The City of Minneapolis’ Neighborhoods 2020 initiative is a process to restructure how the City serves and supports neighborhood organizations. As part of this process, Minneapolis formed a Community Engagement Policy Work Group, which created a framework for a Citywide Community Engagement Policy. This framework outlines the processes and stakeholder commitments necessary to improve the City’s engagement with community members, and places an emphasis on a thoughtful, integrated community engagement policy that extends to all members of Minneapolis.

MN EO 19-37: Establishing the Climate Change Subcabinet and the Governor's Advisory Council on Climate Change to Promote Coordinated Climate Change Mitigation and Resilience Strategies in the State of Minnesota

Minnesota Governor Tim Walz’s Executive Order 19-37 establishes a Climate Change Subcabinet to be comprised of leaders from across 15 state departments and agencies. The Subcabinet will identify state policies and strategies to build climate resilience, and to significantly mitigate greenhouse gas emissions. The order acknowledges the disparities facing vulnerable populations, and commits Minnesota to develop climate adaptation strategies with and for frontline communities.

Minnesota State Hazard Mitigation Plan 2019 - Including Recommended Actions for Climate Change Adaptation

Minnesota’s 2019 State All-Hazard Mitigation Plan (HMP) includes recommended actions for climate adaptation for the first time in the state’s hazard mitigation planning process. Developed in collaboration with the Interagency Climate Adaptation Team (ICAT), the HMP includes priority adaptation needs for state government from the ICAT 2017 Report - Adapting to Climate Change in Minnesota. The HMP provides assessments of hazard risk, reviews current state and local hazard mitigation and climate adaptation capacity and programs, and includes climate adaptation strategies for Minnesota’s state agencies and programs.

Minneapolis 2040 - Minneapolis, Minnesota Comprehensive Plan
2019
Minneapolis 2040 is the City of Minneapolis, Minnesota’s Comprehensive Plan - that will guide policy and decision making in the city in terms of the built, natural and economic environment for the next ten years. The document includes 14 Goals adopted by the City Council in 2017 that articulate the plan’s intent. One of the plan’s primary goals is for the city to become climate resilient by 2040, which includes a number of adaptation policies and actions for near-term implementation. The Comprehensive Plan includes 100 Policies, each of which supports one or more of the primary goals.

Twin Cities, Minnesota Metropolitan Council Climate Vulnerability Assessment Tool

The Twin Cities Metropolitan Council Climate Vulnerability Assessment (CVA) tool can assist the Metropolitan Council and community planning efforts in preparing for and adapting to climate change in the Twin Cities, Minnesota region. The assessment focuses primarily on the impacts of extreme heat and flooding events. The CVA and tools include the assessment report, data sets, interactive mapping tools, and story maps. The Metropolitan Council is the regional planning organization for the seven-county Twin Cities, Minnesota region - and the CVA supports the Council in maintaining infrastructure and prioritizing future climate adaptive improvements.

Minnesota Climate Adaptation Framework and Menu of Climate Adaptation Strategies

The Minnesota Pollution Control Agency (MPCA) is working with the organization paleBLUEdot and other agencies to provide assessment services and funding for 23 cities throughout Minnesota to identify climate-vulnerable populations, resilience indicators, and strategies to reduce climate risks. The report includes a climate adaptation Goals for local communities across Minnesota, as well as a comprehensive list of adaptation strategies. The project initiates the development of adaptation implementation plans for these communities to conserve resources, prioritize cost and benefit balanced strategies, and protect the most vulnerable populations from climate change impacts.

Great Lakes Indian Fish and Wildlife Commission Climate Change Vulnerability Assessment - Integrating Scientific and Traditional Ecological Knowledge

The Great Lakes Indian Fish and Wildlife Commission (GLIFWC) is “an intertribal natural resource agency that assists its 11 member Ojibwe (also known as Chippewa, or Anishinaabe) tribes in the implementation and protection of off-reservation treaty rights to hunt, fish, and gather in territories ceded (or sold) to the United States. ” The Commission has worked closely with these tribes to assess the vulnerability of the local ecosystems and natural resources to climate change across the Great Lakes region including Minnesota, Wisconsin and Michigan.

An Equitable Water Future: Opportunities for the Great Lakes Region

Opportunities for the region to adapt the water sector, and detailed strategies provide a framework for making these water systems more inclusive.

These states include: Alaska, California, Colorado, Connecticut, Delaware, Maine, Maryland, Massachusetts, Minnesota, New Hampshire, New York, North Carolina, Oregon, Pennsylvania, Utah, Vermont, Washington, and Wisconsin.

Minneapolis Resolution Establishing "Green Zones"

On April 28 2017, the Minneapolis City Council approved a final Resolution establishing a Green Zones policy to facilitate community-led planning in socioeconomically vulnerable neighborhoods in Minneapolis, Minnesota with the goal of prioritizing city initiatives to combat a range of resiliency challenges. Within Green Zones pilot areas, city officials will work with the community to develop work plans, focused on specific neighborhoods, that will be designed to prioritize initiatives and link city policies on economic development, gentrification, racial equity, and climate resiliency, to achieve an equitable distribution of resources.
