Climate Change and Sea-Level Rise in Florida: An Update of the Effects of Climate Change on Florida's Ocean and Coastal Resources

In 2009, the Florida Oceans and Coastal Council (FOCC) published a report entitled 'The Effects of Climate Change on Florida’s Ocean and Coastal Resources. ' That report focused on what was known, and was possible concerning climate-change effects on the state’s ocean and coastal resources. This report updates and expands a section addressing sea level rise in the 2009 report. This update involved contributions by 5 Council members, 12 contributing authors, and 11 external reviewers whose technical contributions were based principally on literature published by August 2010.

This policy brief discusses the economic value of natural resources and ecological systems, the impacts climate change will have on natural systems and the wealth they generate, and the difficulties in pricing ecosystem goods and services. This brief focuses on two broad questions: 1) What kinds of adaptation challenges will be created by climate‐driven changes in the form, scale, and location of ecosystem goods and services. and 2) How should climate adaptation policies protect and manage natural wealth as its delivery is affected by climate change.

Adaptations to Sustain High-Quality Freshwater Supplies in Response to Climate Change

This issue brief recommends a number of actions to help create a policy environment that encourages adaptive responses in times of hydrological uncertainty. Policy recommendations include, for example, increasing redundancy among natural and built freshwater systems to provide higher levels of functional resiliency; linking regional and national levels of data collection and modeling of hurricanes, floods, and droughts to improve long-term forecasts and proactive, adaptive responses; and additional coordination of federal and state agencies to enhance adaptive responses through long-term strategic planning of shared solutions to water scarcity.

Maryland Update to the Governor and General Assembly

The report summarizes implementation progress of the Maryland Commission on Climate Change policy recommendations as identified in the state's 2008 Climate Action Plan. The Climate Action Plan contains 19 policy recommendations that focus on climate change adaptation, primarily for sea-level rise and coastal storm surge - from both the Mitigation Working Group's (MWG) and the Adaptation Response Working Groups' (ARWG). For each of the recommendations brief updates are provided, including any institutional, regulatory or legislative actions.

The U. S. Bureau of Reclamation WaterSMART (Sustain and Manage America's Resources for Tomorrow) program is working to achieve a sustainable water strategy to meet the Nation's water needs. WaterSMART allows all bureaus of the Department to work with States, Tribes, local governments, and non-governmental organizations to pursue a sustainable water supply for the Nation by establishing a framework to provide federal leadership and assistance on the efficient use of water, integrating water and energy policies to support the sustainable use of all natural resources, and coordinating the water conservation activities of the various Interior offices.
