The Potential Impacts of Global Sea Level Rise on Transportation Infrastructure

October 2008

Prepared by the U. S. Department of Transportation, this report provides a high-level estimate of the net effect of sea level-rise and storm surges to transportation infrastructure on the U. S. eastern seaboard by 2100. The study integrates estimates of eustatic sea-level rise based on IPCC scenarios and digital elevation maps to identify areas that will either be inundated or placed at risk during storms. These estimates do not account for local variations. Based on 9 modeling outputs, from 6cm to 59cm, the study identifies the roads, airports, ports, and rail lines at risk from New York down to Florida, and it provides quantitative data on the extent to which each state in the study area will be affected by sea-level rise.

California Coastal Management with a Changing Climate

November 2008

This report examines the challenges California's coastal managers will face as a result of a changing climate, the adaptation tools available, and the extent to which federal, state, regional and local institutions are prepared for changing conditions. It demonstrates that climate change will reinforce the management tradeoffs that are already present, bringing new challenges to the balancing act between nature and coastal development.

Long Beach, Mississippi Concept Plan – Oak Park

August 2006

In the wake of Hurricane Katrina and significant property destruction, the city of Long Beach, MS developed a proposed comprehensive plan for the city that included a concept for a new public green space called Oak Park to buffer the downtown area from storm surge from the Gulf of Mexico.   The plan placed the park between a new roadway to the north and the coastline and Highway 90, which would be redesigned, to the south.  The plan was designed to both revitalize the town aesthetically and provide natural protection for residents from storm events.

Future Sea Level Rise and the New Jersey Coast

June 2005

This study presents an assessment of potential impacts of sea level rise on the New Jersey coast.   Using historical flood data, digital elevation models, and climate change projections, the authors found that sea level rise will submerge 1-3% of coastal lands, and 6. 5-9% of coastal land will be affected by periodic flooding.   The study looks at Cape May Point as a case study for potential impacts on socioeconomic and natural resources that would be relevant to other coastal areas.   Finally, the authors broadly identify a gradual retreat strategy for adaptation.

Cool Surfaces and Shade Trees to Reduce Energy Use and Improve Air Quality in Urban Areas

2001

This article, published in Elsevier in 2002, outlines how cool surfaces (cool roofs and cool pavements) and urban trees can have a substantial effect on urban air temperature and, hence, can reduce cooling-energy use and smog. Using a dozen metropolitan cities as case studies, this paper demonstrates an estimate of about 20% of the national cooling demand can be avoided through a large-scale implementation of heat-island mitigation measures. This amounts to 40 TWh/ year savings, worth over $4B per year by 2015, in cooling-electricity savings alone.

STREAM is a spatial hydrological model that allows for assessing hydrological impacts due to changes in climate and socio-economic drivers. It is set up according to a policy analysis framework and ensures a structured approach for an entire river basin including the coastal zone.

National Equity Atlas

The National Equity Atlas, created by PolicyLink and the Program for Environmental and Regional Equity, is an online tool that allows users to find information on demographic changes, racial and economic inclusion, and potential economic gains from racial equity. Data is available for the largest 100 cities, 150 metropolitan regions, and all 50 states in the United States. While this resource does not address climate change, it can provide useful information to frame environmental justice and equity challenges that may be exacerbated by climate change.

San Francisco Bay Clean Water, Pollution Prevention and Habitat Restoration Measure

June 7, 2016

The San Francisco Bay Clean Water, Pollution Prevention and Habitat Restoration Measure (Measure AA) is a $12-per-year parcel tax for the San Francisco Bay area of California — which passed with over 70% support in all nine Bay Area counties on June 7, 2016.   The measure is anticipated to generate $500 million over 20 years — approximately $25 million annually for critical tidal marsh restoration projects around San Francisco Bay. Measure AA was the first parcel tax in the history of the state to be levied throughout an entire region encompassing multiple counties.

Climate Adaptation: The State of Practice in U.S. Communities

November 16, 2016

Looking at 17 communities engaged in adaptation, this report examines what communities are doing to address climate risks. It finds that communities are often motivated by extreme climate event and are more focused on reducing their current vulnerabilities to extreme events, compared to addressing future climate impacts. Despite this, there is encouraging evidence that communities can begin addressing climate change risks and overcome barriers to action and implementation.   The 17 case studies provide insights into the key components of a well-adapted community.

100 Resilient Cities - Resilience in Action

Resilience in Action, subtitled Early Insights into How Cities are Institutionalizing Resilience, profiles three cities – New Orleans, USA; Melbourne, Australia; and Semarang, Indonesia – for their efforts to institutionalize and mainstream resilience. Each city is a member of 100 Resilience Cities (100RC), a non-profit and global urban resilience initiative developed by the Rockefeller Foundation. The report highlights replicable best practices and lessons learned, as examples for others to utilize in developing urban resilience practices.
