and Atlantic cod to illustrate the range of possible impacts throughout the region.

Avoiding Septic Shock: How Climate Change can cause Septic System Failure and Whether New England States are Prepared

February 2017

This white paper discusses climate change impacts on septic systems in New England, and whether states in the region are prepared for these impacts. The paper provides a state-by-state analysis of septic system regulations in New England and discusses how these regulatory frameworks are not fully considering climate change impacts, especially groundwater table rise. It also identifies challenges in septic system regulation, and suggests recommendations and best practices for how states and municipalities can work to change laws, amend rules, or adopt new policies or incentives to better construct, manage, and regulate septic systems to be resilient to climate change.
