Analysis of Coastal Climate Adaptation Strategies for Southeast U.S. Coastal Cities

April 25, 2008

This Master’s project identifies primary and secondary climate change impacts to coastal areas of the Southeast U.S.  The author proposes three resiliency criteria and applies this decision-making framework as a means of evaluating potential adaptation response strategies for sea-level rise. These criteria include adequate adaptive capacity, environmental sustainability, and the win-win nature of the adaptive measures.

Colorado Executive Order B007 08

Ahead of the Storm: Preparing Toronto for Climate Change

April 18, 2008

The Toronto City Council unanimously approved a comprehensive strategy to respond to climate change, known as the "Climate Change, Clean Air and Sustainable Energy Action Plan" in 2007. The development and establishment of a climate change adaptation strategy is one of the actions contained in the Plan. As such, this report provides a framework designed to help members of the public and other stakeholders engage in the process of formulating and implementing a climate change adaptation strategy for Toronto.

Climate Change, Tropospheric Ozone and Particulate Matter, and Health Impacts

Because the state of the atmosphere determines the development, transport, dispersion, and deposition of air pollutants, there is concern that climate change could affect morbidity and mortality associated with elevated concentrations of these gases and fine particles. This report reviews studies projecting the impacts of climate change on air quality and studies projecting the impacts of these changes on morbidity and mortality. Specific attention is given to cities on the East Coast of the United States, and California.

Pennsylvania Climate Change Act of 2008

July 9, 2008

The Pennsylvania Climate Change Act of 2008 (Act 70) established a Climate Change Advisory Committee for purposes of advising the PA Department of Environmental Protection (DEP) on implementation of the Act. These activities include, but are not limited to, the designation of a voluntary greenhouse gas registry, the delivery of a greenhouse gas inventory report, the creation of an impacts assessment and the development of a climate change action plan.

Global Warming in the Free State

July 2008

This comprehensive climate change impact assessment was developed to support adaptation planning in the state of Maryland. It was prepared by a Scientific and Technical Working Group, by leading experts in the state in climate change and its impacts, including experts from the University of Maryland.  This assessment informed development of the state's Phase II Adaptation Strategy, A Comprehensive Strategy for Reducing Maryland's Vulnerability to Climate Change.

FHWA - Integrating Climate Change into the Transportation Planning Process

July 2008

This report from the Federal Highway Administration (FHWA) seeks to advance the practice of transportation planning among state, regional, and local transportation planning agencies. In addition to identifying ways to reduce greenhouse gases in the transportation sector, the report reviews related climate change impacts, and discusses how state DOT's and MPO's can consider these impacts in their long-range transportation planning, as well as in Transportation Improvement Programs (TIP). The report also identifies the successes and challenges experienced by numerous state and local agencies already incorporating climate change into transportation planning processes.

Iowa Code 2009, Title 11, Subtitle 4, Section 473 - Energy Development and Conservation

November 4, 2009

Following a report in December 2008 from the Iowa Climate Change Advisory Council, the Iowa Legislature requested additional information on the ramifications of climate change for the state, and enacted a new bill in 2009 (Sec. 27, Section 473.7, Code 2009 amended) requiring a climate change impacts review to be conducted and reported. The resulting report, "Climate Change Impacts on Iowa" was then produced by the Climate Council in 2010.

November 2009

This document is the United Kingdom Highways Agency's framework for developing adaptation plans for the agency and its corporate constituents. After providing an overview of the potential risks of climate change on the UK's infrastructure, the agency provides guidance on assessing risks, determining priorities, and identifying preferred options to address and manage these risks. The adaptation framework provides a platform for decision makers to examine their individual business areas, including standards, specifications, maintenance, and the development and operation of the Highways Agency network.
