The Southern Regional Climate Center (SRCC) is one of six regional climate centers in the U. S. managed by NOAA's National Climatic Data Center (NCDC). The mission of the SRCC is to increase the use and availability of climate information in the southern region of the U. S. that comprises the states of Arkansas, Louisiana, Mississippi, Oklahoma, Tennessee, and Texas. SRCC personnel work closely with scientists from other regional and federal climate centers to enhance climate services and programs that provide a regional structure for climate applications.
The USGS Texas Water Science Center provides current real time data on streamflow, ground water, water quality, precipitation, and lakes and reservoirs from sites throughout Texas. The center has historical data on streamflow, ground water, water quality, and other water-related information. The center also has numerous publications, data sheets, projects, and scientific reports on a range of hydrological topics. The USGS operates the most extensive satellite network of stream-gaging stations in the State, many of which form the backbone of flood-warning systems.
The Western Governors' Association is an independent, nonprofit organization representing the Governors of 19 states and three US-Flag Pacific islands. Through their Association, the Governors identify and address key policy and governance issues that include natural resources, the environment, human services, economic development, intergovernmental relations and international relations. Governors use the WGA to develop and advocate policies that reflect regional interests and relationships in debates at the national and state levels.
The Western States Water Council is an organization consisting of representatives appointed by the governors of 18 western states. Since its creation, through adoption of a resolution at the Western Governors' Conference in 1965, the Council has striven to fulfill its chartered purposes. The purposes of the Council are: (1) to accomplish effective cooperation among western states in the conservation, development and management of water resources; (2) to maintain vital state prerogatives, while identifying ways to accommodate legitimate federal interests; (3) to provide a forum for the exchange of views, perspectives, and experiences among member states; and (4) to provide analysis of federal and state developments in order to assist member states in evaluating impacts of federal laws and programs and the effectiveness of state laws and policies.

LCCs are management-science partnerships that inform integrated resource-management actions addressing climate change and other stressors within and across landscapes, linking science and conservation delivery. This white paper from Local Initiatives Support Corporation (LISC) describes the roles that community organizations play in responding to natural disasters, as well as the accomplishments and challenges relating to this work. With natural disasters related to climate change occuring at increasingly frequent rates, community organizations provide critical emergency aid and recovery services. Furthermore, these services can help reduce the recovery gap within communities, as underlying economic, social, and housing factors and public policy decisions create disparities which are exacerbated through natural disasters. Drawing on interviews with various organizations in California, Florida, Puerto Rico, and Texas, this paper reviews the different strategies that these groups use and puts forth some recommendations for policy changes that may be necessary to advance equity in recovery and resilience.

The study describes the activities of eight water utilities who have conducted climate vulnerability assessments: East Bay Municipal Utility District (CA), City of Boulder Utilities Division (CO), Denver Water (CO), Massachusetts Water Resources Authority, New York City Department of Environmental Protection, Portland Water Bureau (OR), Lower Colorado River Authority (CO), and Seattle Public Utilities (WA). This report provides a review of best practices in this emerging effort across the industry for the purpose of informing utilities considering engaging in this issue about the various methods used by their peers.

The objectives of this Capstone project and report from the Bush School of Government and Public Service at Texas A&M University were to address the impacts of climate change in the Houston-Galveston area of Texas, as well as the utility of adaptation as a solution to climate impacts. The Houston-Galveston Area Council (H-GAC) created a panel (the 'Foresight Panel') that examined the impacts of climate change in the Houston-Galveston region. In 2008, this panel produced a report which made recommendations to local governments regarding climate change adaptation strategies - which was utilized as an initial basis for this research.
