Preparing for Climate Change in Groton, Connecticut: A Model Process for Communities in the Northeast

April 2011

Through the Long Island Sound Study, ICLEI - Local Governments for Sustainability USA and the Connecticut Department of Energy and Environmental Protection (CT DEEP) partnered with Groton, Connecticut to conduct an analysis of how and if federal, state, and local stakeholders could collaborate to enhance resilience towards climate change at the local level. The Long Island Sound Study (LISS) is a National Estuary Program and is eligible for EPA grants under the climate change initiative Climate Ready Estuaries.

Sea-Level Rise and Coastal Land Use in Hawaii: A Policy Tool Kit for State and Local Governments

December 2011

This Policy Tool Kit was developed by the Center for Island Climate Adaptation and Policy (“ICAP”) and the University of Hawai‘i Sea Grant College Program. The Tool Kit surveys state adaptation plans, federal efforts, and other key sources to identify and discuss important land use policy tools for Hawai‘i, and suggests how these policies can be used by state and local governments to avoid or lessen the impacts of sea-level rise and related coastal hazards.

Application of the Climate Change Adaptation Tool for Transportation to the Mid-Atlantic Region

December 2011

Using the Mid-Atlantic region as a case study, a University of Delaware team tested the real-world applicability of the Climate Change Adaptation Tool for Transportation (CCATT), a Microsoft Excel-based tool to help transportation agencies and MPOs assess climate impacts and evaluate adaptation options for transportation projects. The team applied the methodology behind the tool to evaluate the impacts of temperature, sea-level rise, and precipitation to the transportation infrastructure in New Castle County, DE, the focus area of the Wilmington Area Planning Council (WILMAPCO).

Michigan Cost-Benefit Model Evaluation of M222 Slope Stabilization

2011

The Michigan Department of Transportation (MDOT) tested a National Cooperative Highway Research Program (NCHRP) cost-benefit model to evaluate the cost-effectiveness of a roadside slope stabilization project in light of future temperature and precipitation projections. The road, which is located on a portion of route M-222 along the Kalamazoo River in the City of Allegan, has a slope that has already experienced erosion caused by intense precipitation and flooding.  MDOT was in the process of stabilizing the slope using structural measures, rather than vegetative or other “soft” approaches.

Virginia Living Shorelines Initiative

2011

Virginia Marine Resources Commission (VMRC) was directed by SB 964 in 2011 to develop and implement a general permit regulation that authorizes and encourages the use of living shorelines as the preferred alternative for stabilizing tidal shorelines. In 2015 and again in 2017 the VMRC established permitting regulations pursuant to SB 964. The Living Shoreline Group 1 (2015) and 2 (2017) General Permits for Certain Shoreline Treatments are regulations which streamline the permitting process incentivizing property owners to utilize a living shoreline approach to manage shoreline erosion, and promote tidal wetland vegetation to restore or enhance ecosystem services.

Direct Potable Reuse: A Path Forward

2011

This report identifies the information and research needed to provide a basis for the feasibility of direct potable reuse (DPR), which is the introduction of purified water into a water supply distribution system or the raw water supply immediately upstream of a water treatment plant. Topics discussed include issues regarding public acceptance, engineering, economics, and regulations. Although the background information on DPR and the needed research identified in this report are applicable across the country and throughout the world, the primary focus is on providing information so that the feasibility of DPR can be evaluated in California.

Northwoods Climate Change Response Framework

2011

To address climate change impacts on northern Minnesota, Michigan and Wisconsin forests, the ‘Northwoods Climate Change Response Framework’ was established in 2011. The project has involved more than 40 scientists and natural resource professionals collaborating to assess the vulnerability of forest ecosystems to climate change – developing the Framework for resource management, conservation, and collaboration in adaptation planning.

Washington D.C. Smart Roof - Roof Asset and Energy Management Program

Through the Smart Roof Program, the Washington D.C. Department of General Services (DGS) is successfully integrating roof asset and energy management projects to reduce its energy use by 20 percent across its entire municipal portfolio. The strategic approach to portfolio-based roof management is being applied across 435 buildings including schools, police stations, fire stations, parks and recreation centers, and office buildings that make up 321 acres of roof area in D.C.
