Urban Heat Island Mitigation Can Improve New York City’s Environment: Research on the Impacts of Mitigation Strategies

October 2008

Green “living” roofs and “cool” highly reflective roofs are building technologies that may offer solutions to mitigate the problems of the urban heat island effect.   Focusing on why these particular techniques may be incorporated into strategies for urban heat island mitigation, this paper reviews research assessing their environmental impacts, and discusses the effects of these "smart" rooftops on ambient air temperatures, energy use, and air quality.

The Potential Impacts of Global Sea Level Rise on Transportation Infrastructure

October 2008

Prepared by the U. S. Department of Transportation, this report provides a high-level estimate of the net effect of sea level-rise and storm surges to transportation infrastructure on the U. S. eastern seaboard by 2100. The study integrates estimates of eustatic sea-level rise based on IPCC scenarios and digital elevation maps to identify areas that will either be inundated or placed at risk during storms. These estimates do not account for local variations. Based on 9 modeling outputs, from 6cm to 59cm, the study identifies the roads, airports, ports, and rail lines at risk from New York down to Florida, and it provides quantitative data on the extent to which each state in the study area will be affected by sea-level rise.

Chicago Energy Conservation Code

November 5, 2008

The City of Chicago amended Title 18 of the City's Municipal Code to add Chapter 13 to promote the use energy conservation measures in buildings.  Energy efficiency upgrades can help to reduce waste energy from buildings, which contributes to the urban heat island effect in the city. Energy efficiency measures in buildings also can help reduce carbon pollution.

Adapting California's Water Management to Climate Change

November 2008

This report outlines concerns for climate change impacts as they will effect California with possible sea level rise, shifting mountain runoff from Spring to Winter, changes in precipitation and runoff volume, drought, high stream and reservoir temperatures, increased water demands, and increased flood flows and frequencies. Options and costs for adaptations to climate change are outlined for water supply, flood management, hydro-power, and water quality. Institutional capacities and constraints to adaptation in water supply management, flood management, and water quality management are described and addressed with methods to improve adaptation capacities.

Air Quality Planning and California's Changing Climate

November 2008

California is home to some of the worst air quality in the country, and climate change will likely make it more difficult to meet health-based air quality standards. This report recommends that air quality planning agencies take steps to understand how climate change could affect air quality improvement efforts, and attainment of the federal 8-hour ozone standard.

California Coastal Management with a Changing Climate

November 2008

This report examines the challenges California's coastal managers will face as a result of a changing climate, the adaptation tools available, and the extent to which federal, state, regional and local institutions are prepared for changing conditions. It demonstrates that climate change will reinforce the management tradeoffs that are already present, bringing new challenges to the balancing act between nature and coastal development.

Climate Change and Extreme Heat Events

November 2008

This article, from the American Journal of Preventive Medicine, reviews major epidemiological risk factors associated with mortality from extreme heat exposure and discusses future drivers of heat-related mortality, including a warming climate, the urban heat island effect, and an aging population. The report discusses aspects of an effective public health response, including steps for creating heat response plans, strategies to combat urban heat island effect, the use of remote sensing and GIS methodologies to locate vulnerable areas, and the importance of effective communications strategies.
