Texas Sea Grant

The Texas Sea Grant College Program is dedicated to the understanding, wise use and stewardship of the state's coastal and marine resources. The Texas program is housed at Texas A&M University, and works with academic institutions, agencies and industries throughout the state and also supports regional activities, including research, in collaboration with the other Gulf of Mexico Sea Grant Programs. The program involves coastal and marine-related research, marine advisory services and communications.

Texas Flood Infrastructure Fund

November 2019

In 2019, the State of Texas established the Texas Flood Infrastructure Fund (TFIF), which provides financial support to communities for drainage, flood mitigation, and flood control projects. Administered by the Texas Water Development Board (TWDB), the TFIF fund provides financial assistance to political subdivisions (cities, counties, or state-established districts or authorities) in the form of grants and zero-interest loans. The funding can be used to support planning, design, construction, and rehabilitation of flood projects, whether structural or non-structural (including nature-based).

Dallas, Texas Comprehensive Environmental and Climate Action Plan

April 2020

The Dallas Comprehensive Environmental and Climate Action Plan (CECAP) is a roadmap developed by the City of Dallas, Texas, and community stakeholders that outlines steps the city can take to reduce its greenhouse gas (GHG) emissions while enhancing climate resilience. The plan provides an overview of the environmental and climate challenges that Dallas faces, recommends actions to improve the environmental quality of the city, build resilience, and reduce greenhouse gas emissions, and identifies funding and partnership opportunities to support plan implementation.

Central Texas Extreme Weather and Climate Change Vulnerability Assessment of Regional Transportation Infrastructure

January 2015

Led by the Capital Area Metropolitan Planning Organization (CAMPO) and the City of Austin, Texas, this assessment is one of 19 national projects funded by the Federal Highway Administration to pilot approaches to conduct climate change and extreme weather vulnerability assessments of transportation infrastructure, and to analyze options for adapting and improving resiliency. Using the Department of Transportation’s Vulnerability Assessment Scoring Tool, the report evaluates the vulnerability of nine critical transportation assets – including Austin’s MetroRail Red Line and interstate highways – to climate stressors such as flooding, drought, extreme heat, wildfire, and icing.

America’s Energy Coast (AEC) is an initiative of the America’s WETLAND Foundation. AEC is a diverse group of major businesses and industries, national environmental and conservation organizations, scientists and researchers, and coastal interests from across the four energy-producing states of Texas, Louisiana, Mississippi and Alabama – collectively known as America’s Energy Coast

America's WETLAND Foundation

America's WETLAND Foundation advocates for the conservation and restoration of the coastal and inland wetlands of Lousiana and surrounding areas, with particular focus on the impacts of Hurricanes Katrina and Rita, the role wetlands play as storm buffers, and the risks wetland losses pose to energy and other infrastructure. America's WETLAND Foundation has been linked with government entities and figures, environmental groups, and Lousiana businesses, and is currently funded by private donations from numerous sources, including Shell, Chevron, BP, and other major energy corporations.

Impacts and Adaptation Options in the Gulf Coast

June 2012

This report from the Center for Climate and Energy Solutions (C2ES) reviews observed and projected changes for the Gulf Coast regional climate hazards, as well as potential impacts and adaptation options. It specifically details the impacts from sea level rise, wetland loss and hurricanes, and further examines the risks that climate change poses to the region’s energy and fishing industries. The report concludes that climate impacts are already occurring across these sectors, and outlines adaptation measures that can be implemented, while reducing the region’s vulnerability and the costs associated with future impacts.

Synthesis and Assessment Product (SAP) 4.7: Impacts of Climate Variability and Change on Transportation Systems and Infrastructure - Gulf Coast Study

March 2008

This report is one in a series of 21 Synthesis and Assessment Products (SAPs) produced between 2004 and 2009, aimed at providing current assessments of climate change science in the U. S. to inform public debate, policy, and operational decisions. This SAP investigates risks to transportation systems in the Gulf Coast from climate change, and assesses the steps managers and policy makers can take to ensure the safety and resilience of those transportation systems. The findings represent the first phase of a three phased research effort.

Delivering Urban Resilience: Costs and benefits of city-wide adoption of smart surfaces

2018

This report quantifies the benefits and costs of smart surface technologies and finds that the risks from extreme heat and weather can be offset by these technologies. It draws on  Washington D. C. , Philadelphia, and El Paso as case studies and considers five smart surface technologies: cool roofs, green roofs, solar PV, reflective pavements, and urban trees. The authors find that adopting these technologies can generate millions (or even billions) of dollars in net financial benefits at the city level and can generate half a trillion dollars in net financial benefits nationwide.

Gulf South Rising 2015 - Final Report

September 5, 2015

Gulf South Rising (GSR) was a regional movement of coordinated actions and events in 2015, to highlight the impact of the global climate crisis on the U. S. Southern Gulf Coast region.  This report describes the movement and introduces many of the participants. GSR was a locally­-led grassroots effort that coordinated common narratives and goals from across the region, including frontline communities in Louisiana, Alabama, Texas, and Mississippi, through convenings, activism, and demonstration events.
