USDA Building Blocks for Climate Smart Agriculture and Forestry: Case Studies

May 2016

The U. S. Department of Agriculture (USDA) Building Blocks for Climate Smart Agriculture and Forestry initiative is the Department's framework for helping farmers, ranchers, and forest land owners respond to climate change. The effort involves voluntary, incentive-based conservation, resilience planning, resource conservation, and energy programs to reduce greenhouse gas emissions, increase carbon sequestration, and expand renewable energy production in the agricultural and forestry sectors. In this report USDA published the results of case studies that demonstrate exemplary climate smart agriculture and forestry practices for each of the ten “building blocks:” Soil Health Nitrogen Stewardship Livestock Partnerships Conservation of Sensitive Lands Grazing and Pasture Lands Private Forest Growth and Retention Stewardship of Federal Forests Promotion of Wood Products Urban Forests Energy Generation and Efficiency Each case study is a one page review describing the sustainability achievements and climate solutions implemented.

Staying Green: Strategies to Improve Operations and Management of Green Infrastructure in the Chesapeake Bay Watershed

Staying Green discusses the barriers to and recommendations for effective operation and maintenance of green infrastructure practices for stormwater management. Green infrastructure (GI) requires proper maintenance to function effectively and continue to provide climate change adaptation benefits, such as urban heat island and flood mitigation. This report offers specific strategies, based on examples from throughout the Chesapeake Bay region and the country, to improve the operations and maintenance of GI practices.

Adaptation Case Study and Information Exchange

Developed under the U. S. Environmental Protection Agency (EPA) Climate Ready Water Utilities (CRWU) initiative, the Adaptation Case Study and Information Exchange is a website featuring climate change adaptation strategies that water sector utilities are deploying across the country. The website has an interactive map linking to case studies produced by the EPA. Each point on the map represents a drinking water, wastewater, or combined utility that provides the climate threats facing the utility, as well as the corresponding adaptation measures that the utility considered for implementation.

FHWA Green Infrastructure Techniques for Coastal Highway Resilience Project

2016 - 2017

In spring 2016, the Federal Highway Administration launched the "Green Infrastructure Techniques for Coastal Highway Resilience" project to explore innovative ways that transportation agencies can use green infrastructure or nature-based solutions to make highways more resilient to coastal hazards, including storm surges and sea-level rise. Through the program, FHWA funded five pilot projects across different coastal states to evaluate different green infrastructure approaches and develop lessons-learned.

Minot, North Dakota Floodplain Buyouts and Affordable, Resilient Housing “Buy-In” Program

January 2016

In January 2016, the U.S. Department of Housing and Urban Development (HUD) awarded the City of Minot, North Dakota $74.3 million through its National Disaster Resilience Competition (NDRC) to implement several projects to improve the city’s resilience to flooding from the Souris River. In June 2011, Minot experienced a catastrophic flood. The flood, in combination with a “boom-bust” oil economy and lack of affordable housing, motivated the city to envision a more resilient future for its residents, economy, and environment. Among its winning projects, the city will implement a voluntary buyout program for homes most vulnerable to flooding along the Souris River and make resilient, affordable housing investments in higher, upland “Resilient Neighborhoods” located outside of the city’s floodplain to relocate homeowners and renters. Minot’s unique “buyouts for buy-in” model will help to preserve the city’s tax base and community cohesion. The city will also undertake projects to restore the floodplain, preserve open space, create recreational greenways, and provide resilient city hubs that offer economic job development and other services. Local policymakers and planners can consider the Minot example to equitably relocate people and development out of vulnerable flood or coastal areas to safer, higher ground as a part of comprehensive managed retreat strategies.

Case Study of the Atlanta BeltLine - Adaptation Aspects

2016

The Atlanta BeltLine project demonstrates how cities can reuse underutilized sites and facilities to enhance city resilience to future climate impacts. (However, the BeltLine project is not being designed explicitly as a climate change adaptation project.) With the BeltLine project, the city is converting 22 miles of disused railway beds surrounding the city into a biking and pedestrian loop and a streetcar line, which will include 1,300 acres of new and 700 acres of restored greenspace.

San Francisco Public Utilities Commission Green Infrastructure Projects

2016

San Francisco Public Utilities Commission (SFPUC) is implementing multiple green infrastructure projects based on their Urban Watershed Assessment, which will identify green and grey sewer infrastructure improvements over the next twenty years.  The SFPUC recognizes that the sewer system, treating both sewage and stormwater runoff, was not built to withstand the impacts of climate change - such as intense rainstorms that overwhelm the system. The watershed-based planning process is being used to help plan the City’s Sewer System Improvement Program (SSIP), a multi-billion dollar project to to upgrade aging infrastructure, and ensure the reliability and performance of the sewer system.

City of Philadelphia Stormwater Incentives/ Grants

2016

The City of Philadelphia, Pennsylvania has created a suite of subsidies, grants and rebates for both residential and non-residential properties to encourage more stormwater retention and green infrastructure practices.  The Stormwater Management Incentives Program and the Greened Acre Retrofit Program offer a reduced  price for qualified non-residential customers and contractors to design and install stormwater best management practices which reduce stormwater pollution and enhance water quality.

Green Infrastructure Primer: A Delaware Guide to Using Natural Systems in Urban, Rural, and Coastal Settings

January 2016

Delaware’s Green Infrastructure Primer, released in 2016, provides an overview of nature-based approaches that can mitigate stormwater runoff, flooding, erosion, and water and air pollution. The primer provides an introduction to green infrastructure, fact sheets regarding eight green infrastructure practices, three case studies showing examples of green infrastructure being used in Delaware, a discussion of larger-landscape-scale green infrastructure efforts, and suggested resources for more information.
