BCDC Adapting to Rising Tides Program

2010

The San Francisco Bay Conservation and Development Commission (BCDC) Adapting to Rising Tides (ART) program is focused on helping shoreline communities in the San Francisco Bay area, spanning 10 California counties, to plan for sea-level rise and other climate impacts. Since 2010, the ART Program leads and supports multi-sector, cross-jurisdictional projects that build local and regional capacity in the SF Bay Area to plan for and implement adaptation responses. ART evaluates potential shoreline impacts, vulnerabilities, and risks; identifies effective adaptation strategies that will lead to stronger, more resilient shoreline communities; and develops adaptation planning tools and resources that are useful to communities throughout the Bay Area.

Climate Action Plan of the Sierra Nevada: A Regional Approach to Address Climate Change

December 2009

The California state agency, Sierra Nevada Conservancy, completed a Climate Action Plan for the the Sierra Nevada region of the state with support from the California Natural Resources Agency. This plan looks at climate change impacts across the region, what additional actions can be taken in mitigating and adapting to the effects of climate change, and the gaps in information that were most prevalent for these efforts as of 2009. The plan includes 49 Action items, or specific activities, for addressing regional climate change impacts.

Metro Boston Regional Climate Change Adaptation Strategy Report

June 30, 2014

The Boston Metropolitan Area Planning Council (MAPC) has developed this adaptation strategy in response to research on the current and projected climate change impacts for the 101 cities and towns of the Metro Boston area of Massachusetts. A Vulnerability Assessment was conducted in developing this strategy and finds that the region is expected to experience an increase in frequency and severity of rain and snow storms, and an increase in heat waves, and sea level rise as a result of climate change.

Achieving Hazard-Resilient Coastal and Waterfront Smart Growth

September 21, 2012

In August 2011, the National Oceanic and Atmospheric Administration (NOAA), the U. S. Environmental Protection Agency (EPA), and the state Sea Grant College Programs of Hawaii, Rhode Island, and Texas hosted a two-day roundtable meeting of national experts from the fields of smart growth, hazard mitigation, climate change adaptation, and coastal management. The roundtable brought together these experts to share ideas about how coastal and waterfront communities could improve quality of life, use land and other resources efficiently, and create environmentally and economically sustainable neighborhoods while minimizing risks from natural hazards related to coastal and waterfront flooding.

Florida's Resilient Coasts: A State Policy Framework for Adaptation to Climate Change

2008

This report presents a comprehensive policy framework to assist Florida state government first in assessing the likely impacts of climate change on its coastal regions and communities and then developing and adopting policies and programs that will enable the state, its communities, and its residents to adapt to and adaptively manage those impacts over the near and long term. This project is a collaboration between the Center for Urban and Environmental Solutions (CUES) in the College of Architecture, Urban and Public Affairs at Florida Atlantic University and the project’s sponsor, the National Commission on Energy Policy (NCEP).

Coastal No Adverse Impact Handbook

May 2007

The Association of State Floodplain Managers (ASFPM) and the National Oceanic and Atmospheric Administration (NOAA) have collaborated in producing this handbook. The handbook introduces local officials and concerned citizens to No Adverse Impact (NAI) concepts, and suggests how a coastal community can use the NAI approach to minimize the risks and maximize the benefits of their coastal environments.

Federal Climate Adaptation and Resilience Plans Mandated by Executive Order 14008

October 2021

In January 2021, President Biden signed Executive Order (EO) 14008 — Tackling the Climate Crisis at Home and Abroad — to take a whole-of-government approach to climate change, prioritize the climate crisis in U. S. foreign policy and national security, and require the federal government to lead by example. In pursuit of these goals, the EO requires each federal agency to develop a plan to increase the resilience of its facilities and operations. Certain departments and agencies, like the U.

Hawaii Highways Climate Adaptation Action Plan

May 2021

In May 2021, the Hawaii Department of Transportation (HDOT) Highways Division released the Hawaii Highways Climate Adaptation Action Plan. The Action Plan will serve as a roadmap to make Hawaii’s highways more resilient to climate change based on a forward-looking analysis that recognizes the impacts of climate change-related hazards on transportation assets. This is a noteworthy step for Hawaii, which is updating its traditional highway design and planning processes.  The Action Plan is a useful example for state departments of transportation, local metropolitan planning organizations, and other planners and policymakers looking to incorporate climate change impacts and considerations into transportation exposure assessments, plans, and designs.

City of San Diego, California: Climate Resilience SD

December 14, 2021

On December 14, 2021, the City Council of San Diego, California adopted the city’s first comprehensive resilience and climate adaptation plan entitled Climate Resilient SD. The plan lays out a framework to address climate change impacts by identifying the four primary climate change-related hazards affecting the city — extreme heat, extreme rainfall or drought, wildfires and sea-level — and providing a set of goals, policies, and strategies to offset these hazards. The plan, which focuses on adaptation, is a new addition to previous city plans that only dealt with climate mitigation.

Critical Infrastructure at Risk: Sea Level Rise Planning Guidance for California’s Coastal Zone

August 2021

In August 2021, the California Coastal Commission (CCC), one of California’s three coastal management agencies, issued the Critical Infrastructure at Risk: Sea Level Rise Planning Guidance for California’s Coastal Zone. The guidance serves as an advisory document for the state and local governments, asset managers, and stakeholders in California to update plans and policies for critical transportation and water infrastructure to adapt to sea-level rise and flooding.  The guidance is based on different studies held to be the best available science on sea-level rise in California, which includes a projection of a 6-10 feet of sea-level rise by 2100.
