Creating and Maintaining Resilient Forests in Vermont: Adapting Forests to Climate Change

The Vermont Department of Forests, Parks and Recreation assessed the impacts of climate change on forests throughout the state, and developed the state’s first guide to forest adaptation. The report provides forest practitioners with a comprehensive review of adaptation strategies for current and projected climate change, as well as many policy-level strategies have been included in recognition of the connections between statewide policy and forest management.

Vermont Climate Assessment: Considering Vermont’s Future in a Changing Climate

The Vermont Climate Assessment (VCA) is the nation's first comprehensive state-level assessment of climate impacts modeled after the National Climate Assessment (NCA). The VCA mirrors the NCA structure but is tailored to the sectors most applicable to Vermont. The VCA presents state-level efforts to downscale global climate models, combining them with local knowledge and data. The assessment presents climate impacts across many sectors, as well as localized, community level vulnerabilities.

Burlington, Vermont Climate Action Plan
2014
This report provides an overview of Burlington Vermont’s Climate Action Plan including climate mitigation and social equity goals. Burlington’s Climate Action Plan is comprised of over 200 strategies to reduce greenhouse gas emissions. A section of the plan is devoted to “Climate Change and Equity,” and the City of Burlington has identified key areas which present equity issues either presently or in the future.

Vermont's Roadmap to Resilience

From the Institute for Sustainable Communities (ISC) 'Vermont’s Roadmap to Resilience: Preparing for Natural Disasters and the Effects of Climate Change in the Green Mountain State' is a plan and guidance designed to increase Vermont’s preparedness for the effects of climate change and extreme weather impacts. ISC developed recommendations which are basis of the report, aimed at building the state’s resilience at the community and statewide level.

Vermont Culvert Rebuilding after Tropical Storm Irene
December 2013
Vermont experienced significant barriers to using disaster relief funding to install larger culverts after Tropical Storm Irene. The storm caused massive damage to the state’s transportation infrastructure and warranted a presidential disaster declaration. In the aftermath of the event, the Vermont Transportation agency (VTrans) and localities followed state regulations that required the installation of larger culverts to address increased stream flow and to allow for fish passage. Localities, however, were denied reimbursement for these “improvements” by the Federal Emergency Management Agency (FEMA), the agency that administers disaster relief funding for rebuilding local roads and bridges.

Vermont Agency of Natural Resources Climate Change Adaptation Framework

This report from the Vermont Agency of Natural Resources (ANR) addresses climate change impacts on four natural resource sectors including wildlife, fisheries, forestry, and water resources. After detailing climate impacts on each sector, a strategic climate adaptation framework is proposed for continued climate change vulnerability assessment and action planning.

Vermont Governor's Climate Cabinet and State Agency Climate Action Plan (Executive Order 15-12)

The Vermont Governor's Climate Cabinet was established by an Executive Order from Governor Shumlin in December 2012. The Climate Cabinet is charged with providing comprehensive leadership by coordinating climate change efforts, including the reduction of greenhouse gas emissions and reliance on fossil fuels, providing outreach and education as well as implementing climate change adaptation efforts across all state agencies and departments.
