Opportunities for the region to adapt the water sector, and detailed strategies provide a framework for making these water systems more inclusive.

Resilient Midwestern Cities Improving Equity in a Changing Climate

Developed by the Center for American Progress, Resilient Midwestern Cities Improving Equity in a Changing Climate provides users with guidance on how to concurrently address climate change and equity issues by implementing climate change resiliency measures in low-income areas.  The report showcases  existing initiatives employed in 5 Midwestern cities, and draws out recommendations for further action.  This report is primarily geared towards decision makers of Midwestern cities, but the lessons learned and recommendations apply to a much wider audience.

Minnesota DOT Flood Mitigation Program

The state of Minnesota created a $50 million Minnesota Department of Transportation (“MnDOT”) Flood Mitigation Program (“Program”) to increase the resilience of transportation system after severe spring floods in 2010 caused over $64 million in damages in the state. The Flood Mitigation Program will fund repairs, elevations, and realignments to road and bridges, as well as improvements to drainage structures. Although the program documents do not explicitly cite to climate change, MnDOT lists the Flood Mitigation Program as an adaptation action that the agency is taking to prepare for climate change.

City of Minneapolis, Minnesota Neighborhoods 2020: Community Engagement Working Group

December 2018

The City of Minneapolis’ Neighborhoods 2020 initiative is a process to restructure how the City serves and supports neighborhood organizations. As part of this process, Minneapolis formed a Community Engagement Policy Work Group, which created a framework for a Citywide Community Engagement Policy. This framework outlines the processes and stakeholder commitments necessary to improve the City’s engagement with community members, and places an emphasis on a thoughtful, integrated community engagement policy that extends to all members of Minneapolis.

FHWA Resilience Pilots

FHWA supported the work of state Departments of Transportation (DOTs) and Metropolitan Planning Organizations (MPOs) to develop and pilot approaches for assessing the vulnerability of transportation systems to climate change and develop strategies for building resilience in the transportation sector. Nineteen pilot projects were selected and the pilot jurisdictions worked with FHWA's Climate Change and Extreme Weather Vulnerability Assessment Framework. This FHWA website includes the individual pilot studies for the pilot projects funded in 2013-2015 and webinars of the pilot teams discussing their work and their findings.

Minnesota Options to Increase Climate Resilience in Buildings

January 2015

In this report Georgetown Climate Center explores steps that Minnesota state agencies and the Minnesota Legislature can take to enable more building resilience to climate impacts at the local level, as well as some actions municipalities may already have authority to implement. Minnesota faces increased frequency and severity of flooding, and building and site design can either contribute to or help to mitigate the frequency and severity of this flooding.

Building the Blue Economy: Opportunities for Community-Based Organizations in Stormwater Management

April 17, 2014

Using Buffalo, New York as a primary case study, this report explores  both the challenges and winning strategies for advocating for neighborhood-level green infrastructure solutions. It focuses on a project called “PUSH Blue,” supported by the non-profit People United for Sustainable Housing (PUSH) Buffalo, to implement stormwater management intervention in Buffalo’s West Side. Especially for low-income communities, such projects can yield strong intersecting benefits for sustainability, neighborhood redevelopment, and job creation.

Rebuilding Minnesota Highway 210 near Jay Cooke State Park

November 2013

The Minnesota Department of Transportation (MnDOT) implemented several different solutions to address damage to Minnesota Highway 210 near Jay Cooke State Park to improve the future resilience of the highway. Measures include custom culvert design, soil stabilization, and replacing culverts with bridges. Multiple sections of Highway 210 remain closed while MnDOT conducts damage assessments and develops long-term plans.

Great Lakes Green Streets Guidebook

August 2013

This guidebook, published by the Southeast Michigan Council of Governments (SEMCOG), provides examples of roadways projects within the Great Lakes Watershed that utilize green infrastructure methods to improve water quality and reduce stormwater runoff. Developed as a complement to the Low Impact Development Manual for Michigan, the guidebook offers support to municipalities interested in planning, designing, and constructing green streets.
